Organizational background: Action Contre la Faim (Action Against Hunger) has been conducting
humanitarian programs in Somalia since May 1992. Currently, AAH is conducting
its humanitarian activities in Somalia focused on treating and preventing
malnutrition, increasing access to clean water and appropriate sanitation,
strengthening the food-security, livelihoods and thus boosting the resilience
of communities in Somalia as well as emergency response via program bases in
Somalia.
The Positions and responsibilities:
Action Against Hunger (AAH) has
received a two-year contract from the United States Agency for International
Development (USAID) Office for Foreign Disaster Assistance (OFDA) for the
Identifying the Prevalence of and Risk Factors for Relapse after Recovery from
Severe Acute Malnutrition Globally project.
The project is led by AAH, in
partnership with the London School of Hygiene and Tropical Medicine (LSHTM).
The goal of this research project is
to measure relapse rates among children who are discharged from outpatient
therapeutic programs (OTP) following successful treatment for severe acute
malnutrition (SAM).
In addition to measuring relapse to
SAM, the project aims to better understand overall child health and nutrition
outcomes during the year following SAM treatment (e.g. linear growth, illness,
relapse to moderate acute malnutrition [MAM]). Secondary outcomes will also
include exploring the programmatic costs associated with relapse as well as
individual-level and programmatic-level risk factors associated with relapse,
in particular WASH-related risk factors. The study will be implemented in four
different countries – Mali, Nigeria, South Sudan, and Somalia.
The Field Research Coordinator in
each country will be primarily responsible for implementing the data collection
processes as described in the study protocol. They will be the main in-country
point of contact for all matters related to the study.
The Field Research Coordinator’s core
responsibilities will include but not limited to the following:
The Field Research Coordinator will
be based in the field and serve as the main point-of-contact in-country for all
elements of the project.
Potential responsibilities in this
role include:
·
Serve as the in-country point of
contact achieve in-country IRB approval (with support from ACF-USA and
implementing NGO support)
·
Coordinate closely with the PI by
participating in regular (weekly/bi-weekly) calls with the PI to communicate
progress in recruitment, enrollment, and completion of follow-up visits by
participants, as well as submitting weekly reports regarding data collection
and study activities
The Field Research coordinator will
have primary responsibility for the collection of data for the project, as well
as maintaining overall data quality.
Responsibilities include:

Train and manage all data collectors
·
Oversee proper informed consent
process by data collectors
·
Ensure quality of data collection and
fidelity of study protocol implementation
·
Work closely with community health
workers / volunteers (CHW/Vs) as well as CMAM clinic staff to identify and
enroll participants
·
Track enrollment progression of both
post-SAM children and non-SAM children
·
Enter all data into electronic data
bases and reconcile any data entry errors with original hard copy forms
·
Track participant completion of
follow-up appointments and manage the CHWs who travel to the field to encourage
caregivers to return to the clinic for their follow-up visit
·
Oversee anthropometric measurements
by data collectors and OTP clinic staff during follow-up visits to ensure
accuracy in data
·
Oversee household surveys, water
sample collection and analysis, food sample collection and analysis and rectal
swab collection, and ensure compliance with study protocols with support from
LSHTM
·
Collaborate closely with AAH
Nutrition and WASH Heads of Departments
·
Collaborate closely with OTP clinic
staff to obtain OTP clinic data of each post-SAM participant and transfer data
from clinic forms into electronic database for the research project
·
Performs other duties as assigned
Qualifications
The ideal candidate will have
experience working in research projects and/or monitoring and evaluation in the
field.
We are seeking an individual who is
adept at following study protocols, who has good judgment and problem-solving
skills, and has strong communication skills and documentation habits.
The person needs to have
well-developed interpersonal skills (to be able to develop good rapport with
data collectors and other in-country stakeholders) and be familiar with
Community-based Management of Acute Malnutrition (CMAM) programming.

At least a master’s degree from an
accredited college or university in a major such as social or health science
with 2 years relevant experience in the field; or a bachelor’s degree from an
accredited college or university in a major such as social or health science
with 5 years relevant experience in the field
·
Experience organizing and
participating in field-level data collection as part of a research study or
program monitoring and evaluation;
·
Training in and proven knowledge
around nutrition programming in low-income countries;
·
Knowledge of MS Office Suite required
and comfortable working with computers with minimal IT support.
·
Experience with mobile data
collection tools (eg Kobo) (preferred but not required)
·
Ability to live and work in a
developing country with travel to remote locations for the duration of data
collection
·
Fluent in English and French is a
requirement
·
Proven experience with field work,
preferably the country where the study takes place
·
Possess strong organizational skills,
attention to detail.
·
Possess significant team management
skills.
·
Ability to take initiative and
prioritize multiple tasks with minimum supervision.
·
Genuine interest in and commitment to

AAH Somalia is looking for a Somali national to fill the
position of Human Resources Coordinator.
The position will be based in Mogadishu-Somalia.
The incumbent reports hierarchically to the Country
Director in Somalia and technically to the Global Human Resources, Learning
& Development Department.
The HR Coordinator acts as a core business partner to the
Country Director and Country Management Team, providing technical HR support,
advisory and expertise.
The HR Coordinator’s core responsibilities will include
but not limited to the following:

Establish and implement HR efforts
that effectively communicate and support the Somalia office strategic vision.
·
Adapt and contextualize global
organizational HR strategies, initiatives, programs and approaches to create a
strong Employee Value Proposition at country level.
·
Contextualize, adapt and implement
comprehensive compensation and benefits plans that are competitive and
cost-effective for the Somalia Country office.
·
Provide overall leadership and
guidance to the HR function in the Somalia country office to ensure efficient
and quality HR service delivery to internal clients.
·
Provide ongoing performance
management guidance to line managers (e.g., coaching, counseling, career
development, disciplinary actions).
·
Work closely with management and
employees to improve work relationships, provide guidance on
interpersonal/interdepartmental conflict, and build morale, and increase
productivity and retention.
·
Provide HR policy guidance and
interpretation
·
Ensures HR input in proposal
development processes and donor reporting
·
Develop Annual HR plans i.e. recruitment,
training and leave plans
·
Develop contract terms for new hires,
promotions and transfers.
·
Provide guidance and input on country
level change management initiatives, restructuring processes workforce
planning, and succession planning.
·
Provide guidance, support and advice
to the Country Director and the Country Management Team on risk management,
investigations and HR compliance.
·
Engage with the global HRLD
department and other HR team in field offices to enhance joint learning,
implementation of best practices and contribute to fostering a sense of pride,
purpose and belonging amongst employees.
·
Champion Prevention of Harassment,
Sexual Exploitation and Abuse (PHSEA) in the country office
·
Champion Gender Equity and Diversity
initiative and staff wellness programs in the country office.
Qualifications
·
Minimum of Bachelor degree or
equivalent in HR, business, organizational behavior, organizational psychology
or another related field. Master degree preferred.
·
At least 5 years progressive HR
experience, with 2 years in a senior supervisory role.
·
Previous working experience in with
an international development or humanitarian organization preferred.
·
Professional HR certification from a
reputable body such as IHRM, SHRM, CIPD or HRCI preferred.

AAH Somalia is looking for a Somali national to fill the
position of Technical Lead-SHINE Supply.
The position will be based in Mogadishu-Somalia.
The incumbent reports hierarchically and technically to
the SHINE Team Lead.
The Technical Lead-SHINE Supply ’s core responsibilities
will include but not limited to the following:
Objective 1: Provide
high quality technical support and input in the delivery of EPHS/HSS
·
Lead collaboration across the project
technical teams to identify, analyse, formulate, and implement activities to
strengthen key systems (leadership, quality of care ,logistics, and information
systems) that support delivery of high quality health and nutrition services
among the 10 SHINE districts.
·
Provide technical guidance to MoH
Somalia and the health and nutrition teams of Consortium partners for Supply
Chain Management, identifying evidence-based approaches that are contextually
appropriate to reform the overall ACF Health Commodity Supply System.
·
In collaboration with MoH Somalia and
SHINE partners, identify short and long-term technical assistance required for
the successful implementation of the planned nutrition and Health activities.
·
Coordinate with other partners and
support efforts to address health system strengthening gaps and help build
technical capacity within the SHINE partners/MoH in 10 target district.
Objective 2: Capacity
Strengthening Support
·
Provide technical support including
leadership, monitoring, motivation and management of the health and Nutrition
technical teams of MoH and SHINE partners
·
Conduct regular evaluation of the
skills levels and technical competences of the SHINE health and nutrition teams
in performing their assigned duties
·
Support MoH and SHINE partners in
identifying and harmonizing training needs as well as ensuring the quality and
pertinence of training programs established for SHINE Supply Consortium
·
Support MoH/SHINE Partners in
managing training activities as envisaged in work plan.
·
Ensure that the health and nutrition
teams meet the strategic objectives of SHINE SUPPLY in supporting the targeted
areas in both nutrition and health response
·
Ensure that the services provided by
the health and Nutrition team are adequate and meet the basic needs of the
affected communities
Objective 3: To
Develop strategies and support direct operations
·
In collaboration with MoH Somalia and
SHINE partners, support the development of strategies related to health system
strengthening, addressing the problems linked to poor health and malnutrition
in the Banadir Region.
·
Coordinate and support the smooth
implementation of planned nutrition and health activities
·
Ensure that the nutrition and health
sections of the project implementation reports include critical analysis and
technical sounds
·
Contribute through coordinating with
the project team in the development of the nutrition and health sections for
future proposals when required
Objective 4: To
appropriately represent and coordinate
·
Disseminate the information collected
to the key partners when required
·
Ensure that positive collaboration
and he quality of relations with partners in regard to SHINE Supply project
maintained throughout
·
Represent the SHINE at the national
and regional level for Nutrition and Health Activities; coordinate and
collaborate with MoH, WHO, external consultants and partners.
Objective 5: To
produce timely and quality reports
·
Support and provide technical back
stopping to the MEAL and program teams during the completion of the monthly and
quarterly reports.
·
Ensure that reports on any training
session and/or workshop organized by the SHINE partners is documented and
disseminated widely as per the Consortium guidelines
·
Ensure that all technical reports for
external release are validated by relevant Technical experts in MoH and SHINE
partners
·
Contribute to the donors reports:
interim and final reports as required

Master Degree in the health sciences,
