Education:
UNOPS Kenya Multi Country Office (KEMC) has its own Technical and
Design Services Unit (TSU) which comprises a core group of technical staff
supplemented by experts employed on a retainer basis. The group conducts
feasibility studies and assessments and engages in design and monitoring work.
The core group’s skills include Civil, Structural, Mechanical and Electrical
Engineering, Architects, Design Associates and Quantity Surveyors. Retainers
provide additional capacity in core disciplines as well as GIS and sector
specific expertise (roads, healthcare, heritage etc).
Roles
- Under the overall supervision and guidance of the Technical Service
Unit Manager and Project Manager, the Biomedical Engineer will give
his/her technical expertise as required to survey sites, develop
specifications for equipment, calculation of quantities and costs, assist
in procurement activities, assist in Site Inspections and final handover
activities.
- The Biomedical Engineer will be responsible for the definition of technical specifications for the procurement of medical
equipment required for equipping new and existing Health facilities
targeted by the different projects managed by UNOPS.
- S/he would be involved in providing technical assistance, guidance
and expertise to health ministries and other associated implementing
partners in assessment of current equipment installations, their
suitability in providing the relevant level of service, and where need be
develop plans, standards and guidelines for the acquisition, operation,
maintenance and replacement of medical equipment.
- S/he would be involved in providing technical expertise during the
bidding process to be able to identify competent equipment suppliers.
- S/he would be involved in the approval of the equipment and
supervise the testing, commissioning and training of the end-users of the
medical equipment.
Functional Responsibilities
- The Biomedical Engineer will be responsible for the following
tasks:
- Provide
prompt, high quality and professional engineering support in all
activities related to the research, commission and installation of medical
equipment such as:
- Technical
Tasks Participate in the review and analysis of existing health equipment
and installations (field assessments) in various sites Review the medical
equipment specifications and requirements presented by MOH under design,
in terms of accuracy, suitability and context.
- Participate
in meetings and work closely with other respective medical experts to
identify exact locations and dimensions for equipment to facilitate better
and efficient patient and process flows.
- Prepare drawings to show proposed locations and installation for
the medical equipment Assist in developing the schedule of the
requirements, conditions, evaluation criteria and exact submission needed
from the bidders before the bid solicitation.
- Assist in producing bill of quantities for tender purposes in terms
of accuracy and content.
- Prepare technical specifications for medical systems including
components, products, apparatus, and services together with the expected
quality of workmanship, in close coordination with the Procurement team.
- Prepare estimates of prices for all medical equipment.
- Participate in scheduled site visits for inspection during
implementation.
- Witness the testing, commissioning of the installed equipment the training
of end-users and review shop drawings from contractors and issue a
taking-over certificate of the installed equipment.
- Develop a comprehensive maintenance plan for the installed
equipment.
- Keep files and records of the design processes and decisions.
- Assist in scheduling requested tasks related to medical works.
- Perform any other tasks relevant to design activity when required.
- Maintain accurate, current, comprehensive documentation for each
area of responsibility.
- Travel will be expected to remote sites. The Biomedical Engineer
will be required to travel to any site in or around the countries under
KEMC as required and as UNDSS permits.
Education & Requirements
- Advanced degree in Biomedical Engineering is required.
- Additional 2 years of relevant work experience, in combination with
a relevant bachelor’s degree, may substitute for the requirement for a
Master’s degree.
- Education At least five years of relevant experience is required
- Experience in the maintenance and the acquisition of health
bio-medical equipment is an asset
- Experience of successfully working with a variety of health sector
stakeholders, particularly governments and development partners is an
asset
- Experience working in developing countries is an asset.
- Good knowledge of the local and international medical Rules and
Regulations is an asset.
- Knowledge of UN policies, procedures and operations is highly
desirable.
- High proficiency with computers in particular MS Word, MS Excel, MS
Outlook, Internet, AutoCAD, and other related software related to the
positions field of expertise.
- Professional membership of certified associations is preferential.
- Current driver’s license is advantageous but not essential.
- Experience working with developing nations and/or large global
donors such as Global Fund, USAID, World Bank, etc. is an advantage.

Kenya Multi Country Office manages a growing portfolio of
engagements, including associated strategic and operational risks. The KEMCO
sub-region currently consists of an established Operation Centre in Nairobi/Kenya
which manages a portfolio of engagements in multiple countries in East and
South Africa. This includes primarily transactional projects in partnership
with the Nairobi based UN Agencies, UN-Habitat and UNEP, and multiple
‘operational’ projects in Kenya, Uganda, Tanzania and several island states.

supervision of the Technical Services Manager and in close collaboration with
the the Monitoring, Evaluation (M&E) Advisor (Retainer) will perform
the following functions:
Monitoring and Evaluation
- Design,
develop and roll out a M&E strategy for the KEMC in close consultation
with the implementing partners, and in accordance with UNOPS guidelines;
- Formulate
a results and logical framework for the Programme in consultation with
relevant stakeholders
- Develop
and maintain a system that collates information on all KEMC funded
projects that need to feed into the results ad M&E framework
- Provide
oversight and support on M&E and performance issues to implementing partners
collaborating with UNOPS
- Undertake
site visits for Monitoring and Evaluation in accordance with the M&E
plan
- Ensure
that implementing partners fulfil their M&E obligations, including
enabling the participation of beneficiaries, and that recording and
reporting systems are harmonised both among implementing partners and with
national systems where possible;
Reporting:
- Agree the reporting cycle and reporting
requirements with each implementing partner;
- Develop
standard monitoring, evaluation and reporting formats for KEMC based on
the logical framework and reporting requirements;
- Support
the preparation of quarterly and annual progress reports of KEMC to
theother stakeholders.
- Support
the Mid Term Review, End Project Reviews and Annual Reviews and related
reporting requirements; and
- Together
with the MIS specialist lead the development of a comprehensive MIS
dashboard that will incorporate all the reporting requirements of
implementing partners.
Communication:
- Support the elaboration of a KEMC Communication
and Visibility strategy and implementation plan that is in line with UNOPS
guidelines;
- Lead
the development of the KEMC website with input and concurrence of
stakeholders;
- Finalize
a KEMC Communication and Visibility Manual in consultation with partners
that would ensure compliance to the partners communication principles
UNOPS guidelines; and
- Ensure
that all communication material, press and digital, have been approved by
partners prior to publication.
Knowledge Management:
- Provide technical guidance for the
implementation of the M&E plan, through training and other on-site
support;
- Develop
process for knowledge management within the programme including recording
of lessons learnt and best practices;
- Establish
mechanisms to use KEMC knowledge and experience, including feeding into:
a) KEMC own programming; b) programming by other donors in the
sector, and c) policy dialogue with government
- Based
on the monitoring and evaluation data, support the project in developing
performance improvement plans; and
- Build
capacities of implementing partners in M&E through workshops based as
needed.
- Perform
other duties as may be assigned by the TS Manager to support the
implementation and oversight of the project.
Personnel Management:
- Lead
and motivate the M&E Team – M&E officer, Data entry, MIS
specialist
- Ensure
that behavioural expectations of team members are established
- Ensure
that performance reviews are conducted
- Identify
outstanding staff and bring them to the attention of the TSU Manager
- Have
a thorough understanding of UNOPS personnel contract modalities (including
ICA and Staff)
Education
- A
Master’s degree in Business administration, International relations,
Journalism, Communication, Participatory Development, Social Sciences or
related field; preferably with an international organization or the public
sector;
- A
Bachelor’s Degree with additional two (2) years of relevant experience may
be accepted in lieu of the advance university degree;
- A
Technical Diploma with additional four (4) years of relevant experience
may be accepted in lieu of the advance university degree;
Experience
- Minimum
of seven (7) years’ of relevant experience in design, development and/or
implementation of monitoring and evaluation systems in humanitarian
programme is required;
- Experience
in management/oversight/support of various implementing partners in donor
funded programmes is required;
- Experience
in providing Monitoring and evaluation of multi partner programmes is
required;
- Experience
in post-disaster and reconstruction experience required
- Strong
communication and interpersonal skills is an added advantage;
- Experience
working with national governments, Capacity
building, Knowledge Management and experience with major
donors/Multilateral Development Banks (MDBs) is an added advantage;
- Experience
in disaster risk management and evidence based data and information is an
added advantage;
- Prior

Senior Big Data Programme Officer
The United Nations Support Office for Somalia (UNSOS) is
mandated to provide administrative and logistics support to its partners in
implementing the United Nations Security council resolution on Somalia.
The incumbent will work under the guidance of the Innovation
and Technology Unit of the Field Technology Section of UNSOS. The Big Data
Analytics and Digital Media Support project team serves as the primary focal
point for the Mission’s Big Data analytics and Digital Media engagement to
benefit AMISOM and UNSOM. The team will determine and establish mechanisms for
developing substantive multi-dimensional data sets and other relevant digital
information. The team will cultivate abstract data, operational data, survey
data, geospatial data and other forms of media content and employ machine
learning algorithm as necessary to decipher key indicators, both internal and
external, that may impact the Somali society vis a vis the concurrent mandates
of the African Union and the United Nations in the country.
This is a
position in UNOPS for supporting projects carried out for or in UNSOS. The
incumbent of this position will be a staff member of UNOPS under its full
responsibility.
Under the overall supervision of UNOPS Senior Programme
Manager, the Senior Big Data Programme Officer will be administratively
reporting to Senior Manager – Business Systems and operationally work under the
guidance of the Chief of Innovation and Technology Unit of the Field Technology
Section of UNSOS and will be responsible for the following duties:
- Participates
in the preparation of concise analytical reports and related products.
- Conceptualizes,
designs and implements a data analytics, social media and hate speech
monitoring plan using a variety of analytics tools such as
Talkwalker, Meltwater, as well as various social media analysis techniques
(sentiment analysis, data mining processes etc.).
- Reviews
existing data collection and monitoring processes and develops process
improvements to enhance overall data quality, credibility and reliability
by leveraging social media analytics tools to monitor social channels and
online media to generate monitoring reports.
- Conducts
research into the capabilities of various data collection and analytics
platforms and social media monitoring tools.
- Provides
guidance on data visualization and visual design materials. Produces and
coordinates communications materials including data dashboards, maps,
graphs, charts, infographics and related digital media content.
- Builds
on the Missions strategic approach to Big Data analysis vis a vis the
Somali Partnership Forum goals/resolutions; regularly analyses and extract
actionable insights from data and curate insights relevant to Somali
citizens and the Somalia Transitional Plan.
- Quantitative
analysis of media monitoring, social media and hate speech monitoring
(engagement, influencers, location, sentiment, reach, etc)
- Uses
Big Data insights to support and inform the digital communication
strategy.
- Ensures
measurement of digital communication campaigns performance (obtain data to
improve future digital communication campaigns,)
- Develops
operational guidelines, protocols and templates on Big Data and results
management.
- Keeps
abreast of innovation, trends and emerging applications of digital
technologies so as to support their testing and scaling in the Mission.
- Performs
other duties as may be reasonably required and in line with the
incumbent’s scope of services above

Education:
- Advanced University Degree (Masters or equivalent) in
Information Systems, Computer Science, Management, Business
Administration, Statistics, Engineering or another related field,
- A
first level university degree with additional two years of relevant
experience maybe accepted in lieu of advanced degree.

areas.

professional progressive experience in dealing with Big Data
projects/products.

professional experience on project management.
Desirable

- Experience
in drafting and implementing big data business and use cases.
Language:
- English
and French are the working languages of the United Nations Secretariat;
- For
this position, fluency in English is required;
- Knowledge
