The Kenya Institute for Public Policy Research and Analysis
(KIPPRA) is a public Institute established in 1999 to support public policy by
contributing to the formulation of medium and long-term strategic perspectives
for development of the country as well as developing the required human and
institutional capacities by undertaking economic forecasting, policy analysis
and research, and through capacity building for the achievement of Vision
2030.
To meet the growing demand for its services, KIPPRA invites qualified, experienced and dynamic candidates to fill the following positions:
Senior Policy Analysts – REF. NO. SA/SEPT
The Institute is seeking to fill these positions in the following two (2) divisions and areas of research and specialization;
1.
Governance Division - Land reforms, security and conflict
management, constitutional and institutional legal reforms, economic and
corporate governance and devolution
2.
Trade and Foreign Policy Division - International Trade and
Trade Policy Modeling, International Trade Law, Global Trade Negotiations, and
Foreign Policy
Reporting to the Programs Coordinator, the Senior Analysts will
be required to:
·
Coordinate all the activities of the division
·
Ensure cost effective and timely preparation of work plans
·
Provide technical leadership of the division’s research and
capacity building programs
·
Preparation of divisional quarterly and annual reports
·
Managing the staff performance through appraisals as per the
Institute policies
·
Participating in management and any other meetings as advised by
the Executive Director
·
Chair seminars and meetings, be discussant to papers as per
institute requirements
·
Establish and maintain effective relationships with key
stakeholders for the divisions mandate, including policy makers and
implementers, development partners and other research institutions
·
Provide advice on a regular basis on ways to improve divisional
performance
·
Ensuring effective management of the work programme addressing
and reconciling the conflicting priorities
Candidates seeking these positions must have at least a PhD in
Economics and/or related areas, and at least 6 years experience in Policy
Research and analysis or Teaching at recognized university, three (3) of which
must be post PhD.
They should have at least nine (9) publications, two (2) of
which must be Journal articles in a refereed journal.
Policy Analysts – REF. NO PA/SEPT
We are seeking candidates with strong quantitative, analytical and communication skills to fill Policy Analyst positions in the following areas:
1.
Infrastructure and Economic Services – Transport &
Logistics, Energy, ICT, Water, Construction and Housing;
2.
Social Sector - Poverty, education, health, labour, and social
protection.
3.
Macroeconomics - Macroeconomics, monetary economics and
macro-modeling
4.
Private Sector - Financial Services and Business Environment
5.
Productive Sector - Tourism; Environment and Natural Resources
Reporting to the respective Heads of Division, the Policy
Analysts will be required to:
·
Conduct research on and monitor socio-economic and public policy
developments that affect Kenya;
·
Prepare analytical reports, briefing papers, policy briefs,
journal articles, and other papers aimed at informing public policy decisions;
·
Provide information and technical assistance to the Institute’s
various constituencies about impacts of existing and proposed public policies
and programs;
·
Mentor and build the capacity of junior researchers and
stakeholders on public policy issues.
Candidates seeking these positions must have at least a MA/Msc.
in Economics and/or related areas, and at least two (2) years post masters
experience in a policy research institution or university.
They should have at least three (3) publications.
Communications Officer– REF. NO. COMM/SEPT
Reporting to the Executive Director, the incumbent will be expected to manage all KIPPRA internal and external communications in liaison with other Knowledge Management and Communications staff.
The key responsibilities of policy analysts are:

Supporting the Executive Director in developing and implementing
KIPPRA communication strategy
·
Developing communication messages to ensure visibility of the
Institute, including drafting press releases, responding to media queries and
public relations
·
Managing all KIPPRA internal and external communications, which
includes design and development of all the communications
·
Developing, implementing and maintaining a strong KIPPRA image
and brand
·
Managing the KIPPRA website, which includes regular updating and
monitoring
·
Design, development and production of the KIPPRA Policy Monitor
(internal newsletter), which includes leading editorial and planning meetings,
sourcing articles and images, sub-editing and proof reading articles
·
Planning and coordination of all KIPPRA external events
Candidates for the position of Communications Officer should
have a Master’s Degree in Communications or a related discipline and at least
seven (7) years experience in communications, media liaison and or public
relations.
Supply Chain Management Assistant – REF. NO. SCM/SEPT
Reporting to the Senior Supply Chain Management Officer, the incumbent will be expected to:
·
Receive, inspect, and issue purchases to user divisions;
·
Assist in maintaining contact with suppliers regarding orders,
market conditions, and trends;
·
Participate in preparation of procurement reports related to
purchasing, inventory control, and requests for purchases;
·
Assist in conducting regular stock takes and inventory audits;
·
Work in liaison with the supervisor to determine the Institute’s
purchasing needs and specifications; and
·
Assist the supervisor in coordinating activities in the
procurement unit.
·
Be in charge of store and will be required to maintain optimum
stock levels, make monthly stores report, record management, ensure proper
inventory management and any other duty allocated by the supervisor.
1.
Candidates for the position of Supply Chain Management Assistant
should possess a Diploma in Supply
Chain Management from a recognized Institution;
Chain Management from a recognized Institution;
2.
have attained final level in CIPS;
3.
be members of KISM;
minimum experience of one (1) year in supply chain Management;
minimum experience of one (1) year in supply chain Management;
4.
and demonstrated proficiency in using computerized applications
and high volume transactions.
Internal Audit Assistant– REF. NO. IAA/SEPT
Reporting to the Internal Auditor, the Audit Assistant will assist in carrying out programmed Risk-based
audit assignments as per the annual audit program and in line with the strategic plan.
Specifically, the Audit Assistant will assist in:
·
Reviewing the reliability and the integrity of financial and
operating controls and recommending effective control methods at reasonable
costs;
·
Ascertaining the extent of compliance with the Institute’s
established policies, plans, procedures, and regulations that could have
significant impact on its operations;
·
Appraising the economy and efficiency with which resources are
employed;
·
Constantly reviewing the existing operating programs in the
Institute to ascertain whether results are consistent with established objectives
and whether the operations are being carried out as planned;
·
Carrying out ad hoc audit assignments;
·
Following up on all previous audit recommendations on quarterly
basis and preparing reports for presentation to the Board Audit Committee; and
·
Undertaking other official functions, assigned from time to
time, that do not conflict with the audit responsibilities.
Candidates for the position of Internal Audit Assistant should
possess a minimum Bachelor’s degree in
Finance, Accounting or equivalent from a recognized university; have at least a CPA (K) professional
qualification; and at least 1 year relevant working experience in finance, accounting or audit.

Office Assistant – REF. NO. OFFAS/SEPT
Reporting to the Senior Office Assistant, the Job holder will be expected to provide support and administrative services to the staff and guests and keep all offices clean at any one time.
Specifically, he/she will be required to;

Facilitate distribution of internal mail.
·
Run errands and assist in messenger work
·
Support the front office executive in her role from time to
time.
·
Ensure that all working surfaces are clean and regular emptying
of office dustbins.
·
Prepare and provide beverages and light refreshments to staff
and visitors

Candidates for the position of Office Assistant should hold a
minimum KCSE D (Plain);
2.
a Certificate in Business admin/Office admin or related
field;
3.
at least 1 year relevant working experience;
4.
Training in Customer service or Public Relations will be an
added advantage.

on a 3-year contract, renewable on the basis of performance.
