The Kenya Integrated Water, Sanitation, and Hygiene (KIWASH) Project is a five-year, USAID-funded project to improve lives and health through the development and management of sustainable water, sanitation, and hygiene services in Kenya. 

Its purpose is to institutionalize catalytic models of sustainable service delivery for accelerated water and sanitation access in nine target counties and to improve complementary hygiene behaviors
Water / Sanitation Infrastructure Specialist

Summary of Primary Duties: The Water / Sanitation Infrastructure Specialist will support the Water/Sanitation Advisor to manage WASH infrastructure activities in the designated duty counties by providing quality assurance and quality control for the design and construction of small to medium scale WASH infrastructure and multi-use water systems (MUS) which are to be in compliance with USAID and Government of Kenya environmental and construction codes, reporting, and management requirements. 

Essential Duties
  • Directly oversee WASH infrastructure and MUS projects and activities led by subcontractors in the designated duty counties with majority of time spent in the field;
  • Support production of Requests for Proposals/ Requests for Quotations/ Bills of Quantities (RFPs/RFQs/BOQs) and provide inputs on WASH infrastructure and MUS site selection, surveys and designs, specifications, deliverables and evaluation criteria;
  • Participate in bid evaluation committees to select qualified construction firms (sub-contractors) or vendors for equipment and materials;
  • Ensure timely completion of infrastructure activities in compliance with the contract requirements, (specifications, drawings, environmental monitoring and contractual conditions), USAID rules and regulations and DAI policies;
  • Liaise and coordinate with County-based Government water/sanitation, education and health staff and beneficiary communities;
  • Provide guidance on water supply and sanitation infrastructure design and construction to Water Service Providers (WSP).
  • Provide guidance and inputs to the KIWASH team regarding infrastructure activities;
  • Regular and timely inputs into KIWASH bi-weekly, quarterly, and annual reports, as well as annual work plan;
  • Other tasks as required by supervisor.
Supervisory Responsibilities
  • No supervisory responsibilities.
Qualifications
  • 5+ years of experience designing and implementing  WASH-related programs and/or water resources management at it pertains to water and sanitation services) in Kenya;
  • Bachelor’s degree in civil engineering or a related area;
  • Conversant with Government of Kenya environmental and construction codes required;
  • Experience in working on community-based water supply and sanitation program implementation essential;
  • Familiarity with USAID environmental and construction codes, reporting and management requirements preferred;
  • Knowledge and experience working on Kenyan water supply and sanitation issues in a devolved setting;
  • English language written and verbal fluency.
Base of Operations: The position will be based in Nairobi with frequent travel to Kitui and Makueni counties.

Reporting: The Water / Sanitation Infrastructure Specialist will report to the Water/Sanitation Advisor based in Nairobi. 

Household Nutrition and WASH Manager

Summary of Primary Duties:
 The Household Nutrition and WASH Specialist will support the Agriculture & Nutrition Advisor to roll-out and monitor integrated KIWASH nutrition and WASH activities in the target counties. 

He or she will support the design and roll-out Essential Nutrition Actions (ENA) and Essential WASH Actions (EWA) messaging, behavior change communications strategies, and training/ToT for KIWASH stakeholders. 

Essential Duties
  • Work with stakeholders to increase access to and adoption of improved sanitation and uptake of key hygiene behaviors;
  • Provide technical assistance on service delivery of water and solid waste management;
  • Collaborate with Kenyan Health Systems and Services at the country/county level to promote EWA and ENA efforts;
  • Reinforce the work of KIWASH’s behavior change communications partners to promote EWA and ENA efforts and complement other WASH initiatives;
  • Promote Safe Water and Hygiene Kits as an incentive for early and frequent antenatal care, in line with the integration of WASH in nutrition assessment, counseling, and support;
  • Promote integration of WASH messaging in Oral Rehydration Therapy (ORT) corners in health facilities
  • Create and promote nutrition messaging that focuses on ensuring adequate dietary practices must accompany increased production of nutritious foods;
  • Deliver nutrition messaging to promote preparation and consumption of nutrient dense and diverse foods;
  • Distribute/disseminate agricultural information and information regarding improved technologies to the rural poor to improve nutrition and potentially increase incomes through sales of excess produce;
  • Promote the use of small-scale irrigation kits for use on kitchen gardens whose primary goal will be to diversify production to increase the intake of micronutrients at the household level;
  • Track consumption of nutrient-rich and diversified foods at the household level;
  • Regular and timely inputs into KIWASH bi-weekly, quarterly, and annual reports, as well as annual work plan;
  • Participate in generation of evidence, documentation of best practices and lessons learned;
  • Other tasks as required by supervisor(s).
Supervisory Responsibilities: The Nairobi-based Household Nutrition and WASH Manager will supervise Nutrition and WASH Specialists in Kitui and Makueni. 

The Kisumu-based Manager will supervise WASH Specialists in Busia, Kakamega, Migori, Nyamira, and Siaya. 
 
Qualifications
  • 7+ years of experience working in WASH-related programs (nutrition, water supply, sanitation, hygiene and/or water resources management as it pertains to water and sanitation services) in East Africa;
  • Master’s degree in a related area preferred;
  • Experience in working on community-based nutrition, water supply and sanitation program implementation, with service delivery mechanisms, including cost and recovery mechanisms;
  • Knowledge and experience working on Kenyan nutrition, water supply and sanitation issues;
  • English language written and verbal fluency.
Base of Operations: The Position will be based in Nairobi with occasional travel to Kitui and Makueni 

Reporting:
 The Household Nutrition and WASH Specialist will report to the Agriculture and Nutrition Advisor. 

WASH Governance Manager 

Summary of Primary Duties:
 The WASH Governance Manager will support the development of the enabling environment for expanding water supply and sanitation services through capacity building of WASH institutions, county governments, and other local stakeholders and enhance their relations with all external stakeholders. 

He or she will engage with county governments to increase their ownership responsibility through policy and budgeting. 

Essential Duties
  • Lead capacity assessments to identify skills gaps within WASH sector institutions (County Water Boards, WRUAs, WSPs);
  • Design and lead strategies to build the capacity of institutional staff in key technical areas, including water/sanitation planning and budgeting, water security plans.
  • Work with country institutions to develop agreements with national level government Ministries to clarify each institution’s responsibilities.
  • Provide support to policy reforms.
  • Identify ongoing programs by county government to prioritize water and sanitation programs;
  • Assess policies and budget allocations to improve water and sanitation services, recommend improvements where required, support implementation of these improvement and monitor benefits and impact on increase access to water and sanitation services.
  • Improve ability of local governments to plan, regulate, and monitor water and sanitation utility performance, including improving the financial profile of service providers and oversight responsibility;
  • Improve the ability of service providers to garner political support for service improvement, including reforming necessary local policies;
  • Support multi-stakeholder development plan for improvement of water and sanitation services based on minimum standards;
  • Assess existing mechanisms of citizen involvement in local governance systems, improve where required and monitor benefits and impact on improvement of water and sanitation services;
  • Identify ongoing and planned programs by other donor agencies and/or government institutions; discuss and agree on collaboration efforts between these and the KIWASH program
  • Other tasks as required by supervisor.
Supervisory Responsibilities
 
The Governance Manager for the eastern region will supervise WASH Governance Specialists in Kitui and Makueni counties. 

The Governance Manager for the western region will supervise WASH Governance Specialists in Busia, Kakamega, Migori, Nyamira, and Siaya counties. 
 
Qualifications
  • 7+ years of experience working in WASH-related programs;
  • Familiarity with county stakeholders in the WASH sector;
  • Master’s degree in a related area preferred;
  • Experience in working on community-based water supply and sanitation program implementation;
  • Knowledge and experience working on Kenyan water supply and sanitation issues;
  • English language written and verbal fluency.
Base of Operations
 
The position will be based either in Nairobi, with occasional travel to Kitui and Makueni counties, or in Kisumu with occasional travel to Busia, Kakamega, Migori, Nyamira, and Siaya counties. 

Reporting:
 The WASH Governance Manager will report to the Deputy Chief of Party.
