1. Principal Finance Officer

1 Position

Duties and Responsibilities

The Officer will head both the Finance and Treasury and will report to the Clerk of Assembly for the efficient management of financial and accounting services at the Assembly.

Duties will include:
  • Coordinating the budget formulation, preparation, execution, accounting and reporting.
  • Ensuring appropriate and adequate financial management information systems are in place.
  • Monitoring evaluating and overseeing the management of public finance and economic affair.
  • Advising the Assembly on all accounting matters.
  • Designing and developing the Assembly on accounting systems.
  • Providing advice to the Assembly on the best appropriate ad-hoc financial reporting formats.
  • Oversee the implementation of the approved accounting standards, policies, bases and concepts to ensure compliance.
  • Develop guidelines for the Assembly accounting staffing levels and training to ensure technical competence.
  • Any other duties that may be assigned by Clerk of Assembly / Deputy Clerk.

Requirements for Appointment

For appointment to this grade, a person will have the following experience and qualifications:-
  • Is a Citizen of Kenya.
  • Holds a Bachelor’s Degree in Finance or Economics from a University recognized in Kenya.
  • Is a CPA (K) / AACA holder.
  • Competency in relevant ICT as a tool of work.
  • A Master’s degree in Finance, Accounting or economics Major will be an added advantage.
  • Must be conversant with computerized accounting packages.
  • Has a minimum of 5 years relevant professional experience.
  • Meet the requirements of leadership and integrity set out in Chapter six of the Constitution.
  • Be a registered member of a professional board - ICPAK.

Terms of Service: Contract / Permanent and Pensionable

2. Finance Officer I

1 Position

Duties and Responsibilities

The Officer will report to the Principal Finance Officer for efficient management of the financial and accounting services.

Duties will include:
  • Assisting the Board develop sound financial and accounting policies in line with Public Finance Management Act 2012.
  • Developing and executing financial and accounting management and control systems in line with the Public Finance Management Act 2012.
  • Compiling, analyzing and formatting estimates.
  • Taking initial action on budget monitoring.
  • Any other duties that may be assigned by Clerk of Assembly / Deputy Clerk and Principal Finance Officer.

Requirements for Appointment

For appointment to this grade, a person will have the following experience and qualifications:-
  • Is a Citizen of Kenya.
  • Holds a Bachelor’s Degree in Finance or Economics from a University recognized in Kenya.
  • Is a CPA (K) / AACA holder.
