Duties and Responsibilities:
- Formulate
and implement Supply Chain policies, regulations and procedure in line
with the Public Procurement and Asset Disposal Act, 2015 and Regulations
2020
- Provide
professional Advisory services on supply chain management.
- Coordinate
preparation and implementation of annual procurement and disposal plans in
compliance with Public Procurement and Asset Disposal Act, 2015 and
Regulations 2020.
- Prepare,
implement and monitor contracts and vendor performance
- Oversee
pre-qualification of suppliers, preparation of required tender notices and
advertisements
- Coordinate
the
evaluation
of
tender
documents
and
presentation
to the relevant committee for adjudication
- Monitor
Contracts and Vendor performance
- Secretary
to Tender opening, Disposal and Evaluation Committees
- Provide
leadership in the development and implementation of procurement policies
and procedures.
- Oversee
Supplier Relationship Management (SRM) with suppliers, contractors and
other stakeholders to ensure value for money is achieved in each
functional process
- Manage
all procurement documentation repository (Paper and electronic), supplier
information and all other procurement related documentation as per policy
- Enforce
compliance of Public Procurement and Asset Disposal Act, 2015 (PPADA,
2015) and related regulations.
- Develop
and implement best practices in procurement and contract management
processes in order to offer excellent customer service to users.
- Drive
team performance management to achieve divisional goals though development
of KPI’s and performance measurement and tracking
- Coordinate
periodic market surveys and continuous registration of suppliers
- Build
expertise in category management and overseeing the management of projects
and contracts in partnership with user departments
- Oversee
the preparation and Submitting quarterly reports to Government Agencies
- Lead
in the reporting and tracking of all contract management activities across
the company
- Liaise
with the finance department to reconcile supplies accounts
- Dispose
off boarded stores and equipment
- Prepare
procurement plans
- Perform
any other duties as may be assigned
Qualifications and
Experience:
- Bachelor’s
Degree in Purchasing and supply management, procurement, logistics and
supply chain management, Business Administration (Supplies management
option) or Commerce (Supplies management option)
- Master’s
Degree in Purchasing and
Supply Management, Logistics, Business
Administration,
Commerce,
Entrepreneurship
or
its
equivalent
qualification from a recognized and accredited institution
- A
minimum of seven (7) years’ relevant professional experience, four (4)
years of which should be at a Senior position in a large organization
- Membership
with the Kenya Institute of Supplies Management (KISM) or Chartered
Institute of Purchasing & Supplies Management (CIPSM) in good standing
- Certified
Procurement and Supply Professional of Kenya (CPSP-K)
- Attended
Senior Management Course (SMC) in a recognized institution (at least 4
weeks)
- Strategic
Leadership and Development Programme (SLDP) Course (at least 6 weeks) is
an added advantage
- Proven
literacy in ICT applications especially on Enterprise Resource Planning
(ERP)
- Shown
merit and ability as reflected in work performance
