Project
Description: In partnership with Prosper Africa, Feed
the Future, and other initiatives, the USAID Africa Bureau, Africa Regional Missions,
and the Middle East Bureau are jointly establishing the Africa Trade and
Investment (ATI) Activity.
The
purpose of this Activity is to mobilize enterprise-driven solutions that
increase trade and investment in Africa, including North and Sub- Saharan
Africa.
It will strengthen Africa’s markets by developing new trade and investment relationships, particularly between the U.S. and Africa, and achieve development outcomes across all sectors in line with USAID’s Private Sector Engagement Policy and the USG Prosper Africa initiative.
Driven
by market demand, the Activity will embrace innovative approaches to achieve
its goals.
The
Activity is envisioned as a small, core set of centrally coordinated technical
and institutional support activities, and a large, flexible performance-based
subcontracting and grants under contract facility designed to support the needs
and opportunities that missions and the private sector identify.
The
Activity will mobilize private sector resources and expertise, in conjunction
with other USG interagency partners, resulting in the increased capacity,
competitiveness and availability of businesses, investors and intermediaries
that will drive future trade and investment efforts on Africa’s Journey to
Self-Reliance.
Overview
of Job Description: The Chief of Party will provide
the overall vision, management, and strategic leadership to all ATI activities,
ensuring an integrated vision across all geographic teams and partners and a
focus on achieving the results defined in the contract.
The
position will oversee the development of workplans, operational budgets, and
performance management plans and ensure the timeliness of activities.
Collaboratively
with the USAID COR and Contracting Officer, he/she will work to adapt and
adjust activities based on emerging priorities to ensure a responsive
implementation.
The
Chief of Party will be expected to identify issues and risks related to
activity implementation in a timely manner and suggest appropriate activity
adjustments.
This
is a key personnel position based in Nairobi, Kenya.
The
position reports to the DAI Home Office Project Team Director.
Responsibilities:
· Directly
supervise the Senior Technical Directors in the United States and Africa, Chief
Financial Officer, Embassy Deal Team Support Lead, Grants and Catalytic Funding
Director, and ACT Advisor and build a climate within the ATI team that empowers
all staff
· Establish
effective partnerships with other U.S. Government agencies, African partners,
nongovernmental organizations, and a wide variety of other stakeholders
· Work
with the USAID COR and Senior Technical Directors on buy-in capture, scaling
ATI activities and tools and problem solving with project leadership to address
resource and other implementation issues
· Effectively
communicate in large public settings, as well as with senior government
officials
· Ensure
that managerial, administrative, and financial procedures comply with USAID
policies and
procedures
· Liaise
with DAI home office on program technical progress and overall management as
needed.
Qualifications:
· Master’s
degree and 15 years of experience, or a bachelor’s degree and 20 years of
experience
· Minimum
of 10 years of management experience leading large programs that have focused
on trade, investment, private sector engagement, partnerships, private sector
development, or enterprise-driven growth. Africa work experience preferred
· Excellent
interpersonal, diplomacy, and leadership skills, including the ability to
manage high-level
relationships
· Proven
ability to form collaborative relationships with intergovernmental, government
representatives, and other stakeholders
· Demonstrated
ability to motivate and lead a dynamic team of professionals across large
geographies
· Prior
experience effectively managing large, complex activities and achieving
performance objectives.
Reporting:
The
Chief of Party reports to the Project Team Director (PTD) for ATI.
