ICT Officer – Customer Support,  Nairobi

To provide effective customer service delivery to support WVS mission, goals and objectives in serving communities throughout Somalia through the application of ICT to provide efficient communication, information and data analysis.

Major Responsibilities:

Customer Service (User Support)
  • Deployment of client applications to users
  • Receipt, configuration and housekeeping of ICT equipment
  • Maintenance and repair of IT equipment both at NO and field offices
  • Updating and Maintenance of the IT assets database for the for ICT equipment purchased, surrendered for repair and those returned by users.

Logging of support calls
  • Support SLAs are achieved and maintained.
  • ICT capacity building for staff
  • Provide training and reference manuals to staff to ensure staff are well equipped to handle changing ICT technologies. Ms Office, Lotus Notes, PMIS, wvcentral, Ourpeople and Sunsystem

WVS ICT Strategy.
  • Provide technical advice to the ICT Manager in decision relating to the strategic use and implementation of ICT infrastructure and ICT4D initiatives.
  • Make recommendations to the ICT Manager on the acquisition of new technologies for the NO and field sites and the deployment of existing ones.

Monitoring and evaluation
  • Provide monthly reports, outlining the achievements for the month (against the planned activities and further against the department’s annual operational plan)
  • Under the direction of the ICT Manager, supervise ICT contractors to ensure ICT projects are done professionally and completed within schedule.

Information and data security
  • Enforce telecommunications/security policies and standards as outlined in the WVS ICT policy.
  • Ensure staff computers are synchronized with the server for data backup and all computers at the NO adhere to “computer configuration checklist” document requirements

Coaching & Mentoring
  • Build the capacity of IT Assistants and IT Interns under him/her, to a level that they can provide quality support services to the Customers

Qualifications: Education/ Knowledge/ Technical Skills and Experience
  • A first degree in Telecommunications Engineering or Computer Science, or in any related field
  • At least three year’s working experience in a networking/telecommunications environment
  • At least one Professional Certification in the following: Microsoft Certified Professional; Cisco (CCNA)
  • Good working knowledge of telecommunications technologies (satellite/VSAT technology, wireless networks, HF and VHF Radio, microwave) and Network Architectures for both Local Area Networks and Wide Area Networks
  • Excellent working knowledge of Internet technologies, including: TCP/IP suite of protocols; Internet security; Internet routing; Voice over Internet Protocol)
  • Good working knowledge of Microsoft Windows Operating Systems configuration and administration
  • Good working knowledge of office automation applications (Microsoft Office)
  • Good working knowledge of Lotus Notes is an added advantage
  • Excellent communication and inter-personal skills. Must be able to work in a multi-cultural environment
  • Excellent analytical, problem solving and negotiation skills
  • Customer-focused. Must demonstrate a strong willingness to meet the customer’s needs while balancing the organization’s needs and priorities
  • Demonstrates eagerness and aptitude for acquiring necessary technical knowledge, skills and judgment to accomplish a result or to serve a client's needs effectively
  • Excellent time-management skills. Able and willing to meet deadlines.

Grants Accountant - Nairobi

To provide technical support in Grant Accounting and ensuring compliance to Grants regulations and relevant financial policies

Major Responsibilities:

Financial reporting and Accountability
  • Prepare Grants financial reports in accordance with donor requirements and ensure timeliness and accuracy
  • Generate Financial analysis on grant financial Information that will provide management with information for decision making
  • Provide timely response and feedback on grant financial Issues
  • Provide leading role in ensuring Labor Distribution reports are prepared every month by relevant staff
  • Update grants profile in order to monitor project life and grant budgets.
  • Discuss with project managers grant reports and tackle any outstanding issues in a timely manner
  • Consolidate Funding requests/ projections from the field related to grants and follow up with relevant person to ensure the information are accurate and relevant
  • Prepare monthly reports to Senior Grants Accountant

Budget Management and Control
  • Ensuring budget control by adequately checking all costs that are chargeable to grants
  • Participate in grant proposal development and extensions, by providing technical support in development of grant budgets that are in line with effective implementation of grants
  • Ensure spending is within the budget limit to control overspending within projects
  • Review Field Financial Documents on a monthly basis to ascertain the level of internal controls in the financial process
  • Download PBAS every last day of the month and carry out budget reconciliations.
  • Continuously monitor PBAS and advise Senior Grants Accountant on any significant occurrences

Policy management and Internal Control
  • Monitor grant periods and ensure that grant phase out financial requirements are adequately met and grants are smoothly phased out
  • Review all payments related to grants to ensure they are within the policy, adhere to internal control standards and donor requirements

Risk Management and Internal Control
  • Ensure audit process runs smoothly by providing accurate information in a timely manner
  • Ensure audit implementation on a day to day basis during grants implementation and providing Grants Finance Manager with a quarterly report on the same
  • Ensure Sound internal controls are maintained in the financial processes at National Office.
  • Contribute towards the effort of creating awareness to implementing staff on grants regulations

Record Keeping
  • Ensure Grant Accounting records and their completeness
  • Ensure Sun Systems Backups are available at the field.
  • Maintain correspondences with relevant stakeholders
  • Update the resource center with new information

Qualifications: Education/Knowledge/Technical Skills and Experience
  • Bachelor’s degree in Accounting/Finance or any other relevant degree
  • Minimum CPA part 1 or its equivalent
  • Solid knowledge of accounting principles, financial systems, budget/cash-flow monitoring and internal accounting controls
  • Minimum three (3) years’ experience in Finance/Accounting/Grants
  • Excellent computer skills in Excel, SUN Systems and PowerPoint
  • Self-guided, strong organizational and planning skills; ability to work independently and under pressure
  • Good written, oral communication and facilitation skills
  • Able to work on a cross-cultural environment with a multi-national staff.
