Senior HR Officer

Duties

The successful candidate will be required to:
·         Compile information relating to recruitment, appointments, promotions, transfers and human resource management information systems,
·         Implement human resource management decisions within existing rules, regulations and procedures,

·         Process cases for the Staff Advisory and Training Committees and implementing decisions thereof,
·         Carry out training needs assessment,
·         Undertake evaluation of training programmes,
·         Update and maintain human resource management and development records, and
·         Manage human resource information system.

Qualifications

The ideal candidate for the position of Senior Human Resource Management
Officer will be an individual with:
·         A Bachelor’s degree in any of the following disciplines: – Human Resource Management; Human Resource Development; Personnel Management; or equivalent qualification from a recognized institution,
·         A Bachelor’s degree in any of the following disciplines:- Economics, Sociology, Business Administration, Public Administration, Commerce with
·         A Post graduate Diploma in Human Resource Management/Development or Certified Public Secretaries Examination Part III or equivalent qualification from a recognized institution,
·         A certificate in Computer Application Skills from a recognized institution,
·         Minimum relevant experience of at least three (3) years,
·         Membership to a relevant professional body, and
·         A certificate in Supervisory lasting not less than two (2) weeks from a recognized institution.

Principal Procurement Officer
Reporting to the Campus Director, the Principal Procurement Officer will assist in the procurement planning and implementation of procurement policies, procedures and guidelines.

Responsibilities

The successful candidate will be required to:
·         Implement procurement policies, regulations and procedures,
·         Prepare and update assets database,
·         Ensure compliance with regulatory requirements and ethical standards, relating to procurement of goods, services and works,
·         Implement an e-procurement system,
·         Maintain a catalogue of items identified for disposal,
·         Ensure that market surveys and research are conducted,
·         Prepare purchase orders and ensuring timely delivery of goods and services,
·         Ensure timely opening and evaluation of tenders and quotations,
·         Carry out supplies evaluation and appraisals,
·         Co-ordinate warehousing of goods and equipment,
·         Monitor distribution of goods, and
·         Ensure proper stock control and inventory management.
·         Perform any other duties assigned by the Campus Director.

Skills

The ideal candidate for the position of Principal Procurement Officer will be an individual with:
·         Relevant experience for a minimum period of three (3) years,
·         A Bachelor’s degree in any of the following disciplines:- Procurement and Supply Chain Management; Purchasing and Supplies Management; Supply Chain Management; Procurement and Contract Management; Logistics and Supply Chain Management; Procurement and Logistics Management or equivalent qualification from a recognized institution,
·         A Master’s degree in any of the following disciplines:- Logistics and Supply Chain Management; Business Administration (Purchasing and Supplies) or equivalent qualification from a recognized institution,
·         Member of a recognized Purchasing and Supplies Management Professional Body,
·         A certificate in Senior Management Course lasting not less than four (4) weeks.
·         A certificate in computer applications from a recognized institution, and
·         Perform any other duties assigned by the supervisor.

Principal Accountant  
Reporting to the Finance Manager, the Principal Accountant will assist in budgeting, prudent utilization of resources, and financial reporting.

Duties

The successful candidate will be required to:
·         Prepare financial statements and schedules,
·         Complete monthly closing procedures,
·         Analyze and record daily revenues and expenses,
·         Undertake monthly reconciliation of bank and other accounts,
·         Periodically analyze financial performance,
·         Submit financial and tax reports for audit,
·         Prepare tax returns and other reporting requirements,
·         Monitor and document internal controls, and
·         Undertake other tasks assigned by the Finance Manager.

Qualifications

The ideal candidate for the position of Principal Accountant will be an individual with:
·         A Master’s Degree in Accounting or Finance,
·         A CPA (K) qualification,
·         Five years of experience in a busy accounting or finance function,
·         ICPAK membership,
·         Excellent communication and interpersonal skills,
·         Initiative and ability to work independently,
·         Ability to build and work with teams, and
·         Knowledge of working with accounting software.

Information Systems Auditor

Duties

Reporting to the Principal Internal Auditor, the successful applicant will be responsible for the following, amongst others:-
·         Carry out routine and special systems audits,
·         Evaluate information system processes for efficiency, completeness and accuracy,
·         Analyze information systems and business protocols to ensure they are in tandem with each other,
·         Ensure acquisition, deployment and disposal of hardware and software are done in accordance with Kenya School of Government policy,
·         Review and providing assurance on Information Security of the School,
·         Monitor and evaluate utility of ICT facilities within the School, and Perform any other duties assigned by the Principal Internal Auditor

Qualifications

The ideal candidate for the position of Information Systems Auditor will be an individual with:
·         A Degree in Computer Science, Information Systems, Business or equivalent,
·         A Certified Information Systems Auditor (CISA)certificate,
·         Knowledge of Computer Assisted Audit Techniques (CAATs),
·         Two (2) years relevant experience,
·         Excellent analytical skills, and
·         Excellent communication and report writing skills

Principal Internal Auditor

Duties

The successful candidate will be required to:
·         Prepare Audit Reports for areas audited as per the approved Annual work plan for review by the Internal Audit Manager,

·         Develop Risk based Annual audit plans detailing the scope, nature and timing of audit activities,
Supervise and mentor staff working under him/her,
·         Develop and design an audit test and programs in consultation with Internal Audit Manager,
·         Carry out internal Audits to assess the adequacy, effectiveness and efficiency of the established internal controls and procedures,
·         Review the accuracy, timeliness and relevance of financial information and other disclosures provided to management,
·         Participate in the preparation of quarterly reports to the Audit and Risk Management Committee and ensure the reports are timely,
·         Identify key areas of risks within the School and propose controls to mitigate the risks, and
·         Monitor reviews and follow-up on agreed audit recommendations logged from previous audit.
·         Perform any other duties assigned by the Internal Audit Manager.

Qualifications

The ideal candidate for the position of Principal Internal Auditor will be an individual with:
·         An experience of at least three (3) years in position of a Senior Internal Auditor or equivalent,
·         A Bachelors’ degree in any of the following disciplines: – Commerce (Accounting option), Commerce (Finance option), Business Administration (Accounting option) or equivalent qualification from a recognized institution.
·         A Master’s Degree in Business Administration or equivalent from recognized institution is an added advantage,
Part III of the Certified Public Accountants (CPA) Examination or Part III of the Association of Certified Chartered Accountants (ACCA) or equivalent qualification from a recognized institution,
·         Membership of a professional association in good standing,
·         A Certified Internal Auditor (CIA) and a member of Institute of Internal Auditors,
·         A Certificate in computer application skills from a recognized institution, and
·         An outstanding professional competence in audit work as reflected in work performance and results.

Drivers

Duties

The successful candidate will be required to:
·         Drive a motor vehicle as authorized,
·         Carry out routine checks on the vehicle cooling, oil, electrical and brake systems, tyre pressure, etc.,
·         Detect and report malfunctioning of vehicle systems,
·         Maintain work tickets for vehicles assigned,
·         Ensure security and safety for the vehicle on and off the road,
·         Carry authorized passengers and/or goods, and
·         Maintain cleanliness of the vehicle.

Qualifications

The ideal candidates for this position will be an individual with:
·         A Kenya Certificate of Secondary Education certificate with a mean Grade of D- (Minus) or its equivalent qualification from a recognized institution,
·         A valid Driving Licence Certificate, Classes BCE,
·         At least two (2) years driving experience,
·         A valid Certificate of Good Conduct from the National Police Service,
·         Relevant certificates such as Occupational Trade Tests for Drivers;

Administration Officer

Duties

The successful candidate will be required to:
·         Provide office administrative support including secretarial duties,
·         Handle and help in the preparations of Board Papers, documents and meetings,
·         Ensure security, integrity and confidentiality of correspondence and files,
·         Liaise with relevant offices for the exchange of corporate data, information and documents,
·         Follow-up on tasks and assignments given by the DG to various offices and individuals to ensure completion and submission of expected deliverables,
·         Maintain a diary and meetings schedule,
·         Make travel arrangements,
·         Organize accurate and efficient filing, retrieval systems and file movement,
·         Prepare response to routine correspondence,
·         Guide and supervise junior staff in the Director General’s office,
·         Attend to visitors and direct them appropriately while upholding a positive image of the School,
·         Attend to official emails and letters,
·         Manage office protocol and etiquette and any other duties that may be assigned, and
·         Undertake other duties as may be assigned by the supervisor from time to time.

Qualifications

The ideal candidate for the position of Senior Executive Secretary will be an individual with:
·         A Bachelor’s Degree in Business Management or related field plus a Higher Diploma in Secretarial Studies from the Kenya National Examination Council, Secretarial Studies or Business Education single Group Certificates in the following subjects: Typewriting III (50 w.p.m.); Shorthand III (120 w.p.m.); Business English III; Commerce II; Office Practice II; Office Management III Secretarial Duties II,
·         Certificate in Secretarial Management Course lasting not less than four (4) weeks from Kenya School of Government or any other Government Training Institute,
·         A certificate in Senior Management Course from Kenya School of Government or a recognized Institution,
·         A certificate in computer applications,
·         A certificate of Strategic Leadership Development Programme (SLDP) will be an added advantage, and
·         Relevant experience of at least three (3) years.
