The Finance Assistant is responsible
for day-to-day financial accounting tasks at the Kenya Country office.
Duties and responsibilities
·
Adhere to NRC policies, tools,
handbooks and guidelines
·
Assist with the implementation of the
support function portfolio according to plan of action
·
Prepare and develop status reports as
required by management
·
Ensure proper filing of documents
·
Promote and share ideas for
improvement of the support function
·
Record all cash movements and
undertake periodic cash counts
·
Assist in bank accounts and cashboxes
reconciliations
·
Follow up on advances and refunds
·
Prepare and arrange for bank
withdrawals and transfers and present for verification
·
Verify all invoices, vouchers and
receipts and supporting documents and enter in the system as appropriate
·
Make all approved payments and upload
all the support documents in Agresso
·
Maintain accurate financial and
accounting files and transactions
·
Maintain proper filling system for
all financial and accounting documents
·
Prepare periodic financial reports
and submit for review
·
In liaison with the Field Finance
Assistants make payments on behalf of the Area offices.
Qualifications
·
Diploma in Finance/Accounting
·
Certified Public Accountant level II
·
Experience from working with
accounting in a humanitarian/recovery context
·
Previous experience from working in
complex and volatile contexts
·
Documented results related to the
position’s responsibilities
·
Knowledge about own skills/profile
·
Some knowledge of English

Finance Officer – Risk and Compliance (Kenyan Nationals Only)

The
Finance Officer – Risk and Compliance provides support in ensuring that NRC
Kenya, Tanzania and Eritrea missions consistently comply with all the legal
regulations, financial requirements and humanitarian standards set by NRC and
its donor partners, while ensuring that the Country Office has effective
governance, risk management and control systems are in place.

Duties and responsibilities

Implement NRC’s systems and
procedures at country level
·
Ensure adherence to NRC policies,
handbooks, guidelines, and donor requirements
·
Prepare and submit reports and
analysis
·
Support line managers in procedures
and required support team trainings
·
Ensure that the accounting,
monitoring and reporting are according to procedures
·
Support project staff in financial
matters
·
Ensure development and implementation
of administrative systems and procedures
·
Review organizational risk management
strategies to assure the management that risk is adequately managed
·
Design and deliver the training
action plans informed by audit reports and financial reviews
·
Undertake regular systems review and
conduct follow up on-the-job training for NRC offices
·
Review all monthly financial vouchers
and provide a report for completeness and compliance with the NRC Kenya,
Tanzania and Eritrea mission policies, plans and procedures
·
Ascertain the extent of compliance
with the NRC Kenya, Tanzania and Eritrea missions’ policies, plans and
procedures
·
Provide internal review reports,
which highlight internal control weaknesses and include recommendations for
appropriate action
·
Assist management in updating the
operations manual to ensure adequate internal controls and internal checks
·
Identify any areas of risk exposure
to the mission, discuss with Finance Manager and Country Director and address
the risks identified
·
Act as the focal point for external
audits, provide necessary documents required and responding to management
letters
·
Monitor progress on the
implementation of the recommended actions in internal and external review
reports
·
Be the focal point for investigations
·
Provide program staff and
implementing partners’ guidance/reference on sub-grant utility, reporting and
accountability requirements
·
Carrying out implementing partner
pre-selection assessments/risk analysis exercise
·
Conduct pre-award workshops for
identified prospective implementing partners
Qualifications
·
Minimum 3 years of financial and
grants management experience in an INGO or UN
·
Experience from working in complex
and volatile contexts
·
Documented results related to the
position’s responsibilities
·
Knowledge about own leadership
skills/profile
·
Fluency in English, both written and
verbal
Personal qualities
·
Practical experience hosting and
working with external auditors
·
Experience of investigation
techniques
·
Good ability to plan for different
sets of scenarios in relation to external and internal audits
·
Solid experience of work with
Windows-based computer software and modern accounting systems
·
Excellent working knowledge of Excel
and standard accounting packages
·
Excellent project management,
accounting and expenditure verification skills
·
Knowledge of the country context
·
Keen sense of compliance with policy
and procedures
·
Knowledge of the humanitarian sector
and audit background an advantage
·
Ability to work independently with
strong team player skills
