The Horn, East, and Central Africa (HECA) Region is the largest region within Oxfam, covering 8 countries, including Ethiopia, Tanzania, Kenya, Somalia, Democratic Republic of Congo, South Sudan, and Uganda.

The
Regional Centre is based in Nairobi and is mandated to provide leadership and
support to the Oxfam country programmes in delivering their strategies within
the context of programme quality, and efficiency.

Working from a Regional perspective, ensure that security management systems in each country comply with required standards under SMS and support country offices in the development, implementation, monitoring and review of their respective security strategies and Security Management Plans.
Reporting Lines:
Post holder reports to: Regional Humanitarian Coordinator - RHC
Staff reporting to this post: Security Officer and Assistant

Dimensions:
- Required to ensure that
security management systems in each HECA country comply to the Oxfam
standards
- Representing Oxfam corporately
and managing and influencing significant and high profile external
relationships.
- Help shape organizational and
divisional objectives in a specific programme unit or team/region.
- Leadership of security unit.
Set and lead the delivery of specified programme unit and/or team
objectives
- Plan and manage human and
financial resources and processes related to security unit.
- Produce, assimilate, analyse
and use Security information from varied and diverse sources to provide
in-depth analysis in the security management y area.
- Decision-making is strategic
and operational with a high degree of judgement based on specific problem
solving experience and a range of external and internal factors.
- Working autonomously with
significant financial, human resource, security and representational
responsibility.
- Role as key decision
maker/responsible person for Security unit.
- Direct the formulation,
organization and delivery of high-level lobby, and advocacy as part
security advisory unit
Key Responsibilities:
- To collect and
collate regular security updates from the
field sites and other sources and prepare monthly ,
quarterly reports and analysis
for Oxfam management .
- Ensure harmonize
security strategies, evacuation plans, new
staff security orientation and ensure Oxfam
security protocols are maintained and
adhered to.
- Responsible for
reviewing country security evacuation
and contingency plans.
- Ensure the implementation
of the minimum security management
guidelines established
by country programmes
- Organize, implement and
follow up on the promotion of security awareness
among national and international staff.
- Develop security
training plans and implement it by providing
trainings to national and international staff.
- Establish early
warning systems in coordination with other stakeholders
regionally and in countries
- Establish
networks with other NGOs and UN agencies
regarding security and establish an
information exchange network.
- Maintain contact
with Global security team regarding
country security strategies and
incident reporting in conjunction with the
country director.
- Contact and work closely
with country management teams in situations
of increased security risks/ tension
including advise on necessary action points .
- Advise the
senior management team on compliance with security
audit requirements.
- Undertake regular and ad hoc
missions as necessary, in order to gather information and to assist
country offices in the analysis of the overall security situation in
existing and potential areas of intervention.
- Ensure that current reporting
requirements are being met by countries and that the RC can meet corporate
reporting requirements.
- Ensure that the RC has access
to all current security documentation by country.
- Provide regular updates and
recommendations to the RMT to ensure management support to country level
security management and that appropriate resources and budget are
allocated.
- Support country management
staff to develop a security management system which includes a security
management strategy (including detailed acceptance strategy) and plan and
which allows for the continuous updating of security measures.
- Ensure the security management
system is in line with existing Oxfam security policy, protocol and
approach.
- Provide incident and crisis
management support to the RC and to country management including response,
reporting and analysis.
Security Awareness
- Ensure systems are in place in
the RC and in country offices to provide all visitors and new staff
members with security briefings.
- Ensure that an appropriate
system is in place to provide security information to travellers in
advance of their departure.
Learning & Development
- Ensure that staff have the
security skills and awareness that they need to be effective, by providing
appropriate learning and development opportunities, including delivering
or sourcing for training.
- Regularly review the security
learning and development needs of the Regional Management Team.
- Support security learning and
development planning for each country, and for the Regional Centre.
Skills and Competence:
- Considerable practical
experience of security assessment, planning and implementation of
procedures in the context of UN or NGO humanitarian operations.
- Proven influencing and
negotiating skills with internal and external audiences including in
complex and stressful circumstances.
- Proven experience of field
based training.
- Ability to advice and support
field staff in a consultative manner.
- Excellent communication and
interpersonal skills, together with the capacity to remain calm under
pressure and not lose sight of strategic priorities. Must be organised and
efficient.
- A sound understanding of the
importance of gender.
- Sensitivity to cultural
differences and the ability to work in a wide variety of cultural
contexts.
- Willingness to travel at short
notice, and often in difficult circumstances.
- Committed to Oxfam principles.
- Excellent spoken and written
English with knowledge of French an advantage.
