The Kenya Accreditation Service (KENAS) is a state corporation and the sole National Accreditation Body (NAB) mandated under Legal notice No.55 of May 2009 to provide accreditation services in Kenya and beyond. 

KENAS is mandated to provide accreditation services to the conformity assessment bodies (CABS) so that consumers are guaranteed quality goods and services.


Accredited CABs provide quality products and services to consumers and also ensure that their health, safety and economic interests are protected as stipulated in the Constitution.

KENAS gives formal attestation that Conformity Assessment Bodies (CABs) are competent to carry out specific conformity assessment activities.  

KENAS is seeking to recruit qualified Kenyan citizens to fill the following vacant positions in its establishment:

Chief Executive Officer

KENAS seeks to recruit a visionary dynamic leader for the position of Chief Executive Officer. 

The Chief Executive Officer shall be responsible to the Board for execution and communication of Board’s strategies, decisions and policies and day-to-day management of the KENAS for the achievement of its objectives.
 
The successful applicant will be responsible for providing leadership and strategic direction for growth and development of Kenya
Accreditation Services-KENAS.
 
Key Responsibilities Duties
·                     Lead across all aspects of the organization in liaison with the Board
·                     Direct overall organization activities of KENAS in line with its mandate, policies and programmes
·                     Direct the attainment and maintenance of bilateral and multilateral arrangements for ease of flow of goods and services across our borders through accredited conformity assessment.
·                     dAdvocate / promote the organization to stakeholders and regulators.
·                     Direct the development of KENAS strategic plan in line with the mandate of the organization.
·                     Guide the development of KENAS budgets and establish proper internal controls by exercising prudent financial and administrative management.
·                     Oversee the implementation of transparent and prudent procurement and operational processes while ensuring integrity of the affairs of KENAS.
·                     Direct engagements of strategic partnerships and collaborative efforts at national, regional and international levels
·                     Oversee the implementation of corporate policies and foster a corporate culture that promotes ethical practices and good corporate governance.
·                     Assure business continuity through an effective management structure, including succession planning and sound risk management framework
·                     Mobilize resources and ensure effective utilization in the institution
·                     Engage the office of the Cabinet Secretary, Principal Secretary and other officials from the parent Ministry for effective service delivery.
Requirements
·                     Must have a Master’s degree in the relevant field.
·                     At least 15 year work experience with 10 years in a managerial role.
·                     At least 5 years’ experience in Standards and Quality Management.
·                     Membership to relevant professional bodies

Case Officer

Job Purpose: Responsible for the management and performance of conformity assessment systems to facilitate trade through evaluation of Conformity Assessment Bodies that include testing, calibration, medical and veterinary laboratories, proficiency test service providers, certification and inspection / verification bodies to adhere to the set KENAS requirements, relevant international standards and regulations
 
Key Responsibilities Duties / Tasks
 
a) Providing technical expertise in the relevant science related field during conformity assessment fields.
 
b) Design curricula for training of CABs in the fields of Testing & Calibration laboratories (ISO/IEC 17025), Medical laboratories (ISO 15189), Inspection and verification (ISO/IEC 17020), Certification (ISO/IEC 17021), Product certification (ISO/IEC 17065), proficiency testing (ISO/IEC 17043),Personnel certification (ISO/IEC 17024) and ILAC/IAF guides
 
c) Promote uptake of accreditation as a means of reducing technical barriers to trade through engagement and sensitization of stakeholders nationally, regionally and internationally
 
d) Plan and carry out assessments and review reports from assessment teams for accuracy in population of assessment outcomes and for completeness prior to progression for internal reviews
 
e) Manage assessments of Conformity Assessment Bodies
 
f) Supervise, evaluate and report on assessors and technical experts’ performance during each assessment.
 
g) Mentor and coach assessors and technical experts.
 
h) Co-ordinate Technical Committees in Certification, Inspection & Verification, Testing & Calibration, medical & veterinary sections on quarterly basis.
 
i) Develop assessment guides and criteria documents based on conformity assessment programmes at national, regional and international levels - African Accreditation Cooperation (AFRAC), International Laboratory Cooperation (ILAC), International Accreditation Forum (IAF), International Organization for Standardization (ISO) and International Electro-technical Commission (IEC).
 
j) Provide advice on suitable Proficiency Testing (PT) and Inter-laboratory Comparison (ILC) schemes for the testing, calibration and medical industry through undertaking research on available PT and ILC schemes at national and international level and informing the CABS on the same.
 
k) Formulate and provide technical advice to Accreditation Manager on accreditation programs, policies, procedures, proposals on an ongoing basis.
 
l) Organize and convene assessor conclave to sensitize and update assessors and technical experts on new developments in the conformity assessment field.
 
m) Develop and maintain cordial relationship with clients, regulators, associations and key stakeholders in the conformity assessment arena by acting as a point of contact for stakeholders.
 
Job Competencies (Knowledge, Experience and Attributes / Skills)
 
Requirement
·                     Bachelor’s degree in Science related fields
·                     At least 8 years relevant experience with at least 5 years in management role.
Professional Qualifications / Membership to professional bodies
·                     Trained in quality management systems.
·                     Trained in conformity assessment standards.
·                     Trained assessor in relevant conformity assessment standards.
·                     Affiliation to relevant professional bodies.
