The Office of the Auditor General draws its mandate from the Constitution of Kenya and is established under Article 229 of the Constitution. Article 248, Section 3 and Article 249, Section 2 (a) and (b) provides for the independence of the Office of the Auditor-General. 

The Auditor-General is mandated to audit of Accounts of all National and County Governments, among other Public Entities.
 

Pursuant to Article 252 (1) (c) of the Constitution, the Office seeks to recruit qualified and competent staff to fill the following vacant positions:-

Director of Human Resources

Key Responsibilities and Tasks: 
  • Develop, review and maintain appropriate HR practices, policies and procedures
  • Develop and implement the annual HR plan derived from the Office Strategic Plan
  • Proactive manpower planning and recruiting staff
  • Develop and implement staff training and development programs
  • Develop and implement staff motivation and retention initiatives to ensure staff are highly engaged
  • Manage the payment and reward programmes 
Requirement for appointment 
  • Bachelors’ degree in social sciences or related field 
  • A Masters degree in Business Administration, Strategic Management, Human Resources Management or related field 
  • At least 10 years’ experience in HR management, five (5) of which must be at a manager level in a similar organization
  • Proven intellectual leadership in managing people and operations
  • Superior Communication skills both written and oral
  • Superior analytical, interpersonal, conflict resolution, negation and counseling skills
  • Be IT savvy

Director of ICT 

Key Responsibilities and Tasks:
  • Develop and implement corporate ICT strategy, supporting policies and defining standards associated with information management; 
  • Develop and Manage the ICT budgets in line with the organization’s overall objectives; 
  • Ensure effective security of information in ICT Systems in the office; 
  • Ensure the Disaster recovery system is fully operational at all times for business continuity; 
  • Oversee the development and implementation of the office ICT systems and infrastructure; 
  • Ensure optimal use of both LAN and WAN; 
  • Assist in corporate strategy development and implementation particularly the application of ICT to management of audit assignments and the audit process.
  • Overseeing the provision of technical support for all hardware or software problems while ensuring a high degree of customer service; 
  • Oversee the development and implementation of training programs to ensure that all users of computer hardware and software receive the relevant training and advice; and 
  • Coach, mentor and develop the ICT team and ensure excellent performance and effective succession planning in the Department 
Requirement for appointment 
  • Must possess a post graduate Degree in Computer Science, Information Systems or related field and; 
  • An undergraduate Degree in Computer Science or any other related/relevant field
Professional Qualifications 
  • Must possess a relevant ICT certification such as CCNP, MCSE, CISA, CISSP, Prince 2 
Experience 
  • At least 10 years relevant experience, five (5) of which should have been at a Senior level in a busy ICT environment. 
Skills and Competencies
  • Proven intellectual leadership in managing people, operations and financial resources 
  • Proven ability to think strategically and design long term plans 
  • Proven ability and experience in ICT project implementation and management; 
  • Strong organization and coordination skills 
  • Good communication skills both written and oral; 
  • Analytical skills

Director of Finance
 
Key Responsibilities and Tasks
  • Provide leadership in Finance, budgeting, planning and Accounting in the Office.
  • Develop, review and maintain appropriate financial practices, policies and procedures; 
  • Prepare comprehensive budgets with necessary liaison with other Government agencies;
  • Ensure the implementation of Financial, Planning and accounting strategies in line with the strategic framework;
  • Facilitate the dissemination of Financial, Planning and Accounting policies, regulations and other communications to all staff;
Requirement for appointment
  • Have a Masters degree in Business Administration (Finance or Strategic Management) or a Masters degree in a Finance/Accounting/Economics or related discipline from a recognized University/Institution;
  • Have at least 10 years experience leading a finance function in a busy organization;
  • Be a CPA (K) or equivalent
  • Be proficient in computer applications with strong emphasis on data and financial management software.
  • Have demonstrated professional competence in public financial management

Transport and Logistics Manager

Key Responsibilities and Tasks: 
  • Manage the organizations fleet
  • Diagnose fleet mechanical issues 
  • Supervise the transport staff 
  • Maintain an efficient transport system. 
Minimum requirement 
  • Degree in mechanical engineering or related field 
  • Knowledge and training in fleet management 
  • At least five years experience in a similar transport environment
  • Service oriented, honest, hands-on personality and adaptable to change
