Land Rates Clerk

Qualifications

·         Diploma in land related field like Valuation, survey, land registry or planning.

Responsibilities
·         To maintain plot rates register/record on allocated municipal leasehold lands, TOLS/Kiosks approved record, rates/rent in town, town houses/ land within town.

Clerical Officer

Qualifications

Driver

Qualifications
For appointment to this grade, an officer must have:
·         Kenya Certificate of Secondary Education mean grade D plain or its equivalent qualification from a recognized institution;
·         A valid driving license free from any current endorsement (s) for class (es) of vehicle (s) an officer is required to drive
·         Passed Suitability Test for Driver Grade III;
·         Attended a First-Aid certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT) or any other recognized Institution
·         Passed Practical Test for Drivers conducted by the respective Ministry/Department
·         A valid Certificate of Good Conduct from the Kenya Police; and
·         At least two (2) years driving experience.
Responsibilities
·         Driving a motor vehicle as authorized;
·         Carrying out routine checks on the vehicles cooling, oil, electrical and brake systems, tyre pressure, etc.;
·         Detecting and reporting malfunctioning of vehicle systems;
·         Maintenance of work tickets for vehicles assigned;
·         Ensuring security and safety for the vehicle on and off the road; safety of the passengers and/or goods therein; and
·         Maintaining cleanliness of the vehicle.

Inspector Roads
Qualifications
·         A diploma in civil engineering from a recognized institution; and
·         Must have a KCSE mean grade minimum C plain with KCSE C- in both Mathematics and Physics.
·         Must be computer literate.
Responsibilities
 In charge of road construction site;
·         Supervision and control of road works in the officer’s area of jurisdiction.
·         Assisting in the selection and location of suitable materials for road works.
·         Preparation and maintenance of master rolls, pay sheets, store ledger tools plant ledgers, log sheets and tickets, daily activity cards and any other records
·         Preparation of work plans and progress reports.

Human Resource Management Officer I

Qualifications

Accountant II

Qualifications
Direct Appointment
For direct appointment to the grade of Accountant II, candidate must meet the following qualifications:-
·         A pass in Part II of Certified Public Accountants (Kenya) Examination or any other acceptable professional accountancy qualifications by virtue of which the holder is exempted from Part II of the Certified Public Accountants (Kenya) Examination.
OR
·         A bachelor of Commerce Degree (Accounting Option) from a recognized University or any other qualification adjudged to be its equivalent and by virtue of which the holder is exempted from Part I of the Certified Public Accounts (Kenya) Examination.
·         Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.
Responsibilities
An officer at this level will be responsible for performing a variety of accounting work of limited scope and complexity under guidance of a more Senior Officer. Specifically Work will involve:
·         Verification of payment vouchers in accordance with laid down rules and regulations
·         Collation of financial estimates; determination of aggregate expenditures
·         Supervision of revenue collection processes
·         Control of expenditure and below the line group of accounts
·         General accounting work book keeping and routine accounting entries.
·         The scope and complexity of work will increase with experience and training but the officer will still be under close guidance where new tasks are involved.

Accountant I

Qualifications
For direct appointment to this grade, a candidate must have :
·         Passed Part III (Final) of Certified Public Accounts (Kenya) Examination.
Or
·         any other recognized professional accountancy qualification by virtue of which the holder is exempted from Part III of the Certified Public Accountants (Kenya) Examination.
·         Satisfy the requirement of Chapter Six of the Constitution of Kenya 2010 leadership and integrity.
Responsibilities
·         An Officer at this level will be required to deal with a day to day accounting operations in an Accounting Unit.
·         Work at this level will be subject to occasional checks rather than close supervision.
·         The officer will be expected to deal with all accountancy procedures and routine matters effectively and with audit guidance and accounting standards.
·         Responsibility at this level may also include a limited range of management accounting; preparation of final accounts, budgets and statements; and general supervision of staff including their training and development.
