USAID East Africa Regional Global Fund Liaison Specialist Job in Kenya

The United State Agency for International Development’s Regional Mission for East Africa (USAID/EA) seeks to fill the position of Regional Global Fund Liaison Specialist for its Regional Health and HIV/AIDS (RHH) Office.

The incumbent will be one of a team of senior staff providing technical assistance in the region.

The Specialist will focus primarily on specific countries with Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) awards. Focus countries are Burundi, Central African Republic, Djibouti, Somalia, Southern Sudan, Tanzania and Uganda.

The primary duties will be to work with Country Coordinating Mechanisms (CCMs) and USAID and U.S. Government (USG) GFATM focal points to:
  • identify technical assistance (TA) grant implementation needs and provide or identify TA sources;
  • support staff representing the USG on CCMs to help CCMs improve governance and oversight;
  • participate in grant monitoring activities to strengthen implementation, assure accurate reporting, and provide input to the USG and to USG parallel reviews of Global Fund proposals; and
  • establish and maintain collaboration and coordination of GFATM programing among relevant USG offices, donors and regional partners.
The position is open to all eligible candidates of the East African Community.

Education: A master’s degree in public policy, public heath, management, anthropology, communications, or related social science discipline is required.

Experience (45%): Seven to ten years of progressively responsible professional-level experience in public health, public policy development or in applied social sciences is required. Experience in developing, implementing, and managing complex international HIV/AIDS, tuberculosis (TB) and malaria, and/or equivalent public health programs and services, including experience in project design, program planning, and/or implementation is required.

At least two years of experience in development-related work in international/resource-poor settings, working with host governments, other international donors, implementing partners and/or non-governmental organizations is required.

Experience working on Global Fund proposal design, management of Global Fund awards or with CCM governance is desirable.

Knowledge (20%): In-depth professional-level knowledge of USG and GFATM development principles, concepts, and practices, especially as they relate to the assignment and to public health and HIV/AIDS, TB, and malaria programs in the Region is required.

Skills and Abilities (35%): Level 4 (fluent) spoken and written English and Level 3 (working knowledge) French is required.

Short-listed candidates will be requested to submit a writing sample demonstrating technical writing skills. Applicants will also be tested on their written and oral French language skills. Computer literacy and proficiency in Microsoft Office Suite is required. Ability to work in teams to achieve positive results and to facilitate meetings and make oral presentations to senior
officials in a multi-cultural context is required.
