Job Framework: Regional Programme Manager

Role: Regional Programme Manager – Coast Region.

Reports To: Director of Programmes.

Liaises With: Projects team, Country Management Team and all other team members.

Duty Station: Regional Office, Mombasa.

Working Hours: 8.00 am – 5.p.m (Monday to Friday).

Type Of Contract:    Permanent although subject to confirmation after 3 months probation period.

Salary:    KSHS. 250,000– 275,000 GROSS

Purpose of the role

Under the direct supervision of the Director of Progammes, the Regional Programme Manager will be responsible for programme planning, implementation and administration of a broad range of projects across all three service delivery channels of Marie Stopes Kenya, focused on achievement of MSK’s priorities within the Coast Region.

Key Performance Indicators

1. Effective leadership and management of the MSK Coast region office
  • Ensure effective leadership and management of the regional office team including systems developed and strengthen field related programme management.

2. Programme Development and Management
  • Contribute to engagement with government actors on strategic issues, including using decentralization approaches and assist in the preparation of the Situation Analysis for programme development. 
  • Administer a consistent and transparent monitoring system; providing accurate analysis of regional level socio-political-economic trends and their implications for ongoing programmes and projects. 
  • Responsible for preparation of program recommendations for effective program implementation; and for documenting new approaches, methods and best practices.
3. Optimum Use Of Program Funds
  • Support preparation and oversee implementation of project work plans and monitor progress and compliance.   
  • Help to manage allocation and disbursement of programme funds, ensuring that funds are properly coordinated, monitored and liquidated. 
  • Takes appropriate actions to optimize use of programme funds. 
  • Ensure programme efficiency and delivery through transparent approaches to programme planning, monitoring and evaluation.
4. Programme Monitoring and Evaluations
  • Undertakes field visits to monitor and assess programme implementation and decides on required corrective action. Ensure effective monitoring of staff activities to improve efficiency and quality of programme delivery.
  • Participate in sector review meetings with government counterparts.  Ensure the timely preparation of program status reports.
5.  Client-focused and Results-Based Programme Management Approach
  • Assure the quality of client-focused programming through consistent and effective planning, design, implementation, monitoring and/or evaluation of programmes and projects. Bring coherence, synergy and added value to the programming planning and design processes using a results-based management approach to programme design.
  • Ensure viable and innovative recommendations on project implementation, alternative approaches, and optimal utilization of resources that contribute effectively to the fulfillment of the rights of women and youth, and recommendations on programme new initiatives and management issues to ensure achievement of stated objectives.
6.  Local Capacity Building/Sustainability for system building
  • Provide government authorities with technical support and guidance to plan and organize systematic, measurable and results oriented capacity building initiatives for effective and sustainable systems building.
  • Ensure the building or reinforcing of the commitment and institutional capacities of the local partners starting with taking a strategic approach to the identification of these partners and partnerships and adopting a coherent systems building approach.
7. Advocacy at the National, Community and Family Levels
  • Conduct policy analysis from a youth and women's rights perspective and engage in advocacy at the community and family levels for credibility in national and international policy debates.
8. Partnership, Coordination and Collaboration
  • Develop partnerships and collaboration with internal and external counterparts, including with local government, international and humanitarian partners, in order to improve access to FP and SRH services within the region.
  • Collaborate with the MSK Nairobi Support Office to establish and maintain sound internal controls supportive of programming endeavours and to coordinate financial and supply management requirements and accountability.
  • Maintain collaboration with Director of Programmes for effective overall coordination on programmes.
Minimum Qualifications
  • Advanced university degree in Social Sciences, Public Health, Social Policy, Social Development, Community Development, or other relevant disciplines, with specialized training in sexual and reproductive health programming.
  • Project management experience in the development sector.
  • International development work experience
  • Background/familiarity with the Coast Region
  • Fluency in English and Swahili.

Job Framework – Director of Programmes

Role: Director of Programmes 
 
Reports To: Country Director.

Liaises With: Country Management Team and all other team members.

Duty Station: Support Office, Nairobi with constant travel to field sites.

Salary: Kshs. 350,000 – 400,000 GROSS PAY

Purpose of the role
  • Leading a cross-functional team, this role will focus on strengthening grant management, reporting and Research Monitoring and evaluation practices in MSK projects to improve MSK project delivery, management, coordination and research monitoring and evaluation. In all aspects, cross functional collaboration and teamwork will be essential. 
  • As a member of the country management team (CMT), the Director of programmes will contribute to the shaping and fulfillment of MSK’s strategic direction. The Director will work collaboratively with other CMT members to ensure operational synergies are optimized through cross-functional working.  He/she will also work closely with the CMT to build and maintain excellent donor and stakeholder relations, including the development of new business for MSK.
  • The Director will oversee a growing department, with direct line management of various project managers
Key responsibilities

Business Development and Planning:
  • Participate in national business development and expansion, and coordinate the annual business planning process for your team; Participate in development of strategic initiatives/plans;
  • Develop and maintain productive relationships with potential donors and other stakeholders working in the area of Family Planning and Sexual, Reproductive Health;
  • Represent MSK in relevant NGO, donor and Government forums focused on advancing Family Planning and Sexual/Reproductive Health agendas at the National and regional level;
  • Together with the Country Director, and the Director, Health Markets, explore funding opportunities aligned with MSK’s Mission and Values in Family Planning and Sexual Reproductive Health;
  • In close collaboration with London-based and regional business development staff,  MSK Support and Operations Teams, coordinate the proposal development process to produce high quality, well researched, and appropriate project designs, implementation plans, management structures and budgets;
Project Management:
  • Work closely with the project management team to ensure equitable allocation within the team of various project portfolios; ensure grant compliance and effective project management – including activities management and implementation, project performance tracking against defined indicators, budget tracking and timely financial and narrative reporting;
  • Lead, direct and be accountable for projects, including finance and programmatic operations; coordinate planning and budgeting of projects’ activities; ensure project reports meet the required donor and national standards and are delivered according to plans;
  • Ensure that projects are approved, implemented, monitored and evaluated in line with MSK policies and systems; regularly monitoring projects performance in relation to the approved proposals; determine technical support needs for projects and participate in recruitment of consultants and project staff;
  • Together with the Director of Operations ensure effective coordination between MSK centre and outreach staff, project specific staff, and relevant partners, stakeholders and collaborators at district and national level to support excellent service delivery under donor-funded projects; foster collaborative relationships with strategic partners that maximize programme resources and effectiveness;
Research, Monitoring and Evaluation:
  • Support  in the design and roll out of Research, M&E activities to support evidence-based decision-making in the programme;
  • Ensure impact assessments of marketing initiatives on service uptake, and the monitoring/evaluation of the MSK image among stakeholders including partners, government officials and donors.
  • Identify opportunities to initiate and conduct research; identify opportunities for linkages with academic and government research institutions;
  • Ensure standard quarterly, annually and other ad hoc reports that are required for management decision making, donor reporting and proposal development;
  • Contribute positively to effective communication and coordination between Support Office Departments, the Business Operations Team and Grants Management Team;
  • Report as needed and provide necessary technical assistance to implement any changes agreed to marketing plans;
  • Assist the programme in developing quality documentation of activities i.e. donor reports, operations research.
  • Ensure the development and maintenance of effective monitoring and evaluation systems, that inform as to core business performance, and effectively track specific project performance and impact indicators;
Skills and Experience

Qualifications
:
  • Minimum of a University Degree in Health Science, Social Science, or International Development Management; Master Degree is preferable;
  • Fluent English both oral and written.
  • Knowledge of Clinical Health, Community Outreach, Family Planning and Social Marketing
  • Experience:
  • At least 10 years experience in a senior management position, preferably in the health management, family planning, community development, and/or social marketing industry;
  • At least 5 years experience managing multi-tiered management structures of medical professionals,  health outreach teams, social marketing, M&E, and/or project development teams;
  • At least 5 years experience managing donor funded project cycles including technical and financial components;
  • Proven track record of people management and leadership skills of not less than five years in a senior management position;
  • Minimum 5 years experience participating and/or leading proposal development processes including project design, management design and budget development;
Skills:

Role: Logistics and Fleet Officer
 
Reports To: Procurement and Logistics Manager
 
Liaises With: All other team members.
 
Duty Station: Support Office, Nairobi.
 
Working Hours: 8.00 am – 5.p.m (Monday to Friday).

Type of Contract: Permanent although subject to confirmation after 3 months probation period.
 
Salary: KShs. 80,000– 100,000 Gross

Job Objective:

The Fleet and Logistics Officer will be responsible for Marie Stopes Kenya’s fleet of motor vehicles and motor cycles in a manner that will ensure efficiency, service quality and availability.

Key Responsibilities:
  • Plan and provide transport services for program activities in line with the stipulated transport request procedures
  • Liaise with MSK appointed garages for the repair and maintenance of vehicles.
  • Supervise drivers day to day across the program
  • Monitor vehicle usage through the global positioning system.
  • Fleet reporting to the line manager and the relevant directors.
  • Maintain a file on each MSK’s vehicle or equipment with the relevant specifications e.g. maintenance dates, insurances, plate number, fuel consumption etc
  • Maintain log books system for all MSK’s vehicles and ensure each trip is registered accordingly.
  • Monitor use of fuel.
  • Brief the drivers on the security and safety on the road.
  • Organize periodical update, training and assessment of all MSK’s drivers.
  • Ensuring that all the fleet in the organisation has all the regulatory requirements e.g. insurance, fire extinguishers e.t.c.
  • Ensure the efficient running control and repair of other relevant assets e.g. the generators.
  • Air ticket booking and organizing transfers to and from the airport.
