The Kenya Urban Roads Authority (KURA) is a State Corporation under the Ministry of Roads established by the Kenya Roads Act, 2007 with the core mandate of management, development, rehabilitation and maintenance of all public roads in the cities and municipalities in Kenya except where those roads are national roads.

The successful candidate will report to the Chief Human Resource Officer.
Job Summary
The job holder will assist in effectively managing, coordinating and administering all the HR functions and policies relating to employees, so as to ensure peaceful industrial relations and enhanced productivity and undertake any other duties as may be assigned from time to time.
Key Responsibilities
·         Review and recommend human resource policy initiatives that ensure the Authority maintains best practice.
·         Facilitate identification of suitable staff training programmes, including staff development, on-the-job training, specific courses and job rotation.
·         Ensure timely and efficient recruitment procedures are followed for all Authority vacancies.
·         Review and advise improvement to the staff performance assessment procedures and ensure adherence to HR policies and procedures.
·         Overall administration of KURA medical scheme, including liaising with insurance companies, doctors e.t.c. on particular cases when required.
·         Review processes and provide relevant advice on all staff claims and entitlement in accordance with the current policies.
·         Attend to all administration requirements for the HR section including advertisement, procedures, requisitioning for purchase of necessary office stationery and other requirements.
·         Ensure all relevant staff records are updated and maintained and all personal files safeguarded.
·         Provide regular updates to management on the status of the HR processes and provide timely advice to finance on staff remuneration issues.
·         General information for periodical reports on overall HR status in the Authority.
·         Facilitate the staff disciplinary process.
Qualifications and Competencies
·         Degree in Social Sciences from a recognized university.
·         Higher National Diploma in Human Resource management or equivalent.
·         Other courses in relation to Human Resources are an added advantage.
·         Membership to a relevant professional body is essential.
·         Minimum three (3) years relevant working experience at a management level.
·         Computer proficiency and ability to operate HR Information System.
·         Rounded experience and knowledge of employment laws, procedures and policies.
·         Ability to maintain professionalism and keep abreast with emerging trends in Human Resource Management.
·         Knowledge in Public Sector Human Resource provisions is an added advantage.
·         Strong interpersonal relations and communication skills.
·         Demonstrated ability to build cohesive teams and adhere to set targets through team work.
