Regional Coordinator

Project Overview and Role: The Feed the Future Kenya Investment Mechanism (KIM) Program is a five-year project (2018 – 2023) that is one of USAID’s “Market Systems Suite” projects that aims to increase agricultural production and reduce poverty and malnutrition in Kenya.
The overall purpose of the KIM program is to create a sustainable, market-based ecosystem for finance and investment through mobilizing capital into the horticulture, dairy, livestock, and clean energy value chains (VCs), and facilitating an enabling environment conducive to investment. The focus is on strengthening Small and Medium Enterprises (SMEs) working in the following value chains: dairy, livestock, and horticulture (mango, passion fruit, avocado, banana, pineapple, sweet potato, and African leafy vegetables).
The KIM program will mobilize private capital into target VCs through innovative smart incentives and building partnerships with key actors that can deliver access to market, know-how, and technology to drive VC competitiveness.
Concurrently, KIM will lead policy reform efforts focused on removing barriers inhibiting large-scale investment into the target sectors, therefore unlocking further finance. The two objectives of KIM will result in the project serving as an investment platform that mobilizes substantial capital from the public and private sectors and builds partnerships between stakeholders in the financial ecosystem, ultimately contributing to USAID’s overall goal of fostering broad-based, sustained, and inclusive economic growth in Kenya.
The KIM project will focus on businesses located in, or doing business in, the following target counties: Homa Bay, Migori, Kisii, Kisumu, Siaya, Kakamega, Bungoma, Busia, Vihiga, Kitui, Makueni, Taita Taveta, Isiolo, Marsabit, Turkana, Garissa, and Wajir counties.
Responsibilities
The KIM office is currently located in Nairobi for easy access to the headquarters of financial institutions such as commercial banks, investors, and exporters, as well as relevant government offices for influencing national policy decisions on the business/investment enabling environment.
However, presence in KIM’s target counties is important to engage with SMEs seeking financing, KIM partners such as business advisory service providers (BASPs) and local financial institutions (FIs), and county-level governments.
Therefore, Palladium is recruiting a Regional Coordinator long-term staff member for KIM in Isiolo, serving as the primary point of contact for KIM’s regional stakeholders, as well as a key facilitator for consultant trips and meetings. The regional representative would also be utilized for monitoring and spot checks of project activities.
The Regional Coordinator will be based in Isiolo and will be responsible for activities located in the 9 Northern and Eastern counties: Kitui, Makueni, Taita Taveta, Isiolo, Marsabit, Turkana, Garissa and Wajir. They should have extensive contacts in these regions at the county level in order to make necessary introductions for KIM team members.
The Regional Coordinator will have a range of responsibilities that could include, but are not limited to:
Business Development
·         Identify and engage business advisory service (BAS) providers and support capacity building efforts,
·         Improve linkages between agri-enterprises and banks and/or investors by working directly with agribusinesses and financial institutions in the region,
·         Support the closure of financing deal processes for SMEs in the target value chains, working with KIM’s BAS and FIs partners when needed,
·         Support SMEs with company registration and banking arrangements, among other capacity building support,
·         Represent KIM in county investment forums and present on project objectives; follow up after events to pursue opportunities,
·         Support the identification of partnerships and activities to constructively enhance agricultural commerce, and support implementation of these tasks,
·         Undertaking monitoring and evaluation work as well as research/surveys required in furtherance of KIM’s core mandates and objectives,
·         Accountable for strong collaboration with other implementing partners, notably USAID’s Kenya Crops and Dairy Market System (KCDMS) and Livestock Market Systems (LMS) activities.
Project Coordination and Operations Support
·         Provide technical and administrative support to the KIM technical teams, including coordinating meetings, facilitating field visits, and identifying potential partner firms,
·         Assist with verifying subcontract milestone documentation at the field level,
·         Support and facilitate the process of procurement of venues for any regional events in collaboration with Director of Finance and Administration,
·         Ensure compliance with USAID rules and regulations pertaining to approvals, due diligence, record retention and other contractual requirements,
·         Support KIM’s personnel and consultant visits to their region of operations,
·         Spearhead corporate implementation projects as required; and
·         Assist with any other tasks as assigned by the Chief of Party or his/her designate.
Requirements
Minimum education and experience required:
·         Minimum first degree in business or other relevant social sciences.
·         A minimum of 5 years of relevant work experience.
·         A minimum of 5 years of project management experience with United States Government or other donor clients, including at least 3 years’ experience with USAID contracts specifically.
·         Minimum of 5 years of experience in management consulting, business advisory services provision, financial sector development, and or/business development.
·         Financial sector experience in at county level will be an added advantage.
·         A minimum of 3 years working remotely with minimal supervision. Experience in North and eastern region is an added advantage.
Key competencies and professional expertise required:
·         Strong relationship building, networking and business development skills.
·         Experience living in the target regions, as well as the ability to demonstrate professional connections in KIM’s target sectors.
·         Excellent written and verbal communication and presentation skills.
·         Sound problem solving and decision-making skills.
·         Strong management skills with ability to lead and mentor SMEs.

·         Willingness to travel extensively from one county to another.

Project Profile: Palladium has recently been awarded a cooperative agreement to implement the USAID County Measurement, Learning and Accountability Program (CMLAP) in Kenya. The purpose of this activity is to support ongoing activities by the national and county governments and other development partners to strengthen outcome measurements, learning and accountability (MLA) systems in order to provide quality data and synthesized information for planning, implementation, policy development and decision making.
This activity will focus its support in the following HIV, malaria and MNCH focal counties of Homa Bay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, Kisumu, Nakuru, Baringo and Turkana
The project has two sub-purposes:
·         Increased leadership and management capacity of county governments for effective outcome MLA systems.
·         Increased availability, analysis and use of quality data
Position Summary: The Senior Health Informatics Advisor will be responsible for providing thought leadership and technical guidance in effective implementation of data systems that support data capture at facility level, reporting and use of quality data at all levels of the Ministry of the Health. The main systems of focus include EMRs (KenyaEMR, IQCare and AMRS), KHIS, CPIMS and EID/VL database.
S/he will lead the engagements with focus counties, national HIS team and implementing partners in defining the EMR scale up road maps at county level, adapting and implementing county level EMR policy, cascade and implementation of Unique Person identifier (UPI) at county level.
S/he should be skilled in using the data systems that currently support HIV programming, mining data from this system and various data systems at the county and sub county level, to analyze it into information for evidence-informed programming.
S/he will work closely with Deputy Chief of Party, Senior Governance and the Senior CPIMS Specialist and Learning Specialists to support EMR and UPI policy implementation, outcome measurement activities and ensure that data analyses support information needed by these stakeholders to answer key questions and support decision making, and for quality improvement.
Responsibilities
·         Gather and analyse various targeted data system issues and gaps and propose solutions subsequently working closely with national mechanisms to implement identified enhancements.
·         Lead development of various tailored systems based on needs identified by the county and sub-county teams.
·         Impart complex technical knowledge in simple, understandable ways to diverse audience or remotely.
·         Provide technical guidance in adoption of national EMR and UPI policies at county level.
·         Work with DCS at the county level, USG counterparts and others to determine priority areas to be addressed in strengthening the child protection M&E systems.
·         Support Counties to in implementing key EMR activities to strengthen the M&E systems by supporting stakeholder forums, technical working groups, collaborating with other players, participating in the implementation of key activities, monitoring, reporting, and improving child protection data quality in the 8 Counties
·         Provide technical support on an ongoing basis to improving data collection, analysis skills among key stakeholders including USAID implementing partners
·         Participate in the design, implementation, and operation of Data Quality Assurance initiatives as they apply to various health programs including but not limited to Malaria, RMNCAH, HIV,
·         Mortality data and their associated data platforms.
·         Representing Tupime Kaunti at national and county stakeholder meetings
·         Link to Strategic Information mechanisms and teams for cross-platform learning and sharing of strategies and techniques.

Requirements
·         Minimum of a Master’s degree in Computer Science, Information Technology, Informatics or related field,
·         At least 7 years of relevant experience in System Development Life Cycle using various system development tools web, mobile and desktop systems.
·         Excellent problem solving skills with ability to analyse situations, identify existing or potential problems and recommend solutions
·         Demonstrated experience and understanding of health information systems design, development, roll-out, and/or use (e.g. KHIS, EMR)
·         At least 5 years’ experience working with open source health management tools including KHIS
·         Knowledge of the Ministry of Health reporting structure especially at county and sub-county levels.
·         Knowledge of various Kenya Health Sector implementation policies, SOPs and guidelines
·         Minimum 5 years’ experience in handling health data including HIV, Malaria, RMNCAH, etc.
·         Experience working with community health/social workers and community level health services
·         Relevant experience in data collection, quality control, analysis, and interpretation and/or in using data to identify and meet program monitoring and evaluation needs and contributing to child rights and welfare policies.
·         Experience with USAID and/or PEPFAR funded programs.
·         Strong written and oral communication skills for high-level policy audiences (writing examples may be required)
·         Excellent coordination and organization skills and attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a limited timeframe
·         Ability to develop and maintain relationships with users and various stakeholders;
·         Ability and willingness to travel frequently within Kenya and work under field conditions
·         Fluency in written and spoken English and Swahili.

·         Finance: The intern will support the finance function in processing payments, scanning and filing finance documents and photocopying.
·         Procurement & Administration: The intern will support the procurement function by assisting in sourcing for and analyzing quotes and bids, and processing documents to support payments and any other duties as assigned.
·         General Program support: Support data entry and analysis of qualitative and quantitative data from various sources and support in preparing activity/workshop handouts, materials and documents.

·         A basic degree the Finance, social sciences, procurement or related. Accounting qualification CPA/ACCA an added advantage.

This activity focuses its support in the following HIV, malaria and MNCH in focal counties of Homabay, Migori, Kisii, Kakamega, Busia, Vihiga, Bungoma, and Kisumu. In addition, the project anticipates supporting Nakuru, Baringo,Turkana and Samburu.
The Palladium led Tupime Kaunti project team includes the Kenya School of Government. Together they bring a deep knowledge of the country context–in particular, experience working on strengthening HIS in devolved counties. We have a collective track record in governance, health M&E and data systems, ICT and analytics, data demand and use, and capacity building strategies at all levels of the health system.
Through our existing projects, the partners have established collaborative working relationships with local nongovernmental, community-based, and faith-based organizations (NGO/CBO/FBO) and the County Health Management Teams (CHMTs) that will facilitate work planning and the achievement of project results.
The project has two sub-purposes:
·         Increased leadership and management capacity of county governments for effective outcome Measurement Learning and Accountability systems.
·         Increased availability, analysis and use of quality data
A 25person team is based in Kisumu to achieve the project results, led by a Chief of Party also based in Kisumu. The project anticipates having a satellite office in Nakuru with at least 3 staff. Other Palladium staff in Nairobi and our international offices will provide routine technical and administrative support and assistance.
Position Summary: The Knowledge Management (KM)/Communications Specialist will be responsible for ensuring project results are collected, disseminated and communicated appropriately for different audiences. S/he will work closely with the Deputy Chief of Party and other key technical staff on supporting inter and intra county learning and communications platforms.
The KM/Communications Specialist will provide technical assistance and support across the project activities to support the Tupime Kaunti counties to improve the MLA framework and to help strengthen communications mechanisms and networks.
S/he will provide specific support to project activities to communicate learning around MLA strengthening. The Specialist will coordinate and support and planning, development, and implementation of project communications strategy that clearly identifies the main audiences for CMLAP, appropriate dissemination activities to reach the audiences, and the tools/products required.
S/he will report to the Deputy Chief of Party. The position is based in Kisumu, Kenya. No expatriate or relocation benefits are associated with the position.
Responsibilities
·         Guides the design of a CMLAP communication and dissemination strategy and the production of innovative communication tools, products and platforms for CMLAP. These include but are not limited to reports, briefs, presentations, and special background papers.
·         Provides communication guidance and capacity building to CMLAP staff and project partners through training and mentoring to help partners apply communication in their contexts.
·         Organizes and supports communication strategies, messages and materials for project trainings, conferences, workshops, and meetings.
·         Leads compilation and sharing of the Knowledge management library per the reporting guidelines.
·         Develop and disseminate monthly knowledge management briefs and learning materials to CMLAP staff
·         Develops and manages innovative mechanisms and tools to capture and share CMLAP ideas, achievements and impact.
·         Provide Support to the Deputy Chief of Party to ensure the project M&E plan is implemented on time and to high quality standards, including timely submission of all USAID -required reports.
·         In consultation with the DCOP, coordinates CMLAP participation in national, regional, and local conferences and workshops by helping to identify appropriate meetings, plan presentations, prepare and finalize materials, and provide on-site communication support as required.
·         Actively participates in the development of annual work plans and any specialized technical planning or reporting.
·         Works closely with CMLAP staff to develop information products and learning material
·         Leads the identification, development and dissemination of success stories and material for monthly newsletter
·         Performs other related duties and responsibilities as assigned.
Requirements
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
·         A university degree in Communications, Journalism, International Relations or a relevant field.
·         8 years’ experience in KM/Communications. Preference will be given to candidates with experience in
i) public health; and
ii) information systems strengthening
iii) USAID development projects.
·         Strong writing skills. Samples may be requested.
·         Ability to meet deadlines in a fast-paced environment.
·         Excellent interpersonal skills, strong communications skills.
·         Fluency in written and spoken English and Swahili.
·         Solid computer skills, including photo editing and desktop publishing.
