We are currently recruiting for the position of Staff
Development Manager, based in Nairobi, Kenya
Main Objectives of Position
Main Objectives of Position
- To
ensure the staff development related activities of HRM in the mission
(recruitment, briefing, integration, evaluation, training and development)
with the objective of optimizing the competencies and the performance (and
also motivation) of staff, therefore contributing to the quality of
operations.
- To
ensure that these activities are carried out in line with MSF OCBA HR
vision, policies, procedures and tools, adapting them as appropriate to
the mission context.
- Guarantees
that these activities are carried out in an equitable, fair, transparent,
efficient and accountable way throughout the mission.
- To
provide expertise and support to coordinators, activity managers and
supervisors in staff development activities ensuring alignment with
operational objectives.
Responsibilities
Recruitment
Recruitment
- Defines
the recruitment and hiring policy and procedure in line with local
legislation and OCBA policy
- Develops
and ensures implementation of standard recruitment tools to be used by all
staff in the mission involved in recruitment
- Assures
the smooth running, transparency and equitability of recruitment processes
in their entirety following the policy/procedure in place (advertisement,
screening process, interviews, trial periods…)
- Ensures
a standard and harmonized approach to recruitment throughout the mission
- Provide
expertise to all people involved in recruitment process on how to lead it
properly with the aim of recruiting professionals and people with
potentials to be developed.
- Provides
practical and technical support to coordinators and supervisors in
conducting recruitment (screening of CVs, interview methods/techniques,
detection of potential, best practice…)
Briefing and integration of new staff
- Knows
MSFOCBA induction policies, procedures and tools, adapt them to the
Mission’s context and ensure its proper implementation for all newly
recruited/arrived staff and for previously hired staff in the Mission who
had no access to them when being recruited
- Ensures
(together with the coordinator/supervisors/activity manager) that
pre-established specific preparation or specific briefings for newly
recruited/arrived staff on the basis of the profile sheet received (OCBA)
or development plan are properly done in due time
- Ensure
that all newly recruited/arrived staff receives a briefing agenda upon
recruitment/arrival and that they are properly briefed by her/his
hierarchical and functional supervisor (if applicable) and receive all the
due information according to the established procedures & standard
briefing content.
- Follow
up the quality and impact of whole briefing and induction processes,
collects data and suggest improvements to HRCo if advisable.
- Assures
the quality of mission information documents relevant to pre-arrival and
briefing (FIP, Karibu Kenya, risk mission information sheet..) and
guarantees that they are regularly updated and sent the REHUCO
Identification of potential, staff development and career path
planning
- Provides
expertise to, and supports coordinators/supervisors in identifying and
following up staff with potential amongst their teams
- Suggests
career paths and development/support plans for specific persons to HRCo
and line managers, ensuring a proper liaison with the Operational needs
and objectives set, the results of PMS, the training possibilities (local,
international, intersectional, regional, etc.) and the potentials
identified.
- Support
the HRCO in creating a database of excellent (Kenyan) staff
(currently or previously working with MSF) in order to maintain contact
with them for future KESOM HR needs, in EPP, etc
- Establishes
and implements a system to ensure the follow-up of career path planning
and development plans in the mid and long term
Training and development
- Together
with HRCo, REHUCO and Training Unit in HQ, contributes to creating and
implementing a mission training and developemtn policy adapted to the
mission in order to respond to the needs identified among the staffing
line with operational objectives
- Together
with HRCo, REHUCO and Training Unit in HQ, contributes to the
identification of training options at local / regional / international /
intersectional level, and provide expertise upon request to line managers
with regards to the assessment of training needs within the teams they
supervise
- In
close collaboration with HRCo, REHUCO and Training Unit in HQ, ensures proper
implementation of the Training Policy, procedures and tools in the mission
– assuring they are applied in a standard, transparent and equitable way
- Provides
expertise to coordinators/supervisors in the analysis of training needs
and the identification of appropriate training/development options
- Compiles
and follows up an annual training plan based on this training needs
analysis
- Incorporates
diverse and creative staff development solutions beyond formal
MSF/external trainings (eg detachment, exchange, coaching…) adapted to the
specificities of the Kenya/Somalia missions
- Supports
and develops HR trainings for Coordinators/supervisors/activity managers
(i.e. HR Management, PMS, etc.)
- Supports
and facilitates the organization of other trainings, providing tools,
methodologies as needed/appropriate
Evaluation and the Performance Management System (PMS)
- Provides
expertise and support to all coordinators/supervisors/activity managers on
how to implement PMS (tool, method, setting up objectives, follow up of action
plan and best practices) with the aim to evaluate and develop competencies
of the staff they supervise.
- Ensures
that a module on the PMS is included in the briefing/induction of all new
staff
- Follows
up the use of PMS in the mission, ensuring that evaluations are carried
out and objectives set at the required frequency and quality
Representation
- Looks
for synergy/exchanges with other MSF sections/the EAU and other NGOs in
terms of trainings, coaching and other development tools
- Represents
MSF in meetings with external institutions, providers or other entities
linked to the training and development of staff
Information and documentation
- Shares
with HRCo all information/suggestions/activities which may have an impact
in planning, budget or HR strategies (i.e. suggested career path,
requested trainings, development events, mobility, etc.), and does not
implement them without previous authorization of HRCo.
- Ensures
that Homere is updated with all details related to the training and development
of staff (trainings followed, evaluations carried out/planned, ´to
follow´, ´emergency pool´, ´detachment´…) according to procedure.
- Prepares
reports linked to recruitment, integration, evaluation, training and
development of staff as necessary
Other
- Supports
the HR Manager and HR assistant in the normal activities in the mission
- Collaborates
with the HRCo in building/updating the annual plan and budget, with
regards to her/his area of work and responsibilities
- Supports
and empowers administration managers and HR/administration staff of the
mission in her/his area of expertise (i.e. recruitment, development,
induction, detection of talent, training, etc.)
Requirements
Education: University degree; diploma/further studies in Human Resources or (Organizational) Psychology
Experience:

Experience:
- Essential
work experience of at least 2 years in a similar position (Responsible of
Training and Development, HRM etc)
- Experience
leading recruitment and development activities
- MSF
experience in an HR position is an advantage
- Desirable
working experience in a developing country
Knowledge: Essential computer
literacy (Word, Excel and Internet)
Languages: Essential fluency in English, Somali highly desirable
