Human Resources Manager
(1 Position)
Job Purpose: Reporting functionally to the Human Resource
Director and administratively to Assistant Director Finance &
Administration, the job holder will be responsible for the implementation of
human resources programs, policies and activities including talent acquisition
and retention, compensation & benefits, performance management employee
relations and human resources information systems at the Kenya School of
Monetary Studies.
Key Duties and Responsibilities
- Contribute as a member of the HR Department’s
management team, to the development and delivery of the Bank’s human
resources strategy;
- Participate in the establishment of annual
action plans and human resource related budgets;
- Monitor the achievement of the action plans
against human resource milestones and key performance indicators;
- Ensure all human resource operational
processes and systems in the respective departments are complying with the
laid down statutory requirements and are aligned to the Bank’s policies,
procedures and standards;
- In line with the Bank’s approved resourcing
strategy, provide overall direction and monitoring of all recruitment
within the respective departments;
- Implement effective market driven compensation
and benefit structures within stipulated guidelines;
- Influence the culture and support the
commitment to continued improvement through the effective implementation
of approved talent management processes and change initiatives;
- Undertake succession management to identify
capabilities, strengths and weaknesses and carry out resource forecasting
to ensure appropriate staffing that will meet current and future needs of
the Bank;
- Drive performance management processes and
inspire line managers to set high standards of performance; holding
employees firmly accountable for meeting those standards;
- Implement employee development initiatives and
career development activities.
- Ensure compliance with the Constitution of
Kenya, labour laws and HR policies and guidelines,
- Participate in learning and development,
organisational development, leadership development and talent mapping
initiatives;
- Manage the performance of staff within the HR
unit.
Qualifications, Experience &
Competencies
- Degree in Human Resource Management or a
related field
- Higher National Diploma in Human Resource
Management.
- Masters degree in Human Resource management or
related field will be an added advantage
- At least 7 years’ experience in generalist
Human Resource Management role in a medium or large organization, three
(3) of which must be at middle level management.

Procurement Manager
(1 Position)
Job Purpose: Reporting to the Assistant Director, Finance
& Administration, the Job holder will oversee the procurement of goods,
works, and services for the School by ensuring that procurement processes are
carried out efficiently in compliance with laid down procedures and statutes to
achieve the School’s objectives.
Key Duties and Responsibilities
- Responsible for the formulation and
interpretation of supplies and procurement management policies
- Provide leadership and ensure efficient and
effective management of staff and resources in procurement Division
- Develop School’s annual Procurement Plan and
integrate the same into the School’s budget to facilitate procurement of
goods and services
- Facilitate tender and contracts management
including management of supplier relationships and ensure supplier
performance monitoring and evaluation
- Ensure compliance to the public procurement
and disposal Act, 2005 and Regulations
- Secretary to the Procurement Committee
- Review purchase requests and specifications
from users to ensure that right items are procured
- Tender Preparation - Assess and clarify
requirements and specifications with the user where appropriate, identify
sources and prepare and issue tender documents, requests for quotes (RFQ)
or bidding documentation as appropriate
- Tender Evaluation – Open and record sealed
bids in accordance with guidelines and evaluate the same
- Provide secretarial services to Tender
Committee
- Teach in the School’s MDC programmes .
Qualifications, Experience &
Competencies
- Bachelor’s Degree in Purchasing and Supplies
Management, Commerce, Economics or its equivalent from a recognized
institution.
- Post-graduate Diploma in Procurement from
Chartered Institute of Purchasing and supply (CIPS) or equivalent
- At least eight (5) years’ experience in
procurement or supply chain management; three of which should be at
management level
- Conversant with Public procurement and
Disposal laws
- Knowledge of ERP applications and experience
in hotel purchases is desirable

Job Purpose: Reporting to Assistant Director, Finance and
Administration, the job holder will be responsible for providing strategic
direction and advice with regard to ICT needs of the school.
A key part of this role is advising
the school management on leveraging appropriate technology to offer efficient
operational processes.
Key Duties and Responsibilities
- Develop and ensure the implementation of ICT
strategies in line the school strategy
- Develop accountability structures, supervise
periodic reporting and projects and monitor performance indicators for ICT
division.
- Undertake the development and implementation
of effective policies, procedures, systems and processes for systems
administration and security; business applications and support network
administration.
- Ensure the division is adequately resourced by
professional and competent personnel
- Undertake the development of ICT plans in
coordination with other divisions
- Advise the school on the development and
implementation of institutional systems; including ERP systems, campus
management systems and support operational systems, hospitality systems,

Job Purpose: Reporting
to Information Security Manager, IT Services Division, the Information Security
Officer (ISO) is responsible for ensuring the safeguarding information system
assets by identifying and solving potential and actual security problems.
Key Duties and Responsibilities:
- Protect systems by defining access privileges,
control structure, and resources.
- Recognize problems by identifying
abnormalities; reporting violations.
- Implement security improvements by assessing
current situation; evaluating trends; anticipating requirements.
- Determine security violations and
inefficiencies by conducting periodic audits.
- Upgrade systems by implementing and
maintaining security controls.
- Keep users informed by preparing performance

Job Purpose: Reporting to Head IT Services Division, the ERP
Manager is responsible for the development of an effective planning process,
for the creation of an integrated project schedule that encompasses all aspects
for the ERP Program and for the actual execution of the plans and their
continuous update and adjustment of plans in line with changing circumstances.
Key Duties and Responsibilities
- Implements ERP system requirements by defining
and analyzing system problems; designing and testing standards and
solutions
- Provide effective support to all the users of
both bought-in and legacy application systems
- Maintain in-house legacy application systems
until such time when alternative systems are acquired and implemented
- Facilitate development, acquisition,
implementation and Maintenance of academic systems
- Review documents, workflow and plans for
implementation with customers/vendors

- Troubleshoot and resolve complex
implementation issues in regards to interface and information exchanges
