Associate SI& E Officer

Job Summary
Based in Homa Bay, the ASIEO will work to ensure monitoring and evaluation aspects of the EGPAF Red Carpet Project’s agenda of improving quality of integrated HIV services for adolescents and youth through continuous quality improvement, data quality assessments, technical assistance, the expansion of the M&E strategy and plan for the Project are adequately elaborated, documented and reported
Responsibilities

·         Ensure regular, complete, accurate, timely and quality monitoring of reports from both schools and health facilities on all required indicators.
·         Data abstraction and collection for the project required indicators.
·         Provide timely feedback to the Project, schools and health facilities on data for decision making.
·         Conduct targeted mentorship and supportive supervision on documentation and reporting at supported schools, facilities and counties.
·         Support development and utilization of M&E tools that enhance management and storage of information to ensure integrity, quality and availability.
·         Perform monthly data collection, analysis and dissemination on the project progress and performance.
·         Maintain a project database and update it on regular basis, as well as upload data into EKMS as needed.
·         Guide the project, Ministry of Education and facility staff on data management and avail data tools in supported sites.
·         Review of study data to ensure quality and conformance to the study protocol.
·         Oversee and participate in joint DQA at supported facilities
·         Participation in routine data review meetings for supported facilities.
Key Program Indicators for Red Carpet
·         Develop a monthly work plan and support all the necessary monitoring and evaluation activities for Red carpet schools and sites on a timely basi.
·         Liaise with all the Red Carpet Project staffs and compile weekly and monthly reports
·         Work closely with the project manager to develop the semi- annual and annual red carpet report
·         Continue to ensure an updated Red Carpet data base for the key indicators
·         Plan for quarterly DQAs for all supported sites to be done jointly with Timiza90
Qualifications
·         Diploma/Bachelors in Health Information Management Systems, Information Technology or Health Records and Information from a recognized University
·         Minimum of 3 years’ experience working on monitoring and evaluation and data management for Health and Social Protection HIV programs
·         Familiar with MoE, Social Protection and Health reporting tools and PEPFAR reporting systems
·         Proficiency in computer packages for generating and analysing reports.
·         Research skills an added advantage

Field Officer Job (Red Carpet)

Job Summary
Based in Homa Bay County, the Field Officer will be responsible for working with the Ministry of Education and Ministry of Health support the adoption and implementation of the HIV Responsive Schools Model in 3 sub-counties in Homa Bay. The model strengthens the linkage between schools and health facilities to support learners living with HIV in treatment adherence. The Field Officer will also facilitate coordination of stakeholders in the implementation of the model in the county.
Responsibilities
·         Responsible for engagement with the MoE, TSC and MoH at sub-county levels to  adopt the HIV Responsive Schools model
·         To provide technical assistance to schools in implementing the HIV Responsive School Models, where the schools create enabling environment for treatment adherence among learners living with HIV.
·         Strengthen the bidirectional referrals between the schools and health facilities through the express cards.
·         Work closely with Timiza90 and any other implementing agency supporting adolescent programing to ensure integration and seamless adolescent programing that is synergistic
·         Responsible for development and implementation of activity work plans for their supported sub counties including reporting and accounting for the same
·         Responsible for retention in care and treatment services within the community among youth out of school.
·         Work to increase the capacity of health care workers (HCW) in implementation of the RCP model of care including provision of adolescent friendly and responsive service delivery, optimizing linkages and retention, and enhanced psychosocial support (PSS) for newly identified AYPLHIV while providing responsive ongoing care to those already enrolled to ensure retention and viral load suppression.
·         Ensure meaningful engagement of AYPLHIV in the design, implementation and ongoing improvements of HIV prevention, care and treatment interventions working though adolescent advisory groups and Peer educators
·         Work closely with and establish networking between AYPLHIV representatives (PEs and AAs), teachers, HCWs, youth advocates and ministry of youth and gender.
·         Ensure monitoring, assessments and grading and certification is done for schools using the HIV Responsive Schools tools.
·         Work to ensure all AYPs in care and treatment who are out of school going are linked to a safe space program to ensure zero stigma and discrimination
·         Responsible for preparation and submission of monthly reports for all activities planned as per the monthly reporting template
·         Other duties as assigned
Qualifications
·         A Diploma in in Social Sciences, Social Work, Education or Public Health. A degree will be an added advantage.
·         Experience in working with the Ministry of health and Ministry of Education in implementing schools health, HIV and Life Skills programs.
·         Familiarity with the policies and programming guidelines for Adolescent and Young Persons in Kenya
·         Training in adherence, life skills and psycho-social support services from a recognized institution
·         Experience in engaging multiple stakeholders in Adolescent and Youth Sexual Reproductive and HIV programming and policy.
·         Ability to work effectively under pressure and to organize and prioritize competing activities
·         Ability to work effectively in a team oriented environment
·         Possess adequate facilitation, mentoring and counselling skills.
·         Proficient Computer skills (Ms Word, Ms Excel, Ms Power Point).
·         3 years’ experience in a role which reflects the above requirements

Regional Officer (Internal Audit)

Job Summary
The Elizabeth Glaser Pediatric AIDS foundation (EGPAF) is seeking an Associate Officer, Internal Audit for our Internal Audit department. This role provides support to the Internal Audit function in fulfilling its mandate of providing an assurance and consulting service to the Foundation to ultimately help the Foundation achieve its goal of effective risk management, control, and governance processes in support of its mission.
Responsibilities
Performs financial, operational, and compliance audits in accordance with The Foundation’s internal audit program
·         Plan and oversee audits of projects and country offices to assess controls, operational efficiencies and compliance with all internal policies, procedures and funder rules and regulations
·         Document results of audit testing, review audit work performed by other junior staff for completion and accuracy
·         Conduct audit kick offs and exit conferences to discuss audit observations
·         Develop recommendations and draft audit reports based on audit testing
·         Reports internal audit findings to appropriate management based on the results of regularly scheduled audits, non-scheduled audits, and at any time when issues need to be addressed by management
·         Conducts follow-up reviews of financial, operational, or regulatory compliance deficiencies noted during audits
·         May assist with investigations of irregularities discovered by internal and external auditor reviews
Assists with the development and completion of audit plans, including memos, letters, and reports that reflect audit activities and findings
Coordinate and facilitate document and meeting requests in support of audit-related activities
Qualifications
·         Minimum 4+ years of relevant experience of financial analysis in an internal audit role
·         Bachelor’s Degree in Accounting, Business Administration, Finance, or related field
·         CIA or CPA preferred
·         Audit knowledge and skills in finance/accounting and information system operations
·         Experience in a non-profit/business environment in the developing world or familiarity with the non-profit sector is strongly preferred
·         Ability to travel 25-35%
Knowledge, Skills and Abilities
·         Proficiency in MS Office suite.
·         Knowledge of US Government assistance regulations and 2CFR 200
·         Strong analytical skills, problem-solving skills, and attention to detail
·         Excellent English language writing and oral communication skills
·         Ability to multi-task, prioritize and handle competing deadlines
·         Knowledge of Federal Acquisition Regulations (FAR) is desirable
·         French and/or Portuguese language skills a plus
