Activity: USAID Kenya / East Africa Journey to Self-Reliance (J2SR)
Mission Support Program

Monitoring, Evaluation and Learning (ME&L) firm that provides bespoke
solutions to social challenges. Since our inception in 2010, we have grown into
a fully-fledged ME&L services firm that specializes in advancing innovative
methodologies and changing the way donors find solutions to social problems.
Activity background: USAID / Kenya East Africa seeks to advance what self-reliance
means for Kenya and the broader region. To support USAID/KEA to align
programming toward promoting self-reliance outcomes, SoCha LLC has recently
been awarded and will implement a two-year (optional three-year) mission
support program to enable USAID to pivot into this journey to self-reliance
(J2SR).
To support this journey, the J2SR
program will support USAID / KEA to understand context, align programs, collect
data, understand complexity, and apply learning to program adaptation.
Thus, the Journey to Self-Reliance
program aims to:

Strengthen monitoring, verification,
and reporting systems;
·
Improve the utilization of
evaluations, assessments, and analyses to fulfill learning objectives and
inform decisions;
·
Improve internal and external
coordination, collaboration, and learning;
·
Enhance practices of learning and adapting;
and
·
Support strategy development and
process management.
J2SR is both a support contract and a
core learning mechanism for the USAID/KEA mission.
J2SR will support USAID/Kenya and
East Africa across all technical areas, operating in Nairobi, Kenya with travel
in both Kenya and the East Africa region.
J2SR will partner with local
organizations and local firms and will work to build local capacity to drive
ambitious development agenda throughout Kenya and East Africa.
The Mission is keen to ensure that
activities mitigate inequality and power imbalances, rather than reinforce the
status quo.
SoCha seeks a qualified and
experienced Chief of Party to lead this activity.
Responsibilities
Contract Management
·
Make key decisions and solve problems
in short time frames while ensuring operational and program integrity.
·
Ensure contract is executed in
compliance with contract requirements
·
Manage contract and project finances
(budget and funds)
·
Manage commodity procurement,
inventory and general logistics
·
Ensure high quality of deliverables
in fulfilling contract
Management of Planning,
Implementation, and Monitoring Activities
·
Program management, oversight, and
reporting of Contractor progress and quality of performance in meeting the
activity undertakings
·
Define and guide team in executing
the vision for implementation
·
Meet contractual targets and set
targets when necessary
·
Develop and oversee the
implementation of activity work plan
·
Work with client on a daily basis to
understand needs and respond with draft work orders
·
Oversee work-product across project
teams
Communications and Information
Management
·
Maintain clear lines of communication
with Client, MSP team, SoCha home office, subcontractors and other stakeholders
·
Lead and deliver presentations and
weekly updates on request by Client or as needed for other parties
·
Prepare contract reports and client
updates
·
Establish and socialize best
practices for project plans and reports
Personnel Management
·
Define personnel needs and associated
scopes of work
·
Make final selections of personnel
(LTTA and STTA)to be proposed to client
·
Oversee MSP team
·
Motivate staff to perform effectively
toward project objectives.
Qualifications
·
A Master’s Degree in development
studies, statistics, program management or a related field
·
At least ten years of progressively
increasing responsibility in managing large comprehensive contracts of similar
nature, size and complexity
·
Be a skilled manager who is actively
engaged in all aspects of program management with strong interpersonal, analytical,
and problem-solving skills and exceptional oral and written communication
skills
·
Preferably, five years of experience
in collaborating, learning and adapting, change management, or communication
·
Experience living and working in East
Africa, Kenya preferable
·
Experience overseeing USAID contracts
and understanding of USG policies, regulations, and procedures
·
Experience overseeing contract
deliverables such as work plans, AMELPs, monthly reporting and contract
compliance requirements.

Position background: The J2SR program, implemented by SoCha LLC, seeks a highly
motivated Strategy and Programs Advisor to lead support to USAID Kenya/East
Africa in their development of strategy, policy, and programs.
The
Strategy and Programs Advisor will work with other J2SR staff and teams to
ensure USAID/KEA strategic decisions, policy, processes, knowledge, and
communications are integrated into all J2SR learning products and services.
The
Strategy and Programs Advisor will lead the J2SR program efforts in objective
five, and lead a team including a Communications Specialist and other possible
short-term or long-term technical assistance consultants. The Strategy and
Programs Advisor will design, lead, and execute both strategy-related
trainings, workshops, and events, and other such events for USAID/KEA and J2SR.
Responsibilities:
Lead
Strategy, Programs, and Communications team to deliver J2SR technical
deliverables and all technical tasks under Objective 5: Support strategy
development and process management as part of the program cycle to enable
continuous planning, delivering, assessing, and adapting of development programs
General
areas of support:

Technical and organizational
development support in developing, monitoring, adapting, and communicating
USAID/KEA strategies and associated enabling environment
·
Technical and organizational
development support to streamline management processes to enable strategic and
efficient implementation
·
Designing and delivering on-demand
training for implementing partners and local organizations
·
Manage team including Communications
Specialist, and short or long-term technical assistance consultants to deliver
high quality products and services for USAID/KEA
·
Collaborate with other J2SR technical
and operational teams to deliver integrated support to the mission and
implementing partners
Specific
tasks:
·
Lead J2SR support in the design, organization,
and execution of internal and external learning and collaboration events,
workshops, and trainings with USAID personnel, implementing partners, and other
stakeholders
·
Generate ideas and act as a knowledge
partner to support USAID/KEA SPA office in systems strengthening
·
Support USAID/KEA Strategic Planning
and Analysis (SPA) office to conceptualize, create, reengineer, or develop
mission orders, templates, tools, knowledge management, and communications
systems
·
Develop information and knowledge products:
case studies and evaluation summaries
·
Lead J2SR support to other USAID
implementing partners and communicate USAID/KEA strategies, policies,
procedures; support the design, organization, and execution of trainings on
USAID policy
·
Recruit and manage STTA to support
development, monitor, and validate strategy documents
·
Recruit and manage local experts,
expat experts, and local firms to supplement J2SR program: organizational
development and learning, strategic thinking, digital storytelling, event management,
and logistics
·
Manage logistics or logistics support
staff and partners to secure venues for partner meetings, learning events,
office retreats; with accompanying photos, videos, infographics, stories,
printouts
·
Provide and manage internal writing and
editorial support, document review, error checking for various monitoring,
evaluation, and learning products
·
Other tasks as needed to achieve J2SR
objectives and support USAID/KEA strategy, programs, communication, and
knowledge management portfolio
Qualifications:
·
Master’s degree in international
development, organizational behavior, public policy, or related field
·
5 years of experience leading teams
in using data and stakeholder feedback to make team-wide, office-wide,
company-wide and/or mission-wide strategy decisions
·
3 years of experience working with
USG and/or international development clients or activities facilitating
stakeholder engagement, learning and/or strategy
·
Excellent English writing skills
·
Excellent English oral communication
skills, strong presentation skills
·
Workshop design, adult learning,
facilitation skills and experience highly preferred
·
Experience working on USAID contracts
and understanding of USG policies, regulations, and procedures, extensive
knowledge of ADS 201
·
Experience living and working in East
Africa, Kenya preferable
·
Experience writing strategy documents
and/or revising/managing production for major public-facing development
publications highly preferred
Place of performance: Nairobi, Kenya with occasional travel within Kenya or East
Africa region
Reporting: The
Strategy and Programs Advisor reports to the Chief of Party.

Position background: The J2SR program, implemented by SoCha LLC, seeks a highly
motivated Project Manager to support project startup, management, operations,
and programs. The Project Manager will coordinate and manage a variety of
project technical and operational tasks.
The
Project Manager will work with the SoCha Director of Programs, the activity’s
Chief of Party, and the SoCha Director of Finance and Operations. The Project
Manager will also support SoCha Home Office knowledge management and program
management systems.
As
needed, the project manager will contribute and/or lead on other SoCha business
development activities, as the company grows its operations across the Africa
region. The Project Manager must be flexible, able to take direction, but also willing
and able to initiate on tasks with little to no direction. The Project Manager
must be able to overcome challenges, address client needs, and manage client
and partner, sub-contractor relationships.
Responsibilities
Kenya
MSP Project Start-up and Management
·
Support the Director of Programs in
start-up and execution of technical work
1. Support development of workplan, AMELP and QASP
2. Organize and support internal and/or external project
launch activities and workshops
3. Support creation and implementation of activity
monitoring, evaluation and learning (MEL) and knowledge management systems to
track work order activity, quality and timeliness.
4. Support project level reporting and weekly meetings
5. Oversee the planning and execution of other CLIN 1
deliverables such as M&V visits and MEL trainings
6. Monitor and report on overall progress against agreed
targets, milestones, outputs and activities
7. Establish working relationships with the USAID/Kenya East
Africa Mission SPA and technical offices.
8. Liaise with and respond to requests from home office,
client, subcontractors and consultants.

Support the Director of Finance and
Operations in matters pertaining to office and staff start-up
1. Support in the identification of temporary offices and
build of permanent office
2. Support onboarding and mobilizing of LTTA and consultants
– including SoWs, contract review, travel logistics, etc.
3. Support the mobilizing of local subcontractors
4. Monitor and maintain compliance with the contract
Business
Development
·
Provide support for SoCha business
development in Africa.
1. Proposal writing and development of technical and cost
2. Identify, develop and maintain relationships with
sub-contracting partners
3. Manage proposal efforts and provide guidance to internal
and external team members
4. Support proposal recruitment efforts as needed
5. Support the development of proposal budgets and level of
effort build-up
6. Participate in proposal reviews and recommend and execute
changes as needed
7. Lead capture trips as necessary
Home
Office Support
·
May include supporting the
development of home office knowledge management and program management systems.
·
As this position supports a contract
with evolving needs and a growing home office, there may be other duties as
assigned, outside of those listed above.

Qualifications:

A Master’s Degree in development

·

M&E, organizational learning and development, or strategy development

Ability to write compelling,
client-facing, error-free text, on-demand in English
·
Experience proofreading and ensuring

Excellent oral presentation skills,
