PMI VectorLink Kenya Project
Background: Abt
Associates, a major American business and government research, technical
assistance, and consulting company, manages the USAID-funded Vector Control
Task Order 1. Task Order 1 will support the U.S. President’s Malaria Initiative
(PMI) and USAID to plan and implement an integrated vector control approach
with the overall goal of reducing the burden of malaria.
Under this contract, Abt will expand entomological monitoring to
guide programs focused on insecticide-treated mosquito nets and IRS and
continue to assist PMI in reducing the burden of malaria through IRS and
capacity building in 22 African countries where malaria is endemic. Abt also
will continue to support PMI in IRS monitoring and evaluation, as well as
environmental compliance.
The PMI VectorLink Kenya Project is led by Abt Associates, an
international development organization composed of dedicated professionals who
provide technical assistance, research, analysis, and practical training
services in more than 128 countries.
Abt Associates Inc. seeks candidates for its phase two recruitment
for the USAID-funded PMI VectorLink Kenya Project in the following positions.
Kindly note that the position is pending approval and client
funding.
Driver – Kisumu (2 Positions)
Under the supervision of the Procurement Officer, the Drivers
operate and maintains project vehicles to meet the transportation needs of the
PMI VectorLink Project in Kenya.
Responsibilities
·
Drive project, and project affiliated personnel to project sites
within the base location, and throughout the project implementation area for
project activities, including official site visits.
·
Transport project equipment, materials, supplies and documents to
project sites
·
Maintain up-to-date record keeping systems for vehicle issues
including fuel, mileage, and trip logs.
·
Observe all company vehicle utilization policies, in country
traffic laws.
·
Maintain project vehicle, including keeping accurate records, and
following a schedule of routine maintenance, repairs and cleaning.
·
Ensure the readiness of the vehicle for transport service by checking
oil, water, fuel, and tires, maps and conducting safety and security inspection
prior to driving.
·
Perform project routine business around the region, such as
receiving and delivering official project documentation to and from county
office, general office purchasing, and photocopying.
·
Purchase of basic cleaning and kitchen supplies and assist in the
purchase of other project authorized items.
·
Perform relevant general service activities such as collection of
pro-forma, processing customs duty clearances and tax exemptions, as directed.
·
Make arrangements for repairs, maintenance, and improvements to
the office, as requested by the project management.
·
Regularly check post office boxes, collect and dispatch letters,
parcels and other correspondence, and perform other local errands.
·
Performing any other duties as assigned by the supervisor.
Qualification
·
Completion of Secondary School is highly desirable.
·
Valid Driver’s License.
·
At least 6 months prior experience in commercial driving.
·
Thorough knowledge of local traffic laws and area traffic
patterns.
·
Knowledge of safety and security principles
·
Excellent driving record and experience in traveling through the
base location and other key areas of the country.
·
Previous work experience on a development project is desirable.

Duty Station / Location: Kisumu, Kenya
Sub-County Coordinator – Migori (3 Positions)
Under supervision of the Migori County Coordinator, the Sub-County
Coordinator will focus on programmatic oversight for IRS activities at the
sub-county level, including pre-spray site construction, inspections and
training, mid-spray coordination and supervision, and post-spray closedown and
reporting.
S/he will coordinate closely with sub-county government counterparts,
and oversee the activities of project field staff and seasonal spray teams in
the sub-county (ies).
Responsibilities
·
Manage rigorous IRS campaign planning efforts in assigned
sub-county (ies), including quantification of insecticides and equipment needs;
identification and recruitment of spray teams; logistical planning for IRS
distribution and transportation; insecticide and equipment storage, security,
and environmental safety; and coordination with sub-county level Ministry of
Health counterparts.

Work in collaboration with the Sub-County Malaria Control
Coordinator (SCMCC) and IRS steering committee in the Sub-County Ministry of
Health to manage planning and coordination of IRS activities.
·
Oversee the recruitment, training, and supervision of spray teams
and IRS spray operators.
·
Supervise and track inventory distribution and storage of
materials, work with the logistics and procurement team to support procurement
of IRS materials.
·
Supervise IRS implementation, and contribute to the trainings conducted
in the assigned sub-county (ies).
·
Ensure that routine program tracking and reporting are in place
and delivered on time.
·
Supervise and monitor field data collection with project
M&E team.
·
Manage the BCC/IEC campaign and data collection process.
·

Qualification

field.

Entomology Field Technician (2 Positions)
Under the supervision of the Technical Manager, the Entomology
Field Technician will be responsible for timely and high quality field
entomological work and will assist the Entomology Laboratory Coordinator with
managing the insectary and laboratory in Kisumu.
Responsibilities
·
Support implementation of the following set of entomological field
activities:
1.
establishment of sentinel sites
2.
pre- and post-pyrethrum spray collections to monitor indoor
resting vector populations
3.
wall bioassays 1 to 2 weeks after every spray cycle to evaluate
the quality of spraying.
4.
wall bioassays activities monthly in selected localities to
evaluate the residual efficacy of insecticide.
5.
vector susceptibility studies annually for all currently used and
candidate insecticides in order to monitor resistance status
·
Participate in other field activities as required
·
Perform morphological mosquito identification for Anopheles and
culicine species.
·
Assist with procurement requests related to the field
entomological activities
·
Adhere to the Standard Operational Procedures for these activities
·
Support when required Entomology Laboratory Coordinator in
managing the laboratory activities and insectary operations.

Ensure proper and timely data recording and entry.
This position may require frequent visits to the field and
sentinel sites for mosquito collection.
Qualifications
·
Secondary School / Diploma A2 completion (minimum), or Bachelors
Degree (desirable), in bio-chemistry, laboratory,
veterinary or other related health field.

At least 6 months of experience in laboratory or veterinary work.

Knowledge in computer skills (able to run programs such as

Responsibilities
·
Perform general clerical duties, to include but not be limited to

Maintain hard copy and electronic versions of a project archive,
including contract and subcontract documents, client approvals, consultant documents,

Warehouse Manager
Responsibilities
·
Lead VectorLink Kenya project activities in warehousing at the central
warehouse level.
·
Provide strategic guidance to the county warehouse managers and
supply chain coordinator on warehousing and supply chain issues.
·
Strengthens local project capacity other government partners in
warehousing and distribution.
·
Ensure that all of the VectorLink warehousing best practices and
tools are being used for management of IRS commodities, and that all procedures
are done in accordance with the IRS Best Management Practices.
·
Promote use of PMI VectorLink computerized warehouse management
system, recommend improvements and strategically lead further implementation at
all county warehouses.
·
Promote the use of data to inform and guide decision making by
continually identifying gaps and developing corrective actions as needed.
·
Develop and implement a plan to transfer key warehousing functions
to the MOH/county government
·
Quality control and receipt of delivered goods, and the processing
of customs clearance, tax reimbursement.
·
Management of the project’s inventory control system, including
storage, quality control, inventory record keeping, and inventory reporting.
·
Directs and supervises the storage, distribution, and transport of
IRS commodity goods and equipment throughout the target counties and
sub-counties.

Ensuring accountability for all IRS inventory at all operational

Qualification

Office Manager
Responsibilities
·
