AU-IBAR Project Regional Coordinators Job Vacancies

The African Union’s Interafrican Bureau for Animal Resources (AU-IBAR) is a specialised technical office reporting to the Department of Rural Economy and Agriculture of the African Union Commission.

AU-IBAR’s mandate is to support and coordinate the utilisation of livestock, fisheries and wildlife as resources for both human wellbeing and economic development in the member states of the African Union.

For the implementation of the Project ‘REINFORCING Veterinary governance in Africa’ (VetGov) funded by the European Union, AU/IBAR seeks the services of Eight (8) regional coordinators to manage the activities of the project at regional level.

The project aims at improving the institutional environment at national and regional levels to provide effective and efficient animal health services in Africa.

This will be achieved through

(i) enhancement of knowledge and awareness for institutional strengthen at national and regional level for the establishment of adequate and affordable veterinary services

(ii) enhancement of capacity for livestock policy, animal health strategies and legislation formulation and

(iii) enhancement of capacity for policy implementation and regulations enforcement.

These positions are subject to availability of funds.

Major duties and responsibilities:

The position is based within the headquarters of the REC (or one of its offices) with frequent travel to REC member states.

Under the shared supervision of the project coordinator at IBAR and the senior livestock officer in the REC, the incumbent will provide general coordination of project activities at regional level and ensure day to day management of the project activities implemented by the Regional Economic Community.

He/ she shall report to both the Project Coordinator based in AU-IBAR and the senior livestock officer at the REC.

His/her main duties are as follows:

  • Assist the VetGov Project Coordinator and the REC senior livestock officer to plan activities and develop working procedures with the implementing partners, the national authorities, and representatives of the private sector;
  • Coordinate the execution of the programme and follow-up activities implemented at regional and national levels;
  • Provide technical backstopping to the national authorities for the implementation of activities;
  • Provide technical backstopping to the REC to improve its capacities to support its members states in the Project related fields;
  • Brand the project and liaise with implementing partners, IBAR, and all other identified stakeholders during the execution of the project;
  • Ensure coordination of activities at regional level with the two other implementing partners (OIE, FAO);
  • Assure effective communication on wider technical issues of the programme with all stakeholders in the region;
  • Identify technical or functional problems and report to the Coordination for adequate response;
  • Prepare reports according to agreed schedules, formats and standards to Project Coordination, regional technical committees;
  • Organize regional technical committee meetings and other technical and coordination meetings in the region;
  • Assist the RECs in other animal health related issues (including the implementation of Integrated Regional Coordination Mechanisms for the control of Transboundary animal Diseases);
  • Perform all other duties as requested by the supervisors.
Educational qualifications:
  • A Postgraduate degree Degree (Msc) in veterinary medicine, animal production, or agricultural economics with a strong understanding of agricultural/livestock policy and strategy analysis and formulation.
Work experience:
  • At least seven years proven working experience in the livestock sector or rural development of which 3 years proven experience in livestock development projects in management position;
  • Proven working experience on policy and legislation issues;
  • At least 3 years working experience in the region;
  • Experience in dealing with senior government officials, development partners and actors in the private sector and civil society.
Other relevant skills:
  • Diplomacy and good negotiating skills necessary for dealing with senior officials in Government and donor organizations;
  • Good networker with the ability to maintain a positive and fruitful dialogue and relationship with the main institutions operating in the region;
  • Self-starter with the ability to strategically plan own work;
  • Excellent communication skills;
  • Leadership qualities.
Language requirement:
  • Proficiency in one of the African Union working languages is a requirement.
  • Knowledge of one or more of the other AU working languages would be an added advantage.
Age requirement:
  • Must be preferably between the age of 35 and 50 years.
Tenure of Appointment:

The initial appointment will be for 11 months including a 3 months probation period. Contract extension will be subject to performance and availability of funding.
