Deputy County Director of Roads

Duties and Responsibilities:
 
The duties and responsibilities at the headquarters will include:
  • Being in charge of the design team dealing with design details
  • Preparation of specific designs
  • Preparation of bill of quantities
  • Supervision and maintenance of all civil works
  • Distribution of workloads and supervision of execution.
  • Checking and monitoring work produced by the consulting engineers.
  • Checking and certifying payment certificates and other contract documents.
  • Advising on all problems involving structural and civil works.
Requirement for appointment:
 
For appointment to this grade, an officer must have;
  • Served in the grade of chief superintending engineer (structural) or comparable and relevant position in the public service for at least (3) years.
  • A Bachelor’s degree in civil engineering or its equivalent qualification from a recognized institution
  • Been registered with the engineering registration board of Kenya ( ERB );
  • A current valid annual practising licence from the engineers registration board of Kenya
  • Corporate membership with institution of engineers of Kenya ( IEK );
  • Attended a strategic leadership development course lasting not less than six ( 6 ) weeks from a recognized institution, and
  • Demonstrated a high degree of professional competence and administrative capability required for effective planning, direction, control and coordination of structural development programmes.

Finance Officer
Job Group “M”

The Finance Officer shall be responsible to the Chief Officer, Finance and Economic Planning.
 
Duties and Responsibilities:
  • Gathering, compiling and analysing information on commitment and expenditure trends and initiating appropriate corrective actions as may be required;
  • Assist in budge preparation and management activities;
  • Initial evaluation and scrutiny of expenditure proposals, compiling information required on estimates, budget monitoring, budget outturns; preparing of fiscal outturns, expenditure controls including expenditures on salaries and allowances;
  • Preparing quarterly expenditure forecasts as a basis for discussions with Treasury for the release of funds;
  • Initiating proposals, seeking funds for additional expenditure and reallocation of voted funds during the year;
  • Monitoring expenditure and projects including programme implementation on a periodic basis and ensuring timely disbursement of funds;
  • Develop financial policies to ensure operational efficiency;
  • Conduct periodic financial analysis to identify and resolve issues and variances;
  • Ensure all expenses are within assigned project budgets;
  • Ensure data integrity in financial reporting;
  • Update financial records with recent transactions and charges;
  • Ensure that financial regulations are adhered to;
  • Provide advice and financial info to the Chief Officer Finance and Economic Planning.
Requirements for Appointment:
 
For appointment to this position a candidate must:
  • Be in possession of at least a bachelor of commerce (finance option), business management, finance, economics or business administration degree;
  • Be registered with ICPAK or ACCA or CFA;
  • Have at least ( 3) years’ experience in a comparable and relevant position in the public service or private sector; show merit and ability as reflected in work performance and results and,
  • Demonstrate professional competence in the field of financial management.

County Deputy Director Finance
Job Group “Q”

The County Deputy Director, Finance will be responsible to the Director, Finance for the efficient management of financial services.

Duties and Responsibilities:
  • Review of financial transactions and enforce compliance with standard accounting systems and fiscal procedures;
  • Assist in compilation of annual budget;
  • Supervises and monitors all expenditures and disbursements in accordance with budget appropriations;
  • Prepares and submits financial statements and reports to the finance committee and departmental heads;
  • Establish and maintain a fiscal control system for all contracts that authorize the payment or receipt of money by the county;
  • Attend meetings to report on policy budgetary, risk management and related issues;
  • Establishment of short and long-term financial plans.
Requirements for Appointment:
  • Be a Kenyan citizen;
  • Have served for at least 3 years in a challenging public service or private sector organisation;
  • Have a Masters of Commerce (finance option ) degree or an equivalent relevant degree, CPA (K), ACA OR CFA;
  • Be registered with ICPAK or ACCA or CFA;
  • Show exemplary leadership qualities;
  • Satisfy the requirement of Chapter Six of the Constitution.
