Senior Assistant Commissioner for Cooperative Development (1 Post)

Responsibilities:
·         Providing technical advice in area of specialization;
·         Advising on cooperative investments
·         Preparing reports for policy formulation
·         Enforcing compliance with cooperative legislation
·         Designing, coordinating and monitoring the implementation of cooperative activities, programs and policies

·         Carrying out market research and disseminating research findings

Qualifications:
·         Served in the grade of assistant commissioner for cooperative development for a minimum period of three (3) years
·         Bachelor’s degree in any of the following disciplines: –  Commerce, Business Administration, Agriculture, Economics, Statistics, Mathematics, Sociology, Agricultural Economics, Agricultural Engineering, Co-operative Management, Marketing, Entrepreneurship, Management and Organizational Development, Finance or Agribusiness from a university recognized in Kenya;
·         Master’s degree in any of the following disciplines: – Commerce, Business Administration, Agriculture, Economics, Statistics, Mathematics, Sociology, Agricultural Economics, Agricultural Engineering, Co-operative Management, Marketing, Entrepreneurship, Management and Organizational Development, Finance or Agribusiness from a university recognized in Kenya;
·         Certificate in computer applications from a recognized institution
·         Demonstrate administrative ability and a high degree of professional competence in planning, conducting and supervising cooperative work.

Municipal Manager (1 Post)

Responsibilities:
·         Answerable to the board and implement the decisions and functions of the board as per Urban Areas and Cities Act,2011 Section 20 and 21
·         Manage Administration in accordance to the Urban and Cities Areas Act, 2011 and applicable legislations.
·         Formulation and implementation of policies, strategies, plans and programs
·         Develop, implement an integrated Development Plan and monitor its progress
·         Act on behalf of the Municipal Board by ensuring the execution of the decisions of the Board
·         Prepare and present for approval to the Board of the Municipality, an annual estimate of revenue and expenditure.
·         Be principally responsible for building and maintaining a strong alliance and effective working relationships between the Board and the civil society, private sector and community based organizations;
·         Prepare, and submit to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.
·         Act as Board Secretary and as an ex-officio member of all committees of the Board; and
·         Exercise supervision over all departments and agencies of the Municipality and coordination of its activities
·         Enforce the provisions of this Charter, Municipal By-laws, and all applicable laws; and other Municipality decisions;
·         Prepare and administer the annual Municipality budget;
·         Administer Municipality utilities and property;
·         Encourage and support regional and intergovernmental cooperation;
·         Promote cooperation among the Board of the Municipality, staff and citizens in developing Municipality policies and building a sense of community;
·         Exercise such other powers as may be prescribed by Charter, by-laws and applicable laws.
·         Any other duties as directed by the Board
Qualifications:
·         Be a Kenyan citizen.
·         Hold a Bachelor’s Degree in Urban Management, Public Administration, Business Management or any other relevant Degree from a university recognized in Kenya
·         Possession of a relevant Master’s Degree would be an added advantage
·         Must have at least Seven (7) years of experience, two (2) years of which must have been in a senior management level in reputable organization;
·         Must be computer literate in Microsoft package from a recognized institution;
·         Understanding national goals, policies and development objectives of vision 2030;
·         Excellent communication and interpersonal skills; Demonstrate a thorough understanding of socio-economic dynamics in Murang’a County
·         Be a strategic thinker and result oriented Wide knowledge in Urban Development Policies and Financial Management
·         Be a registered Member of the Institute of Certified Public Secretaries of Kenya (ICSK) of good standing.
·         Good knowledge and interpretation of key and related Urban Areas and Cities Legislations and Policies, Knowledge of Municipal Operations and Delegation of Powers
·         Satisfy the requirements of Chapter six (6) of the Constitution on Leadership and integrity

Director, Human Resource Management & Development (1 Post)

Responsibilities:
·         Assist Board Secretary in drafting human resource management and development Policies, Rules and Regulations for Board approval,
·         Analyzing the impact of the policies, rules and regulations on performance;
·         Assisting the Board Secretary to Monitor Compliance by offices vested with delegated powers including constituted committees and panels.
·         Monitoring the implementation of the county performance management systems and preparing reports thereof.
·         Conducting Payroll Audits;
·         Assist the Board secretary in the implementation of programs designed to promote in the county public service the values and principles referred to in Articles 10 and 232;

Qualifications:
For appointment to this grade, an officer must have:
·         Served in the grade of Senior Assistant Director of Human Resource Management and Development for a minimum period of three (3) years;
·         Bachelor’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Business Administration, Education, Sociology, Political Science/Government, Anthropology or any other relevant Social Science from a recognized institution;
·         Master’s degree in any of the following fields: Human Resource Management, Human Resource Development, Human Resource Planning, Industrial Relations, Labor Relations, Education, Public Administration, Business Administration, Counselling Psychology or any other relevant qualification from a recognized institution;
·         Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;

Economist & Statistician (1 Post)

Job Description:
The officer at this level will work under the guidance and supervision of senior officer.
Responsibilities:
·         collecting, collating and analyzing data in relevant sectors;
·         compiling sector-specific draft report;
·         providing support in the preparation of policy briefs and reports on the relevant sectors;
·         capturing data on budgetary requirements; and uploading information in the National Integrated Monitoring and Evaluation Systems (NIMES)
Qualifications:
For appointment to this grade, a candidate must have:-
·         Bachelor’s degree in any of the following disciplines: Economic, Statistics, Economics and Mathematics, Economics and Finance or Economics and statistics from a recognized institution.

Trade Development Officer (1 Post)

 Responsibilities:
·         Collecting and compiling economic and trade related data
·         Disseminating business information to the business community
·         Facilitating international trade promotion activities through trade fairs and exhibitions

Enforcement Officer (2 Posts)

Job Description:
The officer will be deployed in the Alcoholic Drink Control Directorate
 Responsibilities:
·         Enforcing the county alcoholic control act and other county laws
·         Participating in regular patrols in the parking areas to ensure orderly parking and traffic management,
·         Maintaining county laws, sanity and order in market and other business
·         Receiving and scrutinizing charge sheets from investigation officer, giving evidence in court where county has interest in traffic matters,
·         Handling drills and parade matters,
·         Receive and scrutinizes charge sheet from investigation officer,
·         Peruses and advised on investigations witness in court,
·         Produces exhibit in court, bonds prosecution witnesses and takes plea in court,

Qualifications:
For appointment to this grade an officer must have: –
·         Served in enforcement or in a comparable and relevant position in the public service for a minimum period of twelve (10) years
·         Approved enforcement officers course or police training course or Administration police course from a recognized government institution
·         Physical fitness as applicable to the Kenyan Police Service plus a fitness medical certificate from a recognized institution.
·         Certificate of Good Conduct from the Director of Criminal Investigation
·         Certificate in computer application
·         Demonstrate merit and shown ability as reflected work performance and result

ICT Officer (1 Post)

 Responsibilities:
·         Writing and testing simple computer programs according to instructions and specifications
