Applications are hereby invited from suitably-qualified candidates who are Kenyan Nationals to fill the above position on a Fixed Term Appointment in the Child Protection Section of UNICEF Kenya Country Office.
Purpose of Post:
Under the guidance of the Child protection Specialist and the technical guidance of the Head of Protection Section, contribute to the planning, implementation, monitoring and evaluation of the emergency protection activities.
Major Duties and Responsibilities:
- Contributes
towards the preparation of the Situation Analysis by compiling data,
analyzing and evaluating information, and writing chapters of the Analysis
regarding protection in emergency
- Designs,
prepares, implements, monitors and evaluates assigned programmes or
specific project(s) in the protection sector. Analyzes and evaluates
data to ensure achievement of objectives and/or takes corrective action
when necessary to meet programme/project objectives. Contributes to the
development and/or introduction and documentation of new approaches, methods
and practices in project management and evaluation.
- Contributes
to the preparation of the protection sectoral documents for the Country
Programme Document and workplans and other programme documents, as
required with particular responsibility for emergency Protection.
- Participates
in intersectoral collaboration with other programme colleagues. Assists in
development of appropriate communication and information strategy to
support and/or advocate programme development.
- Undertakes
field visits to monitor protection programmes and projects, as well as
conducts periodic programme reviews with government counterparts and other
partners. Proposes and/or undertakes action on operational
procedures affecting project management and implementation. Provides technical
advice and assistance to government officials and other partners in the
planning, implementation, monitoring and evaluation of
programme/project(s).
- Meets
with national and international agencies covering the management of
protection programmes/projects. Participates in meetings with
ministries responsible for programme/project review, and follows up on
implementation of recommendations and agreements.
- Assists
provincial government authorities in planning and organizing training
programmes. Identifies training needs and objectives for the purpose of
capacity building, programme sustainability, as well as promotion and
advocacy.
- Coordinates
with the Operations/Supply staff on supply and non-supply assistance
activities ensuring proper and timely UNICEF and government
accountability. Certifies disbursements of funds, monitors and submits
financial status reports to the concerned staff
- Participates
in the development of the protection sectoral workplan with particular
responsibility emergency protection, ensures the achievement of specific
assigned objectives. Provides guidance and support to staff in meeting
project objectives.
- Ensures
the accurate and timely input of protection project information in the
computerized programme system, and issues status reports for monitoring
and evaluation purposes.
- Prepares
protection programme/project status reports required for management,
Board, donors, budget review, programme analysis, annual reports, etc. and
contributes to the preparation of country reports.
Required Qualifications:

university degree in Social Sciences, or related technical field.

Two
years of relevant professional work experience at the national and

Applications are hereby invited from suitably qualified candidates to fill the above post on a Temporary Appointment in the Supply Section of UNICEF Kenya Country Office.
Purpose:
Under
the guidance of the Procurement Specialists L -3, develop and execute
procurement of a range of services and commodities including proposing method
of procurement in order to maximize cost-effectiveness.
Assist
the country offices in the development of Terms of Reference, contract
requisitions, update supplier/contractor data base and constantly monitor
suppliers’/contractors’ performance.
Major Duties and Responsibilities:
1. Issue
/Invitation to Bids//Request for Proposals, invitations to potential service
providers, evaluate Proposals, clarify offers and negotiate with suppliers and
service providers, as appropriate and at the same time ensure that procurement
activities are in compliance with UNICEF Financial Regulations and Rules, Field
Supply Manual and other applicable procurement procedures.
2. Make
recommendations for finalization of contracts/purchases, adjudicate offers,
finalizes and presents Contract Review Committee (CRC) submissions.
3. Conduct
contract management to ensure supplier compliance with terms and conditions of
Long Term Arrangements and Contracts.
4. Develop
new sources of supply and institutional/corporate services through market
surveys and new services or improve long standing supplier/contractor
relations, and well known products by examining samples, inspecting supplies,
visiting manufacturers/ and contractors with a view to establishing a
contractors database
5. Analyze
incoming requisitions to purchase and develops as necessary with the appropriate
office, the specifications including technical/performance specifications,
training, spares, packing etc., to provide a procurement specification.
6. Advise
programme officers in Kenya in the development of the institutional/corporate
contracts component of their projects including contracts planning and
the development of Terms of References. Assist the in provision of
training opportunities by providing briefings, conducting and guidance on
procurement of services
7. Coordinate
the quality assurance aspects of purchased products and services in accordance
with inspection/evaluation guidelines of the office and authorized inspections
agents of UNICEF.
Required Qualifications:
University
Degree in Business Administration, Commerce or Law or Technical field
required. An Advanced University degree in the related field is an asset.
Knowledge of public sector or commercial contracting and supply practices is
essential and knowledge of UNICEF/UN supply procedures and financial
regulations and rules is an asset.
Experience:
Experience:
Two
years of relevant professional work experience. Both national and international
work experience in supply, logistics, purchasing, contracting and
administration and/or other related fields.
Work experience in emergency duty station.
Language: Fluency in English and Kiswahili.
