Chief Information Officer

Job Purpose
Plan, coordinate, and manage the overall operation of the Information Services.
The  Director  of  Information  Communication  Technology (ICT)  will  manage  all  ICT operations, Telephone Exchange Services and Health Records Information Services. The area of responsibility includes the full range of information systems and telecommunications activities, including determining user requirements, recommending practical solutions, and leading hospital-wide efforts to improve the effective use of technology.
The  officer  will  oversee  the  development,  implementation,  and  use  of technology throughout the hospital, working closely with management and senior officers, system users, vendors and consultants, and the ICT, Health Records and Telephone Exchange department staff to assess and address user and the institution’s needs.
The officer will be reporting to Chief Executive Officer (CEO).

Responsibilities

·         Manage the deployment, monitoring, maintenance, development, upgrade, and support of all ICT systems, including servers, PCs, operating systems, telephones, software applications, health information systems and peripherals in the hospital.
·         Overseeing all technology operations and evaluating them according to established goals;
·         Devising and establishing IT policies and systems to support the implementation of strategies set by senior management;
·         Analyzing the business requirements of all departments to determine their technology needs;
·         Provide expertise and support during systems upgrades, installations, conversions and verify required periodic maintenance of computers, health information systems and telecommunications hardware;
·         Oversee systems development enhancement and the integration of new systems within existing systems;
·         Work with advocacy staff to develop strategies and plans to enhance client services, improve user effectiveness, and foster innovation;
·         Manage ICT, Health Records Information Services and Telephone Services staff, including, training, evaluation, guidance, discipline and discharge;
·         Develop standard operating procedures and best practices, including providing written protocols and guidance to ICT, Health Records Information Services and Telephone Service staff and to end-users;
·         Ensure the creation and maintenance of all written documentation, including system and user manuals, license agreements, and documentation of modifications and upgrades;
·         Oversee provision of end-user services, including help desk and technical support services;
·         Keep current with the latest technologies and determine what new technology solutions and implementations will meet system requirements;
·         Develop and implement all ICT, Health Records Information Services and Telephone Service policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision;
·         Manage servers, security solutions, network hardware and equipment; and
·         Manage telecommunications infrastructure and development plans, projects, policies and procedures.

Requirements

·         Masters degree in any of the following disciplines: Computer Science, Information Technology or Business Information Technology, Health Records and Information Service or any other relevant equivalent qualifications from recognized institution
·         Strategic Leadership Development Course lasting not less than six (6) weeks from a recognized institution.
·         Must have attended Corporate Governance course lasting at least five (5) days or its equivalent from a recognized institution;

Director, Commercial Services

Job Purpose
An officer at this level will report to the Chief Executive Officer. Director Commercial Services role is to add value to MTRH’s growth activities by identifying new commercial opportunities and managing marketing efforts. Will keep abreast of market trends and dynamics to provide strategic advice to Top Management.
An excellent Director Commercial Services will have an entrepreneurial mindset and great leadership skills. The ideal candidate will also be a creative strategist with excellent organizational abilities.
The goal is to promote and expand the Hospital’s commercial activities that will generate revenue and lead to sustainable growth.

Responsibilities

·         Developing and implementing the Commercial Strategy for the Hospital. The Directorate consist of the following Departments: Private Wing I, Private Wing II, Farewell Home and Resource Mobilization.
·         Understanding the value drivers of the business and identifying profitable commercial opportunities to grow revenue and market share.
·         Developing and maintaining an excellent understanding of the Clients to ensure that their needs are being met.
·         Undertaking Market Research and Analysis and producing Business Plans/Recommendations (including all associated costs and forecasted revenue for the business), to ensure that all business development opportunities (new products, services and markets) are optimized.
·         Championing and leading each new product or service development, from innovation through to successful implementation.
·         Ensuring that regular reviews are carried out with customers, to ascertain their needs

Audit, Risk & Compliance Manager

Job Purpose:
Reporting functionally to the Audit Committee of the Board and administratively to the Chief Executive Officer (CEO) for generating the Hospital overall internal control and risk management of its operations and to independently perform risk based audits in line with the agreed audit plan to identify and assess the effectiveness of controls accuracy of financial records, systems and efficiency of operation risk management and compliance with Government regulations.

Responsibilities

·         Driving and supporting the implementation of all risk and compliance frameworks and policies within the Hospital and to provide oversight and monitoring of risk compliance;
·         Reviewing the Internal Control Framework and consistently ensuring its compliance;
·         Development of standards, procedures, guidelines templates to support the implementations of risk and compliance policies frameworks;
·         To support Hospital through engagement with other department to develop robust Internal Audit recommendations while taking the appropriate action;
·         Coordinating and facilitating the development and implementation of the Formal Risk Management Framework;
·         Leading in the development of the annual audit plan;
·         To lead portfolio of audits, responsible for planning, organizing, administration, coordination and operations of Internal Audit matters;

Deputy Audit, Risk & Compliance Manager

Responsibilities

·         Developing and formulating internal audit policy guidelines and analyzing the impact on regulations;

·         Masters degree in Criminology & Security Studies or equivalent qualification from a recognized institution.
·         Diploma in criminology, law, security management and police work, police scheme, peace building, police management, risk and disaster management or any other field related to police work/security or an equivalent qualification from relevant institution lasting not less than 9 months.
·         Current Certificate of Good Conduct from the Directorate of Criminal Investigation;

Legal Manager & Corporation Secretary

Job Purpose:
An officer at this level will be responsible to the Chief Executive Officer for planning, organizing, coordinating and administration of all Legal Affairs of the Hospital and also serve as the Corporation Secretary.
Legal Manager/Cooperation Secretary leads and directs the legal portfolio and establishes robust legal governance frameworks across the Hospital to ensure that the institution’s strategic priorities are achieved and are supported by appropriate legal, policy, regulatory and compliance advise and structures, and that risk is effectively minimized.

Responsibilities

·         Provide legal counsel and legal litigation services through the development and implementation of legal policy and governance frameworks, and the best mix of internal and external legal services to the Hospital to provide the highest quality legal advise;
·         Develop and implement legal, policy, regulatory and compliance, and litigation management frameworks to minimize and manage risks, ensure compliance and facilitate reporting requirements;
·         Provide innovative, practical and contemporary legal leadership and expertise to resolve significant and complex legal issues on behalf of the Hospital;

Job Purpose
Planning, Monitoring and Evaluation Manager (PM&E Manager) has overall responsibility for coordination of all planning, monitoring and evaluating objectives and goals in the Hospital.
To ensure adherence to set project monitoring protocols, evaluate the performance of projects and ensure adherence to Hospital strategic plan;
Responsible for guiding the overall Monitoring & Evaluation strategy and implementation- related activities within the project and via partners and providing timely and relevant information to all Hospital stakeholders.
To manage and further enhance the Monitoring & Evaluation system, ensuring it is implemented effectively, including data collection activities, survey work, training, analysis and Monitoring & Evaluation reporting.

Responsibilities

·         Formulating, implementing and reviewing Planning Monitoring & Evaluation policies, strategies, programmes and guidelines;
·         Being in-charge of the Performance Based Management System in its entirety for Board level, Departmental and Individual levels. This includes performance target formulation, contract drafting, contract reporting, contract evaluation and contract improvement;
·         Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant departments;
·         Provide direction for the collection of data, establishment of databases, and assessment of policy options that facilitates Hospital’s decision-making with regard to performance of adopted or contemplated plans and policies;

Responsible for the public relations aspect within the Hospital. Builds and sustains a Hospital’s reputation for quality, reliability, and customer satisfaction. Writes and delivers press releases and handles all communication sent to the public.

·         Proactively manage Hospital’s brand and reputation;
·         Ensure public views the Hospital favourably;

Public Health Officer I

Job Purpose
Prevent disease, prolong life, and promoting physical health and efficiency through organized community efforts for the sanitation of environment, the control of community infections, the education of individuals in principles of personal hygiene and preventive treatment of diseases.

Responsibilities

·         Planning and implementing Public Health programmes;
·         Interpreting and enforcing Public Health Laws and Regulations;
·         Collecting, analyzing and interpreting data;
·         Implementing and evaluating public health training programmes;
·         Vetting and approval of structures; and
·         Mentoring coaching and training of staff and students.

Requirements

·         Bachelor’s degree in any of the following disciplines: Environmental Health, Public Health or equivalent qualification from a recognized Institution.
·         Must have at least two (2) years working experience in a reputable institution.
·         One (1) year internship period.
·         Valid (2018) practising license from the Public Health Officers and Technicians Council.
·         Certificate of Competence from the Association of Public Health Officers.

Accountant II

Job Purpose
Prepares asset, liability and capital account entries by compiling and analyzing account information, summarizes current financial status by collecting information, preparing balance sheet, profit and loss statement and other reports. Substantiates financial transactions by accounts documents.

Responsibilities

·         Preparing and analyzing accounting records and financial reports to ensure conformance to reporting and procedural standards;
·         Processing payments;
·         Preparing accounts for special funds including donor, programmes and projects funds;
·         Preparing and compiling financial reports;
·         Carrying out bank reconciliation;
·         Collation of financial estimates;
·         Preparing bank reconciliation process;
·         Establishing tables of accounts, and assigning entries to proper accounts;
·         Preparing and verifying payment vouchers, petty cash vouchers and suppliers’ invoices in accordance with the laid down rules and regulations;
·         Balancing of cashbooks, imprest and advance ledgers;
·         Entering primary data and carrying out routine accounting work;
·         Maintaining efficient filling systems;
·         Safe keeping of invoices, receipts and other accounts records; and
·         Preparing books of accounts.

Requirements

·         Bachelor’s degree in Commerce (Accounting or Finance option), Business Administration (Accounting option) or its equivalent qualification from a recognized institution.
·         Must have at least two (2) years working experience in a reputable institution.
·         Certified Public Accountants Kenya (CPA-K) Certificate.
·         Membership to ICPAK with 2018 membership licence.
·         Certificate in Computer Application Skills from a recognized institution.

Pharmaceutical Technologist III
Job Grade, M10

Job Purpose:
Review, dispense prescription as per treatment sheet of medications by compounding, packaging and labelling pharmaceuticals to clients and offer expertise in the safe use of prescriptions.

Responsibilities

·         Dispensing drugs/medicines to patients;
·         Receiving, interpreting, and processing prescriptions;
·         Recording prescriptions in a pharmacy unit;
·         Pre-packing, repacking and writing instructions on labels;
·         Advising patients on usage of drugs in a pharmacy unit;
·         Maintaining drug registers/books;
·         Stock-taking of drugs and medicinal devices on monthly basis.

Requirements

·         Diploma in either Pharmacy or Pharmaceutical Technology or equivalent qualification approved by the Pharmacy and Poisons Board from a recognized institution.
·         Must have at least two (2) years working experience in a reputable institution.
·         Enrollment Certificate as a Pharmaceutical Technologist awarded by the Pharmacy and Poisons Board (PPB).
·         Annual (2018) license from Pharmacy and Poisons Board (PPB).
·         Certificate in computer application skills from a recognized institution.
·         Such other qualifications as may be deemed to be equivalent by the Board.

Occupational Therapist III
Job Grade, M10

Job Purpose
Help people increase their functional independence in daily life while preventing or minimizing disability.

Responsibilities

·         Providing occupational therapist services to patients;
·         Assessing and formulating patient’s treatment plan;
·         Examining and assessing patients’ needs;
·         Rehabilitation and habitation through simulated activities;
·         Verifying and maintaining information relating to patients;
·         Maintaining records and data relating to patients;
·         Collecting data for operational research;
·         Sensitizing on occupational therapy issues; and ix. Preparing periodic reports.

Requirements

·         Diploma in Occupational Therapy from Kenya Medical Training College (KMTC) or equivalent qualification from a recognized institution;
Must have at least two (2) years working experience in a reputable institution;
·         Should be a member of Kenya Occupational Therapy Association; and
Certificate in computer application skills from a recognized institution.


Physiotherapist III
Job Grade, M10
Ref: MTRH/HR/15/06/ 2018
Job Purpose:
Help people affected by injury, illness or disability through movement and exercise, manual therapy, education and advise. Maintain health for people of all ages, helping patients to manage pain and prevent disease.

Responsibilities

·         Assessing patients’ needs and rehabilitating them;
·         Verifying and maintaining information relating to patients;
·         Design treatment plans;
·         Write patient case notes and collect statistics;
·         Assessing patient needs including rehabilitation;
·         Screening, assessing and providing therapeutic exercises; and
·         Collecting data for operational research;
·         Sensitizing the community on physiotherapy issues; and
·         Preparing periodic reports.

Requirements

·         Diploma in Physiotherapy from Kenya Medical Training College (KMTC) or equivalent qualification from a recognized institution.
·         Must have at least two (2) years working experience in a reputable institution.
·         Certificate of Registration from the Kenya Society of Physiotherapists (KSP).
·         Current (2018) practicing Certificate from the Kenya Society of Physiotherapists (KSP).
·         Certificate in computer application skills from a recognized institution.
