Reporting to the Clerk of the

Duties and Responsibilities
·
Planning and co-ordination of
supplies management services;
·
Enforcement of Government procurement
regulations, systems and procedures;
·
Preparation of supplies estimates of
expenditure and control of Vote;
·
Initiation of policy, review and
updating of existing regulations, supplies management instructions, inspection,
training and development of the supplies personnel.
·
Preparation and adherence of the
Procurement Plans.
·
Offer advise to the Clerk of the
Assembly on Procurement matters
Requirements
·
Bachelors Degree in Procurement and
Supplies Chain Management; OR
·
Bachelors degree in Economics,
Commerce, Business Administration or equivalent with postgraduate qualification
in Procurement/Supplies Management;
·
A candidate must have satisfactorily
served in a related position in a public institution for a minimum period of
five (5) years.
·
Demonstrable knowledge and experience

Transport Officer I

The officer will report to the
Administration Officer.
Duties and Responsibilities
·
Supervise drivers in their day-to-day
duties
·
Oversee booking and scheduling of
vehicles
·
Allocate vehicles and duties to
drivers and keep records of the vehicles.
·
Prepare maintenance/repair schedules
for vehicles including the service history;
·
Ensure all vehicles are kept in good
condition and are serviced when due or repaired when required;
·
Analyze work-tickets and ensure
compliance;
·
Receive and compile motor vehicle
statistics for management use;
·
Manage motor-vehicle file registry
and maintain motor-vehicles fleet register;
·
Co-ordinate the ordering of new
vehicles; and;
·
Vehicle insurance and licensing;
Requirements
·
Be a Kenyan Citizen;
·
Diploma in Administration/Fleet
Management/Logistics or Mechanical/ Automotive Engineering;
·
Served as a Driver for a minimum
period of three (3) years; and
·
Certificate in First Aid
Administration
Internal Auditor I

Duties and Responsibilities
·
Conducting internal audits as per
audit plans
·
Prepare supporting audit work papers
and summarize results draft internal audit reports
·
Conduct regular spot checks on
identified risk areas as per risk assessment conducted to ensure action plans
agreed with senior management are implemented.
·
Identify internal controls
improvement opportunities.
·
Ascertain the effectiveness with
which the County Assemblies assets are accounted for and safeguarded.
·
Carrying out special audits as may be
required from time to time
Requirements
·
A Bachelor of Commerce degree
Accounting or Finance Option.
·
Certified Public Accountant Part II
(CPor Certified Internal Auditor (CIA).
·
Registration with Institute of
Internal Auditors Kenya.
·
A minimum of 2 years progressive
experience in audit function.
·
Shown merit and ability in work
performance results.
Principal Clerk Assistant

Reporting to the County Assembly
Clerk
Duties and Responsibilities
·
Parliamentary procedures, practices,
conventions, traditions and etiquette;
·
Research and preparation of
Commission papers and related documents;
·
Assisting the Clerk in offering
administrative services to the CASB
·
Search for fresh information/fads by
consulting appropriate sources;
·
Assisting the Clerk in offering
administrative services to various types of committees; and,
·
Activities pertaining to seminars and
conferences for MCAs and staff.
Requirements
·
Bachelor’s Degree in Social Sciences
from a recognized university;
·
Mastery of parliamentary procedures,
practices and application of knowledge in the execution of the assigned
functions, activities and tasks within specified sectors of parliamentary/
Assembly operations;
·
Served as Senior Clerk Assistant or
an equivalent position in the public or private sector for at least three (3)
years;
·
Exposure to procedures and practices
of other parliaments within the Commonwealth through attachments, seminars,
conferences and workshops;
·
Attended middle level management
seminars and training-for-trainers courses offered by recognized institutions;
·
Masters Degree will be an added
advantage; and,
·
Experience in managing and serving
Boards will be an added advantage
Clerk Assistant III

Reporting to the Principal Clerk
Assistant
Duties and Responsibilities
·
Assisting in ensuring adherence to
parliamentary procedure, practice, conventions, tradition and etiquette.
·
Introduction to the operations of
common wealth Parliaments and undertakes inductions and a guided on- the —job
training for a minimum of two years.
·
Research involving search for fresh
information/ fads by consulting appropriate sources like documents or persons.
·
Offering administrative services to
the various types of County Assembly Committees, including the County Assembly
Service Board.
·
Organizing activities pertaining to
seminars and conferences for members of County Assembly Staff.
Requirements
·
A degree from a University in Kenya
in any of the fields law, Finance, Management, natural resources management,
education, planning, development studies, gender studies and Accounting
·
Demonstrate flair for common wealth
and Kenyan Legislative procedures.
·
Demonstrate interest and commitment
to the aims, objectives and principles of a devolved legislature.
·
Good command of spoken and written
English and Swahili coupled with
·
Demonstrable report writing skills

Ensuring security of office records;
documents and equipment; including classified materials;
·
Preparing responses to simple routine
correspondence;
·
Management of office protocol;
managing of office petty cash; handling telephone calls and appointments;

Requirements
·
A Diploma/Higher Diploma in
Secretarial Studies from the Kenya National Examinations Council or equivalent
qualifications from a recognized institution with a Shorthand of III (100
w.p.m.) and Typewriting Ill (minimum 50 w.p.m.).
·
A certificate in computer
applications from a recognized institution;
·
Served in the grade of Personal
Secretary or Secretarial Assistant or any other relevant and comparable
position in the Public Service for a minimum period of three (3) years

Management or equivalent
