Programme Support Service Officer

Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH. In 2012, as part of a global reorganization process, Save the Children combined the programmes of SC UK, SC Canada and SC Finland to create a single operation in Kenya. In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp, Garissa, Mandera, Turkana and Wajir and a footprint in Kakamega, Kisumu, Migori and Kitui. In 2016, Save the Children established a new project office in Madagascar whose operations are managed by the Kenya CO.
Role Purpose
The post holder will be accountable to the Programme Manager for supporting Finance, HR, IT, supply chain and Administration services in programming contexts. The post holder will be responsible for ensuring compliance with SCI global standards, policies and practices. The position also plays a key role in effectively supporting program implementation activities in line with the annual and country strategic plans.
Responsibilities
 Supply Chain
·         In charge of warehouse at field office level, ensure TIMs and other warehousing records are updated daily.
·         Support programme staff to develop procurement plans.
·         Support in the development of field level framework agreement.
·         Coordinate field office procurement requests and LPOs for local procurements liaising with Supply Chain Officers in Nairobi and Programme Implementation team
·         Coordinate delivery and recording of items sourced from local suppliers working closely with Nairobi supply chain team.
·         Manage fleet at field office level; Coordinate fleet requests, allocate vehicles, ensure compliance with all SCI fleet management policies and SoPs.
·         Maintain records including allocation of assets and GPEs assigned to Field Office.
·         Communicate with IT and Supply Chain for maintenance or upgrading or replacement of any asset assigned asset and GPE assigned to specific Field Office.
 Human resources and administration
·         Lead administrative function to ensure the provision of effective administrative support in the field office. Ensure office is clean, well maintained and has all essential supplies.
·         Ensure the guesthouse is clean and well maintained.
·         Support recruitment process in the field office.
·         Facilitate and follow up induction and on boarding of all staff engaging with Save the Children as per the Induction guidelines.
·         Work with HR in Nairobi in updating the staffs HRIS files, leave plans, as well as updating of the leave database and monthly status reports sent out to staff.
·         Manage performance of direct reports in the work area through effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
Financial accounting, planning and budgeting
·         Assist with documentation at field office level.  Consolidate all financial documents generated at field office and send to relevant officers in Nairobi; these include supplier invoices, staff liquation, Mpesa payment lists, receipts, etc.
·         Assist as needed with daily programming accounting operation in liaison with Finance Officers in Nairobi; these include payment of suppliers, processing activity advances, payment of casuals, etc.
·         Monitor field office and guesthouse utilities costs e.g. water, electricity, telephone/Mobile usage, billing, and others related office utilities.
·         Manage field office petty cash and prepare weekly float spend reports/documents and send to finance Nairobi
·         Making payments of casuals, office utility bills and related low value supplies as per the field office petty cash guidance
·         Receive and record cash balances of staff advances, and issue outs receipts for accountability
Qualifications
Essential
·         A Degree in Social Sciences or Business Administration from a recognized University.
·         Strong knowledge/experience HR and admin, logistics and financial management.
·         Demonstrates a strong drive and commitment to achieve agreed objectives
·         Minimum three year’s relevant experience in Support Services within a busy organisation
·         Good communication skills.
·         Excellent interpersonal skills with the ability to maintain confidentiality
·         Proficiency in working with computers particularly spread sheets and word processing
·         Experience of working within a team and team building.
·         Ability to work in a multi-cultural setting

Regional Finance Director
Responsibilities
As a key member of the regional leadership team, you will take shared responsibility for delivering Save the Children’s strategy within the region. You will:
·         be the trusted partner of the Regional Director and his / her immediate team on all finance, risk and support services related matters.
·         contribute to the development of multi-year strategic and operational plans, and be accountable for ensuring and monitoring delivery against the financial plans through targeted financial analytical review and best-in-class forecasting.
·         develop the capacity of Country Office (CO) Finance Leaders and their teams in order that they meet Save the Children International finance and award management essential standards and comply with Save the Children International standard operating procedures.
·         ensure that appropriate controls are in place across the region and that financial risk is minimised
·         enable appropriate operational and investment decisions to be made on the grounds of sound financial analysis and CO sustainability.
·         support financial readiness, planning and response to humanitarian situations.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.
Qualifications
·         Significant senior level leadership and management experience in a large and complex international NGO or organisation in finance
·         Qualified finance professional with financial management experience at a regional level within a complex global organisation
·         Experience of developing and building capacity in a regional finance function
·         Experience of implementing/working within strong control frameworks, where an audit background would be desirable
·         Demonstrated ability to thrive in a matrix management environment. Highly developed interpersonal and communication skills including influencing, negotiation and coaching.

IT Delivery Manager

Role Purpose
The purpose of the IT Delivery Manager is to manage resource supply and delivery planning of the global IT technology staff. The role acts as an interface with the London based PMO team running global change projects, and project managers and team leaders across the global IT team, ensuring alignment of resource management plans.
Responsibilities
·         Drive the delivery of the diverse portfolio of IT projects working within a defined methodology
·         Prepare and manage an IT resource map up to 1 year in advance, predicting spikes and troughs of demand. Ensure that the IT and PMO leadership have accurate information from these reports to make resourcing decisions in a timely fashion.
·         Consult regularly with all Project Managers to ensure that their IT resource needs are being met, and provide management information to them to help them model their project costs.
·         Identify opportunities for utilising low cost FTE solutions as the default resource supply, falling back to contractors and partners where needed.
·         Work with resource owners / team leaders to model and predict supply and demand of IT resources and assist in the development of flexible burstable supplier capacity where appropriate.
·         Drive the project resourcing to a regular beat:  monitor workstream activity, dynamically manage resource allocations and keep all stakeholders informed.
·         Provide regular status reports that support effective decision making with the project, at the Management Review Group (MRG) and across PMO and IT leadership
·         Manage relationships with stakeholders (SCI) as well as with Save the Children members
Qualifications
Essential
·         Understanding of a structured Project methodology (e.g. PRINCE2) or accredited Project Management training (APM or PMI)
·         Understanding of an Agile approach to project delivery
·         Proven experience of supporting the successful delivery of projects across multiple geographic locations
·         Demonstrable experience and knowledge of programme and project practices and standards
·         Proven experience of using and leading change management activities including change impact assessment, stakeholder management, managing resistance, building change capacity
·         Demonstrable understanding of IT staffing methodologies, using a mixture of FTE, FTC, Offshore, Near shore, partners and suppliers
·         A proven ability to apply excellent analytical and problem solving skills, and to work collaboratively to deliver of effective solutions to project related issues
·         Highly developed organisational awareness and ability to understand any sensitivities within a complex multi-stakeholder structure; and think creatively and strategically to overcome obstacles to cooperation and progress

Digital Workplace System Administrator

Role Purpose
The purpose of the Digital Workplace system administrator is to manage the technical administration of the Workplace by Facebook platform across the whole of SCA (SCI + members) and support appropriate use of our global SharePoint Intranet and other Office 365 products such as Teams for collaboration. Working closely with the global communications team this role will have the goal of boosting adoption and correct use of our digital workplace platforms.
Responsibilities
·         Ensure that Workplace remains stable, performant and available to all users
·         Collaborate with Facebook engineers and product managers to understand new features, deployments and upgrades
·         Administer integrations with SCA systems (such as single identity) and collaborate with engineers specialising in those technologies
·         Support the creation of reports on Site usage across the Intranet, Team Sites and Teams
·         Support lifecycle management including creation of new sites and groups and depreciating old ones.
·         Identify and support the consolidation of duplicate sites/groups
·         Work with support teams to ensure site/group owners and editors are in place.
·         Collaborate with the product / community owner in the internal communications team, to provide management information about usage patterns, features and integrations
·         Drive further adoption and use of the platforms across the movement by suggesting new integrations, features and enhancements.
Qualifications
Essential
·         Bachelor’s Degree or equivalent higher education
·         ITIL service management qualifications
·         Proven experience of supporting the successful administration and maintenance of SaaS platforms in an enterprise environment
·         Proven understanding of Microsoft Azure identity management solutions
·         Proven experience of working with global teams across geographic boundaries
·         Excellent communication skills (written & oral English)
