HJF is seeking to hire a Program Officer – Care and Treatment to provide technical assistance/ mentorship in HIV Care and Treatment, PMTCT, EID, TB, and CACX programs. The incumbent will be responsible for effective implementation, management, and monitoring of HIV clinical programs at the County level to ensure delivery of quality HIV services.
The
position will also provides strategic direction to partners and coordinates
planned activities including: PEPFAR Site Improvement through Monitoring System
(SIMS), CQI, mentorship and support supervision at the partner sites.
Responsibilities:
- Oversee the planning, implementation and
monitoring performance of the 95-95-95 cascade in the County. This
includes working with other program staff, partners and major hospitals,
health centers and dispensaries in the County.
- Responsible for the implementation and
scale up of HIV care and treatment intervention strategies to ensure
results are on trajectory to meeting partner-level annual Country
Operation Plan (COP) targets.
- Investigate and encourage innovative
approaches in program implementation of HIV care and treatment, ART
integration in MNCH, FP services in HIV, PrEP and GBV integration in HIV
clinics, HEI screening in immunization clinics and male involvement in RH
services.
- Scale up implementation of differentiated
care service delivery approaches in HIV care and treatment
- Undertake regular field visits to project
locations/ sites to:
- Assess local needs and provide technical
assistance in the implementation of intervention strategies for the HIV
Care & Treatment/ Prevention of mother to-child transmission of HIV.
- Provide on-site and off-site clinical
training and mentorship to other clinicians and nurses on the management
of HIV infected women and their families according to the national
guidelines, including pediatric ART and the treatment of tuberculosis and
other opportunistic diseases.
- Assist in service provision and direct
patient care with an aim of improving Treatment outcomes and preventing
mother -to -child transmission of HIV/AIDS during Mentorship.
- Assisting other clinicians to
problem-solve and help them with direct patient care as needed and
undertake other activities (e.g. counseling, testing and interventions)
that aim to improve Care & Treatment outcomes and Prevention of
mother-to-child transmission of HIV/AIDS.
- Implement and improve strategies towards
an effective linkage network between PMTCT and HIV/AIDS care and treatment
services in the respective departments and sites.
- Collaborate and network with other
relevant stakeholders in the implementation of HTS, PMTCT & HIV/AIDS
care and treatment services including early infant HIV diagnosis at the
program sites.
- Participate in partner HIV quarterly
& monthly meetings as well as clinical case review meetings and
quality assurance through continuing medical education.
- Promote standard operating procedures
(SOPs) for the provision of IDV clinical care to pregnant women at the
PMTCT clinics in collaboration with other departments in the hospital.
- Responsible for writing and collection of
accurate program reports on trainings and technical assistance activities
as well as findings and recommendations for strengthening services in the
PMTCT clinics on a monthly, quarterly and yearly basis.
Qualifications:
Education And Experience
- Diploma in Clinical Medicine and Surgery
or Nursing Sciences
- A basic degree in clinical Medicine/
Nursing/ Public Health or any other related field from an accredited
Institution is an added advantage
- 3 – 5yrs experience in providing HIV care
and treatment in clinical settings
- Experience managing medium to large sized
HIV Programs preferred
Required Knowledge, Skills And
Abilities
- Strong organizational skills and ability
to work in a diverse team as well as independently.
- A good understanding of the Kenya HIV
context, with a clear understanding of interventions across the 95 – 95 –
95 cascade.
- A good understanding of the Kenya Health
System, particularly the MoH System
- Great negotiation and networking skills,
and clear understanding of the Government protocol and processes
- Utmost integrity, with ability to inspire
confidence, and project a good image of the organization at the county
level
- Experience in mentoring clinicians.
- Proficiency with computer application
such as Power Point, Word, MS Excel, and other applications.
- Ability to work well with others and to
develop and maintain compatibility among project staff, MOH team,
stakeholders and recipients of assistance.
- Well-developed written and oral
presentation skills.
- Self-motivated, willing to learn as well
as train and mentor others.
- Good knowledge of basic data analysis,
interpretation and use for decision
