Project Finance Manager (Agriculture) – Rwanda

Our client, a global leader in irrigation solutions for a sustainable agriculture is implementing a major irrigation project in Rwanda expected to last 18 months and seeks to hire a Finance Manager .
A. Job Purpose;
Reporting to the CFO AFRICA, the Finance Manager will define the process and implement the infrastructure/systems needed to support Gabiro project in Rwanda. S/he shall ensure legal and regulatory compliance for all accounting and financial reporting functions and oversee cost and general accounting, collection and payroll and risk management.
B. Main Tasks and Responsibilities
·         Review and approve preparation and finalization of monthly and annual financial reporting materials and metrics;
·         Ensure Statutory Accounts are reporting on time;
·         Responsible personally for General Ledger and Financial Statements – Balance Sheets, Income Statements, Fixed Assets and Intercompany reconciliation;
·         Ensures compliance with federal, state, and local legal requirements by researching existing and new legislation, consulting with outside advisors, and filing financial reports. Advises management of actions and potential risks;
·         Manages budget and controls expenses effectively and according to the project budget;
·         Manage cash flow with accordance to the project budget (collection, payments to subcontractors etc.)
·         Manage and control all financial risk involved in the project
·         Coordinate all audit activities.
C. Skills and Qualifications;
a) Bachelor’s degree (MA/MBA preferred) in Business, Management, or Finance.
b) Fully Certified or Chartered Accountant
c) 5 Years’ experience at a senior level
d) Be a Rwandese National
D. Essential Skills and Competences
a) Excellent communication and people skills, with experience collaborating in a multi-disciplinary and diverse team.
b) Demonstrated experience in financial management and accounting.
c) Experience should include legal, audit, compliance, budget, and resource development.
d) Experience with an International private sector Company oveseing the Project’s finance function preferably in agriculture sector
e) Technologically savvy (SAP)
f) Flexible and a self-starter; able to multi-task while also being highly detail-oriented.
g) Excellent fluency in written and spoken English. French – advantage
h) Good experiences in working in a multicultural environment.
i) Experience working with ERP systems
j) Ability to work under pressure and short deadlines.
k) Personal qualities of integrity, credibility, and a commitment.

Our Client is offering a competitive Salary of between 4000 and 5000 USD Per month

Project Manager (Large Scale Irrigation Project) – Rwanda
Open to candidates from East Africa and the rest of the world
Our client, a global leader in irrigation solutions for a sustainable agriculture is implementing a major irrigation project in Rwanda expected to last 18 months and seeks to hire a Project Manager to be based in Israel but coordinating the project in Rwanda.
A. Job Purpose;
Manage the Drip Irrigation Project Life Cycle from planning, production and purchasing, shipment to site, construction and commissioning, and handover to customer.
Establish and Maintain “Best Practices” in large scale Project Management methodology, including:
·         Plan and control
·         Coordinate between main providers of services
·         Report and inform all stakeholders
Assure achievement of project’s strategic objectives and successful completion.
Main Tasks and Responsibilities
• Planning Phase:
ü Build a detailed work-plan (tasks & timeline) to assure completion on time and handover of project to customer.
ü Define the required resources (internal & outsourcing) for project execution (sub-contractors, machinery & equipment, staff & HR, etc…)
ü Establish the project financial baseline for execution management and routine control of expenses and compliance with profitability goals.
ü Establish the project control routine & reports, and confirm compliance with all stakeholders’ requirements.
ü Plan in details the procedures for systems start-up, and handover to customer in compliance with contractual commitments.
ü Establish on-going procedures to monitor project’s risks, and plan in advance mitigation actions accordingly.
• Staff the project
ü Define job descriptions, plan and recruit the professional staff (on-site and back-office) as needed and in compliance with project budget.
ü In consultation with the appropriate manager, recruit, interview and select staff with appropriate skills for the project activities
ü Manage project staff according to the established policies and practices of the organization, and in compliance with project management requirements.
ü Contract qualified consultants and subcontractors to work on the project as appropriate
ü Present leadership and build team spirit, support transparency, integrity and accountability
• Implement the project
ü Execute the project according to the project plan and BoD decisions
ü Establish reporting routines and templates to records project activities
ü Establish the IT infrastructure and procedures to ensure that all project information is appropriately documented and secured
ü Establish procedures and templates for “Change Management” requests, and monitor efficient processes to monitor any changes from approval to execution according to change management accepted methodology.
ü Establish and manage reporting routines as per the accepted methodology.
ü Establish and manage the professional steps to assure quality execution of the project in compliance with international accepted standards in addition to Netafim quality standards.
ü Establish and control the compliance with international and local standards: safety, health & environment.
ü Establish and communicate the project ethic code.
• Control the project
ü Establish the procedures and templates to facilitate professional expenditure management.
ü Establish and manage the financial on-going control of project P&L (planned, actual, and estimation to completion), cash flow (planned vs. actual), issue invoices to customer per project progress, approve payments to vendors and suppliers per agreed payment terms, and keep a transparent financial statements with appropriate organization bodies.
ü Prepare financial reports and supporting documentation for management

• Evaluate the project
ü Ensure that the project deliverables are on time, within budget at the required level of quality and meet the project scope.
B. Essential Qualifications
1. A Bachelor’s Degree in Agricultural Engineering, Agriculture or equivalent
Or
Bachelor’s Degree in Business or Economics with 10 years’ experience managing largescale agricultural projects
2. 10 years of relevant experience in large scale infrastructure / civil works / agriculture projects with preference being irrigation projects
3. Experience in Project Management in Africa
4. Fully conversant with modern drip irrigation technology

Project Installation Manager (Large Scale Irrigation Project) – Rwanda
Position open to candidates from East Africa and the rest of the world
Our client, a global leader in irrigation solutions for a sustainable agriculture is implementing a major irrigation project in Rwanda expected to last 18 months and seeks to hire an Installations Manager to be based in Rwanda.
A. Job Purpose;
·         Ensure the successful implementation and commissioning of GAHP (gabiro agriculture hub project) project in the shortest period possible and most effective way possible. Manage and lead the installation and engineering teams on site, supervise and manage the onsite relationship with all subcontractors and constantly look for ways to push the project forward.
·         Maintain ongoing and effective communication with the onsite team of the customer and the project engineer / consultant.
B. Main Tasks and Responsibilities
1. Management of Netafim installation & engineering teams
2. Management of all subcontractors
3. Management & effective communication with the RAB project manager and JV project engineer
4. Ensure completion of the project in the shortest period possible, with maximum profit and at the defined quality.
5. Initiates and maintains an ongoing process of “Best Practices in Project Management” with his superiors, subordinates and other onsite stakeholders (customer, other contractors, customer supervisors) inter alia: planning, communicating, reporting, integrating, and controlling.
6. Manage and prioritize the daily activities of the onsite project team to ensure efficiency and goals accomplishment
7. Responsible to maintain project team status meetings, issue status reports, raise “Red Flag” warnings for projects’ deviation from planned schedule, scope of works planning, propose action steps to correct the deviation or escalate the issues to senior management.
8. Document the areas handover responsibility upon system commissioning
C. Qualifications
a. Bachelor’s Degree in Civil/Water/Soil/Agricultural Engineering
b. 5 Years’ experience managing installations for a major agricultural project
D. Essential Skills and Competences
1. Proven track record in management of large infrastructure projects, preferably related to water delivery networks and/or agriculture – required
2. Excellent fluency in written and spoken English. French – advantage
