Organizational Background: The United Nations World Food Programme is the world’s largest

The World Food Programme activities
include food assistance for relief, emergency school feeding, nutrition and
food assistance for assets creation through provision of in-kind and cash-based
transfers. WFP has been engaged in the Social Protection and Safety Nets agenda
since 2017, supporting the government to develop their Social Protection policy
and implementing a shock responsive Safety Net since 2018.
WFP uses a corporate, digital
platform called SCOPE to register and manage beneficiary identities, and to
transfer assistance to the registered beneficiaries through biometric
authentication. Since 2014, SCOPE has garnered interest of the government,
donors and other agencies as a reliable platform for registering beneficiaries
and managing the delivery of humanitarian and development

We are seeking a Senior Programme
Assistant to support the Programme unit, under the supervision of the Transfer
Management Team Leader and the overall supervision of the Head of Programme.

Duties and Responsibilities:
§ Coordinate
biometric registration of safety net beneficiaries in SCOPE to ensure timely
registration and good quality data in the database;
§ Coordinate
the validation of the registered households in SCOPE to ensure correct
household sizes, contact details, complete biometric and biodata collected and
no duplicate identities in SCOPE;
§ Identify
opportunities to streamline and reduce delays in the process of registration,
enrolling beneficiaries and distribution of assistance to safety net
beneficiaries through SCOPE;
§ Support WFP
Area Offices to plan and deliver transfers through the SCOPE platform for
targeted beneficiaries through creating cycles in SCOPE in line with
Distribution plans and monitoring payment list approval to ensure timely
distribution;
§ Coordinate
with Area Offices and Finance Unit to ensure timely disbursement of assistant
to beneficiaries;
§ Monitor the
top-up and redemption of assistance through SCOPE and follow up with Area
Offices to ensure proper and timely utilization of funds allocated;
§ Reconcile
distribution transactions at the end of every distribution cycle. Distribution
transactions include: Planned Distribution from the Distribution plan, approved
payment list, values credited to beneficiaries and amount disbursed to
financial service providers;
§ Provide
inputs to Finance Unit for end-to-end triangulation and reconciliation of
resources distributed to beneficiaries at the end of every distribution cycle;
§ Support the
team leader to monitor and regularly update management on the implementation
status of the safety net programme;
§ Ensure timely
payment of Cooperating Partners (CP) by downloading invoices and sharing with
CP unit on a timely basis;
§ Perform any
other duties as may be assigned.
Minimum Qualifications:
Education: Completion of secondary school education. A post-secondary
certificate in social work or related functional area is desirable.
Experience: At least five (5) years of experience in emergency
assistance and programmes related to Social Protection and Safety Nets
preferably within UN/INGOs.
Language: Fluency in both oral and written communication in English
is a requirement.
Knowledge & Skills:
§ Professional
experience in the field with ability to work independently with minimum
supervision;
§ Experience
working with donors and establishing creative partnerships;
§ Excellent
writing and presentation skills in English. Reports and policy document writing
skills;
§ Training
and/or experience utilizing computers including word processing, spreadsheet
and other WFP standard software packages and systems. General Knowledge of UN
systems and policies, rules, regulations and procedures governing
administration;
§ Knowledge and
experience in WFP interventions in Somalia is an added advantage.
