For Individual Consultancy Services for a Communication Expert

1. This Request for Expression of Interest follows the General Procurement Notice for this project that appeared in Development Business; issue No. 803 of 31st July 2011.
2. The Government of Kenya has received a credit from the International Development Association (IDA) for the implementation of the Kenya Informal Settlements Improvement Project (KISIP) and intends to apply part of the proceeds of the funding to payments under this contract.
3. The objective of the assignment is to assist the Ministry of Housing in developing and implementing a communication strategy with respect to KISIP and other slum upgrading initiatives.

3. The objective of the assignment is to assist the Ministry of Housing in developing and implementing a communication strategy with respect to KISIP and other slum upgrading initiatives.
More specifically, the objectives are to:
Undertake a diagnostic study to identify and define the existing
communication strategies and plans that are implemented by the Ministry of
Housing.
Develop a communication strategy: This to include;
(i) internal flow of communication within KISIP, that is,
between and among the KISIP Team the municipalities and water boards, the
settlement executive committees (SECs) and KISIP contracted consultants, and
(ii) External communication that increase awareness and improve
knowledge of the Ministry’s slum upgrading projects among key stakeholders and
beneficiaries, including sister projects like the Kenya Municipal Program (KMP)
and the Nairobi Metropolitan Services Improvement Project (NaMSIP).
(iii) implementation plan for the approved strategy, including
training regime, stakeholder management, monitoring and evaluation,
and an implementation budget to include human and financial resources.
Implement the strategy: Support KISIP and the
MH’s Public Communications Office (PCO) in the day-to-day implementation of the
approved strategy
4. The services are expected to be completed within 12 months upon signing the contract with a possibility of extension

5. The selected consultant will have considerable experience
of at least five years in designing and supporting implementation of
communications strategies.
In addition, the consultant should have an advanced degree
and/or a post graduate diploma in communications, public relations or similar;
excellent English speaking and writing skills; a good command of Kiswahili;
proficiency in computer applications; and demonstrated understanding of the
wide variety of communications tools available in Kenya from barazas to more
recent tools such as social media. Knowledge of developing content for
communications databases and website will be an advantage.
6. The Ministry of Housing through the Kenya Informal
Settlement Improvement Project (KISIP) now invites eligible individuals to
express their interest in providing the services.
Interested persons must provide information indicating that they
are qualified to perform the services (CVs, description of similar assignments,
experience in similar conditions, and availability of appropriate skills, etc)
7. The consultant will be selected ¡n accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006, and May 2010).

8. Expression of interest shall be delivered by 29 November
2012 at 11:00 am, East African Time using one of the following
modalities:
(i) deposit in the tender box located on 6th Floor, Ardhi
House in Nairobi,
(ii) send by Courier to the Permanent Secretary, Ministry of Housing
or
(iii) send by email to kisip@housing.go.ke.
For expressions of interest that will be deposited at the tender
box, the packages should be clearly marked Contract No.
