Responsibilities
This Officer will be responsible for managing the Commission’s Library. The Officeholder will be expected to perform the following duties;
·         Ensure the achievement of the functions and objectives of the Supply Chain Management mandate;
·         Coordinate the day to day business of the Supply Chain Management Division.
·         Coordinate the preparation of the overall annual procurement plans;
·         Assist to formulate, execute and communicate the Commission’s procurement policies, strategies, plans and performance contracts and establish proper internal controls
·         Provide leadership to staff and ensure that the Division’s management structures are effective
·         Ensure the development of all Supply Chain Policy papers and provide follow up activities as may be required.
·         Coordinate the establishment of effective administrative structures, processes and systems in the Division;
·         Provide regular communication to the Secretary General/CEO on key technical, financial, administrative and partnerships matters related to the procurement function;
·         Coordinate stakeholders and the enhancement of the Division’s corporate image
·         Monitor and implement procedural or policy changes to improve operations and quality service delivery.
·         Advise the Commission on the best procurement practices which promote good corporate relations;
·         Oversee the efficient working of the procurement Committees and ensure regulatory compliance and reporting
·         Any other tasks as may be assigned by the Secretary General/CEO.
Qualifications
Academic & Professional Qualifications
·         A minimum of a Bachelor’s degree in any of the following fields namely; Business Administration (Supplies Mgt Option), Commerce, Marketing, Economics, Statistics, Procurement and Supplies Management Law from a recognized and accredited institution;
·         A Diploma or Higher Diploma in Procurement or Supplies Management from a recognized institution;
·         Be a member of a registered supply chain professional body
Experience
·         Minimum of ten (10) years of experience in the relevant field or profession two (2) of which should be at a comparable middle management level or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated competence within the supply chain unit of an organization
·         A self motivated individual with the ability to work independently
·         Have good industry knowledge and experience of government supply chain processes and procedures
·         Demonstrate knowledge of government procurement legislations and policies affecting the institution
·         Possession of good knowledge of ethics, governance and procurement operations of State Corporations

Responsibilities
The officer will be responsible to the Programme Director, Education for the development and implementation of UNESCO Basic Education and Learning programmes and activities in a results oriented and timely manner to achieve Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:
Duties
·         Be responsible for the day to day operations of the Basic Education and Learning Division and achievement of its functions and objectives;
·         Develop and implement the Division’s annual operational plans, performance contract and budget;
·         Recommend to the Programme Director effective processes, systems and internal controls in the Division including succession plans;
·         Coordinate the formulation, execution and communication of UNESCO related Basic Education and Learning policies, strategies, and plans and ensure their evaluation thereof;
·         Prepare relevant Basic Education and Learning policy and technical papers and provide follow up activities as may be required;

·         Serve as the focal point of the Basic Education and Learning Division;

Qualifications

·         A minimum of a Master’s degree in Education from a recognized and accredited institution
Experience
·         Possess a minimum of fifteen (15) years continuous experience in the education profession in a reputable organization three (3) of which must be at a comparable senior management level position or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated proven ability and results in managing national and/or international related functions;
·         Demonstrate good industry knowledge of the basic sciences sector and ongoing reforms;
·         Demonstrated knowledge and experience in the formulation and/or implementation of international agreements/conventions/protocols and priorities;

Research & Development Director

Responsibilities
The officer will be responsible to the Secretary General/CEO through the Deputy Secretary General, Corporate Affairs for the coordination and implementation research and development programmes in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:
Duties
·         Coordinate the day to day business and be responsible for the overall achievement of the functions and objectives of the Research and Development Department;
·         Ensure preparation of the Research annual plans, budgets, performance contracts and establishment of proper internal controls;
·         Ensure the formulation and communication of the Research and Development policies, strategies and plans;
·         Support in the formulation of research and development proposals;
·         Promote and negotiate funding contracts with partners to support research or other applicable studies or support;

·         Establish effective mechanisms for generation of research intelligence to inform policy;

Responsibilities
The officer will be responsible to the Secretary General/CEO for overall policy and strategy formulation and implementation of the five UNESCO Technical Programmes in a results oriented and timely manner to achieve the Commission’s goals, objectives and agreed performance targets. This will entail inter alia:
·         Represent the Secretary General/CEO when called upon;
·         Provide overall leadership and guidance within the Directorate of Technical Programmes;
·         Ensure the development and implementation of the overall budget, annual operational plans, and performance contract of the Directorate of Technical Programmes ;
·         Ensure the establishment of effective and efficient administrative structures, processes, systems and internal controls in the Directorate of Technical Programmes;
·         Oversee general administration and planning activities in the Directorate and influence procedural or policy changes to improve operations and quality service delivery;
·         Coordinate the preparation of Board papers from the Directorate and provide follow up activities as may be required;

·         A minimum of a Master’s degree in any of the above fields namely; education; environmental sciences; social sciences; arts; communication or information sciences from a recognized and accredited institution;
·         Possession of Doctorate degree in any of the above fields will be an added advantage
Experience
·         Have served at Director level or its equivalent for a minimum period of three years OR have eighteen (18) years cumulative, relevant and continuous work experience in a reputable organization eight (8) of which should have been in an equivalent or comparable senior management position dealing with leadership and senior management responsibilities

·         Demonstrated proven ability and results in heading an equivalent or comparable senior management portfolio;
·         Demonstrated proven leadership capabilities in financial, material and human capital management within a reputable institution;
·         Demonstrated proven ability and results in coordinating multiple portfolios of a reputable organization with a national or international character;
·         Demonstrated good industry knowledge in either the education; natural sciences; social sciences; culture; or communication and information sectors including involvement with ongoing national reforms;

Responsibilities
The Officer will be responsible to the Secretary General/CEO for the coordination and implementation of the Legal Services in a results-oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:
·         Coordinate the day to day business of the Legal Services Department.
·         Initiate the formulation of the Commission’s Legal policies, strategies, and plans and coordinate their evaluation thereof
·         Establish effective Legal administrative structures, processes and systems
·         Provide legal support in drafting of policies, directives and/ or instructions, and provide follow up activities as may be required.
·         Advice on adherence and Legal compliance with the national laws and international statutes;
·         Proactively guide and advice the Commission on all legal matters affecting its functions including new legislations;
·         Take minutes during board meetings and provide guidance to the Board on their duties and responsibilities related to matters of corporate governance;
·         Conduct legal research; write legal opinions and memoranda on matters relevant to the Commission as required,
·         Advise and participate in the negotiation of contracts, partnerships, memoranda of understanding (MOUs) and agreements generally,
·         Provide regular communication to the Secretary General/CEO and the Board on key Legal technical matters
·         Handle legal matters affecting or that may affect the Commission, including representation in courts, hearings and where else necessary
·         Any other tasks as may be assigned by the Secretary General/CEO.
Qualifications

·         Must have a Bachelor’s degree in law from a recognized university,
·         Diploma in Law (from Kenya School of Law);
·         Possession of a LLM, or Master’s degree in Governance, policy or related discipline will be an added advantage,
·         Must be an advocate of the High Court of Kenya,
·         Possess a current practicing certificate,
·         Possession of a CPS (K) and registration with the Institute of Certified Public Secretaries of Kenya will be an added advantage.
Experience

·         Coordinate the formulation, execution and communication of the financial policies, strategies, and plans and ensure their evaluation thereof;
·         Formulate and interpret the budget and finance policies and coordinate the preparation of the annual budget plans, and establishment of proper internal financial controls;
