Ministry of Public Health and Sanitation - Request for Expression of Interest in Provision of Audit Services

Background

The U.S. Centers for Disease Control and Prevention (CDC) of the U.S. Department of Health and Human Services (HHS), a division of the U.S Government (USG), provides support to the Kenya Ministry of Public Health & Sanitation (MOPHS) and Ministry of Medical Services (MOMS) through three cooperative agreements.

The activities and expenditures supported by these cooperative agreements (Coag) are governed by the laws and regulations of the US Government and must also be consistent with the laws, policies and regulations of the Government of Kenya.

The Ministry of Public Health & Sanitation would like to


undertake a financial audit for the following budget years: 2007/2008; 2008/2009 and the current financial year.

Reputable audit firms are invited to submit their expression of interest (EOI) for provision of audit services.

Objectives

The overall audit objective will be to perform a financial related audit for the Coag between GOK/MOPHS and USG in accordance with USG funded projects under 45 CFR part 74, 2 CFR part 215 Uniform Administrative Requirements for Grants and Other Agreements with Institutions of Higher Education, Hospitals and Other Non-profit Organizations and 2 CFR Part 230 Cost Principles for Non Profit Organizations.

Scope

The successful bidder shall be required to carry out an audit and provide a report on the following areas, but not limited to;
  • Compliance with Cooperative Agreement(Coag) terms and Conditions
  • Financial Management
  • Internal control
  • Implementation of prior audit findings
Evaluation Criteria

Audit firms submitting their Expressions of Interest shall be required to provide the following upon which they will be evaluated:
  1. Details of experience in having carried out audits for USG funded projects in the last three years in accordance with the objective stated above.
  2. A detailed profile of the audit firm
  3. Certificate of registration
  4. VAT certificate
  5. Valid Tax Compliance Certificate
A Request for Proposal document shall later be issued to the short- listed audit firms who will also constitute the prequalified list of audit service providers for the next three years.

Interested bidders are required to submit their EOIs in plain sealed envelopes bearing the name of the tender, tender reference number but without indication of the tenderer’s names, which should be addressed to:

Or be deposited in the tender box situated at the National AIDS/STI Control Program (NASCOP) offices at the Kenyatta National Hospital Grounds, on or before 8th April, 2010 at 11.00 a. m.

Submitted EOIs shall be opened at the NASCOP boardroom soon after closing date and time, in the presence of the tenderer’s or their representatives who may wish to attend.
