The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organizational needs, availability of funds and satisfactory performance.

Purpose of the Post:

Under the supervision of the Planning & Monitoring Specialist, responsible for the planning, development and implementation of the integrated monitoring and evaluation strategies in support of the country programme.

Major duties and responsibilities:
  • Design data collection methodologies and research related to programme interventions; (Sentinel Site Survey, RAP, CAP, etc.)
  • Conducts research and data analysis.
  • Assists in the introduction of new approaches and methods in project monitoring and evaluation. Leads MICS Survey.(This is a substantial part of the job and takes 50% of the incumbent’s time)
  • Assess trends and measure outcomes, in context of country programme.
  • Maintain a data bank of social indicators on the situation of women and children through managing the SomInfo project.
  • Contribute towards the preparation of the Situation Analysis.
  • Prepare Country Programme integrated monitoring, evaluation and research plans.
  • Participate in Programme mid-term review, annual reviews, previews, meetings.
  • Analyzes and evaluates data to ensure achievement of objectives and recommends corrective actions, when necessary.
  • Provides technical advice to programme staff, government officials and other counterparts on planning and management of integrated monitoring and evaluation (M&E).
  • Prepare the Monitoring and Evaluation sectoral documents for the Country Programme Recommendation (CPR) and Plans of Operations, Plans of Action, Country Programme Summary Sheet (CPSS).
  • Participate in the development of the Monitoring and Evaluation section’s work plan, ensures compliance to specific assigned objectives.
  • Provides guidance and support to staff.
  • Assist Government authorities in planning and organizing M&E training programmes.
  • Identify training needs for the purpose of capacity building in monitoring and evaluation and liaise with the regional M&E Officer and the Evaluation and Research Office at UNICEF Headquarters in this regard.
Qualifications, experience & Skills
  • Advanced university degree in Social Sciences, Demography, Development Planning, Statistics or a related technical field.
  • Five years of progressively responsible professional work experience at national and international levels in programme research, monitoring and evaluation. Practical experience in community-based research.
  • Strong analytical, quantitative and qualitative research skills. Specialized training in statistics.
  • Knowledge of computer management skills, including internet navigation and various office applications.
  • Knowledge of the latest developments and technology in related fields.
  • Ability to organize and implement training.
  • Good negotiating and communication skills.
  • Supervisory and managerial skills.
  • Leadership and teamwork abilities.
  • Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
