Director of Finance and Human Resources Job in Nairobi Kenya

CHF International is seeking candidates for the following position to support its various programs.

Job Title: Director of Finance and Human Resources

Job Summary: The Director of Finance and Administration has overall responsibility for all finance, grants management, human resources and administrative aspects of CHF’s activities in Kenya as well as to provide support to all programs run out of the Kenya, Tanzania and Malawi offices. 

The DFHR reports directly to the Country Director. Director of Finance and HR (DFHR) shares responsibility with the Country for protecting the assets under CHF’s care, safe guarding CHF’s reputation for ethical conduct and fiscal transparency. 

Although reporting to the Country Director DFHR is CHF’s main compliance officer in the organization and as such bears a fiduciary responsibility to CHF International which exceeds the normal reporting responsibilities to one’s immediate supervisor.

Essential Duties and Responsibilities
  • Provide financial management of all current and prospective programs operated by CHF Kenya.
  • Ensure timely, quality and accurate financial reports and practices, including ensuring all reports are submitted to donors and CHF HQ on time.
  • Oversee maintenance of filing systems to ensure adequate documentation of sub awards and all financial and human resource processes.
  • Monitor expenditures to ensure that program funds are utilized appropriately and within the budgets.
  • Ensure proper financial controls are in place, appropriate and functional and are regularly reviewed.
  • Prepare, monitor and analyze budgets including profit and loss statements; prepare financial reports and make recommendations to the CD and/or Program Director on budget expenditures and cash flows.
  • Verify procurement procedures; providing support to the Operations Department on procurement, logistics and services contracts.
  • Obtain approvals from donor and HQ for all procurements and sub-grants which require restricted funds or approvals.
  • Ensure optimum monitoring of all sub grants; guiding finance, grants, and program staff to address any financial mismanagement problems identified.
  • Provide technical assistance and support to sub-grantees and partner organizations as needed and as per the program guidelines including organizing finance and administration training, capacity building and close follow-up of partners.
  • Maintain updated information regarding U.S. Government grants, other donor and CHF HQ reporting requirements and financial restrictions.
  • Oversee annual financial audits of CHF Kenya programs as well as ensuring that sub grantees comply with all audit and financial review requirements.
  • Assist in program development and proposal preparation as needed.
  • Uphold and enforce CHF policies and procedures.
  • Manage and mentor Finance department staff.
  • Adhere to and incorporate into day-to-day operations the CHF Kenya office Standards of Professionalism.
  • Maintain strict confidentiality of all privileged information regarding both human resources and fiscal matters.
Human Resources Management
  • Periodic review of the Employee Handbook and ensuring optimum understanding of the Employee Handbook by all staff as required.
  • Provide oversight of administration and HR management support including such tasks as timesheet tracking/monitoring; ensuring competitive salary and benefits for local hires; oversee/administer salary disbursements, manage employee benefits and annual staff evaluation process; assist in the hiring process, setting salaries and signing of local hire and consultant contracts.
  • Provide oversight over the HR time management systems ensuring that time management procedures are followed by all staff.
  • Provide oversight over the Human Resource remuneration systems and that salary and employee benefits are well managed and conform to government and CHF human resource policies and procedures.
  • Ensure that Staff Recruitment and Evaluation systems are compliant with CHF guidelines and that an adequate and appropriate staff force is recruited, motivated, retained, evaluated and managed.

Education and/or Experience Qualifications
  • Masters Degree in Finance, Business Administration or related field. Certified Public Accountant of Kenya.
  • Certificate or diploma in Human Resource Management / Kenyan Labour Laws preferred.
  • 8 + years of experience in financial management and accounting.
  • Minimum of 6 years’ experience working with US Government donors
  • At least 5 years of progressively responsible supervisory experience in finance and strong organizational and leadership skills
  • Advanced experience in sub-award management
  • Advanced knowledge and experience with USG rules & regulations
  • Previous experience with managing Human Resources a plus
  • Previous experience with multi-country programs a plus
  • Previous experience working in other Africa countries in a similar position a plus
  • Advanced knowledge of computerized accounting, demonstrated organizational skills, and strong track record in meeting deliverables (ACCPAC, SUN, QuickBooks)
  • Advanced working knowledge of MS Word and Excel computer programs
  • Advanced interpersonal communication skills, relationship building and organization skills;
  • A person of known integrity
  • Strong management, communication, mentoring and teambuilding skills.
  • Ability to multitask and prioritize work.
  • Demonstrated ability to work constructively in a team;
  • Ability to negotiate solutions to problems;
  • Ability to interact clearly and effectively with donors and other organizations--high level of cultural awareness and sensitivity.
Language Skills
  • Excellent written and spoken English.
  • Effective use of written and spoken Kiswahili.
  • Must be able to read and interpret documents, and communicate with others as necessary to perform job duties effectively.
Working Conditions
  • Able to sit at a computer and operate a keyboard, for extended periods of time.
  • Able to travel both in Kenya and out of the country
