Senior Deputy Secretary, Examinations Administration (EA) Technical
& Business Examinations:
KNEC
Scale EC 15 (1 Post)
The Senior Deputy Secretary, will head the Department of Examinations Administration (EA) - Technical & Business Examinations and will report to the Council Secretary and Chief Executive Officer.
Duties and Responsibilities:
As the head of Department, the Senior Deputy Secretary will have the following duties and responsibilities:-
- Overall
programming and coordination of the Examinations Administration programmes
in Business and Technical Examinations including registration of
candidates, handling contracted professionals involved in supervision,
invigilation and marking.
- Oversee
integration of ICT into examinations administration operations and
institutionalize automated systems for examinations administration
programmes.
- Preparation and
implementation of the departmental workplans, annual and quarterly
procurement plans plus budgets for the Department.
- Staff management
in the Department.
Qualifications
and Experience Required:
- Bachelors Degree
in Education or equivalent qualification.
- Have a minimum
of twelve (12) years cummulative experience in handling examinations
related matters in a busy National organization, out of which one must
have served for nine (9) years at a senior level equivalent to a Principal
Examinations Secretary; OR
- Have served for
a minimum period of one year as Deputy Secretary or the equivalent of Job
Group “Q” or above in Government or TSC or Senior Lecturer level at
Universities handling examinations.
- Evidence of
being well grounded in psychometrics; practical experience in handling
examinations assessment; computer literacy and experience in handling of
Business and Technical examinations.
- Applicants must
have headed a Division handling examinations in a busy National
institution.
- Masters Degree,
Post Graduate training in Educational Assessment and PhD in Education will
be an added advantage.
Deputy Secretary Positions In:-
Examinations Administration (EA) - Research & Quality Assurance
(R&QA) and Test Development (TD):
KNEC
Scale EC 14 (3 Positions)
The Deputy Secretary will report to, either, a Senior Deputy Secretary or the Council Secretary/Chief Executive Officer, KNEC and will head a Division.
Duties and Responsibilities:-
- Coordinating the
preparation and monitoring of Research and Quality Assurance programmes in
examinations including writing Research Reports and ensuring quality
assurance of examinations products and monitoring of standards at all
stages of National Examinations.
- Programming and
coordinating test development programmes for Technical Examination papers
in KNEC at Divisional level.
- Coordinating
examination administration programmes such as registration of candidates,
handling of the following contracted professionals:-assessors,
invigilators, supervisors, examiners and centre organizers.
- Management of
staff at Divisional level.
Qualifications
and Experience required:-
- Bachelor’s
Degree in education or equivalent qualification.
- Have a minimum
of 9 years cumulative experience handling examination related matters in a
busy National organization, out of which one must have served for six (6)
years at a senior level and must have served for one year as a Principal
Examinations Secretary or the equivalent to Job Group “P” for those
working in the Government or TSC or Senior Lecturer for Universities;
- Masters Degree
or Post Graduate training in Education and PhD in Education from a
recognized institutions will be an added advantage;
- Applicants must
have headed a Section handling examinations in a busy National institution.
- Successful
applicants will be expected to demonstrate high level knowledge on
principles of assessment, examination design, handling of public
examinations and must be computer literate.

of Service
The terms of service include a generous medical scheme, house and commuter allowance. Successful candidates will be offered employment on permanent terms subject to serving a satisfactory probationary period.
