Save the Children International is looking to recruit for the following positions:

 Finance Coordinator – Regional Multi-Country Program Unit – South Africa Regional Office (Pretoria)

Location: Southern  Africa Regional Office – Pretoria. 

The incumbent would be based in Pretoria and would need someone who is eligible to work in South Africa as well.

Role Purpose: 
 
Finance: This position is accountable for the financial management support to both the Pretoria office and the Regional and Multi Country Program Unit(RMCPU)

As part of the Regional and Multi Country Program Unit ( RMCPU)  you will be responsible for providing financial management (Reporting, BVA, compliance) support to the RMCPU for East and Southern Africa Regional Office ( ESARO)  

This position is also responsible for the monthly processes and finance reports for the Pretoria office. This includes maintaining the strongest financial controls, keeping approved documentation (receipts, bank transactions, vouchers) on file, recording transactions according to SCI guidelines, producing monthly reports as required, and assuring adequate cash flow for the Pretoria office. 

This post holder will as required assist the RMCPU finance and awards team to review submitted partner reports to ensure accurate reporting and compliance with financial controls and standards, assist in performing analysis and participate in achieving the department’s goals.  
 
Scope of Role: 
 
Reports to: RMCPU Grants and Awards Manager, with dotted line to Head of Support Services 

Regional Program Team: The finance coordinator will work closely with the program managers for the following projects Comprehensive Sexuality Education & Information (CSE&I), Child Rights Governance (CRG), Migration and Child Protection as well as with the Pretoria Office management, the accountant and the awards assistant.

Regional Dimensions: The Pretoria Office supports the implementation of the Regional and Multi Country Program Unit programs being implemented out of South Africa.  
 
Staff directly reporting to this post: Awards Assistant and Accountant 
 
Key Areas of Accountability:

Financial Management
  • Maintain the RMCPU accounting system and support budget holders with coding, reporting and analysis.
  • Implement and continually improve financial controls, procedures and processes for the Pretoria and regional office, in line with SCI policies and audit recommendations as well as local legislation.
  • Ensure delivery of Pretoria Office monthly reports, adequate cash flow and oversee year end procedures
  • Ensure cross charges to SC members and SCI country offices meet accepted requirements and are regularly cleared
  • Completion and follow-up on action points from monthly checklist reviews.
  • Support in closing accounts at the end of the financial year.
  • Provide budget monitoring information for the Office Manager and other budget holders.
  • Any other tasks reasonably required.
Partnership support:
  • Support in partner assessments, kick off meetings and monitoring visits
  • Review partner budgets and financial reports then upload onto the awards management system (AMS)
  • Update grant and partner trackers through review  of partner budgets and financial reports
  • Ensure financial support documents reflect the reported amounts in financial and narrative reports
  • Develop and ensure adherence to compliance check list for partners in accordance to SCI and donor requirements
  • Assist the Regional Program staff in preparing master budgets for Comprehensive Sexuality Education and Information (CSE&I) , Child rights governance (CRG), child protection (CP) and any other sector for each source of fund (SOF)/ award
Budget Support:
  • Update budget templates for posting in the SCI financial management system (Agresso)
  • Prepare general journal templates for posting in the Agresso System
  • Assist the Regional Program team in preparing donor reports in line with donor compliance
  • Coordinate the development and updating of DEAs in collaboration with the SPM and Program Managers
  • Conduct monthly BvA meetings with Program Managers and support with budget reallocations 
Produce the necessary financial reports as per the donor requirements.
  • Produce monthly BvAs for all active Regional Program SoFs in the Pretoria Office
  • Collaborate with the Regional Program and finance teams to ensure audit reports for all awards are done in a timely manner
  • With the SPM and program managers, review the audit findings
  • Participate in monthly Regional Program meetings
  • Ensure the Regional Program is compliant at all times with the donor requirements
Performance indicators:
  • Budgets and expenditures accurately recorded in the financial management system (currently Agresso)
  • Partner budgets are aligned with donor agreements and compliance
  • Maintenance of up to date knowledge on relevant donor rules and regulations and ensure implementation at all times
  • Mid-term and end of project evaluations carried out for all Awards
  • Audits competed in a timely manner and shared with donors. Ensure that internal and external audits are undertaken in a timely and efficient manner in line with policy and back donor and host government requirements
  • Ensure follow-up on recommendations arising out of audits of operations and take appropriate actions where necessary
  • Pretoria office monthly reports, year-end procedures adhering to standards

Qualifications and Experience
  • Undergraduate degree in accounting/finance or equivalent. CPA/ACCA preferred.
  • 5 years of experience in an accounting/finance or grants management role.
  • Experience in the NGO sector preferred
  • Computer fluency; highly competent using Microsoft Excel and other MS applications.
  • Familiarity with computerised accounting systems
  • Ability to gather facts and data, scrutinise with ease, determine a logical solution and resolve issues with minimal supervision.
  • Proven ability to handle a workload and multi-task in order to meet deadlines.
  • The highest level of integrity and commitment to preventing corruption.
  • Strong interpersonal skills and ability to interact with all departments
  • Experience in line managing staff.
