Health Manager

As head of the unit, lead and
supervise a group of professional staff to develop and administer the sectoral
and/or inter-sectoral programmes with a view to integrating gender equality
across all aspects of the country programme.
Responsibilities

Lead timely, regular data-driven
situational analyses (including epidemiological, gender equality and emergency
assessments)
·
Provide in-country leadership in
data-driven prioritization and implementation of Health strategies and
interventions;
·
Provide technical and operational
guidance and support to government and non-government partners;
Champion results-based management;

Monitor developments at the
international, regional and decentralized levels;
·
Understand Health needs of vulnerable
or marginalized groups.

Upstream activities
·
Provide in-country leadership on
Health policies, including advocacy in gender equality, emergency preparedness
and response, with a particular focus on maternal, neonatal and child Survival;
·
Play an active role in broader Health
sector discussions such as Sector-wide Approaches (Swaps), Poverty Reduction
Strategies etc;
Requirements
·
Advanced degree in one of the
disciplines relevant to the following areas: Medicine, Public Health,
Pediatrics Health, Health Research, International Health, Health Policy and
Management, Environmental Health Sciences, Family Health, Biostatistics,
Socio-medical Sciences, Epidemiology, Health Education, or a field relevant to
international development assistance in Health.

A minimum of 8 years of relevant
professional work experience. Field work experience. Experience in facilitating
technical support in health related emergency and humanitarian preparedness.
Experience in programme/project management, and UNICEF policies and strategy to
address conflicts, natural disasters, and recovery.
·
Experience working in the UN or other
international development organization an asset.
·
Demonstrated experience in newborn
care programming an asset.
·
Background/familiarity with Emergency
and gender mainstreaming.

Supply Specialist

Responsibilities
·
Planning capacity development/optimization
for supply chain management through coordination with Operations/Programme
Sections;
·
Develop and provide relevant
technical materials on product specifications, supply and logistics processes
to facilitate cost-effective efficient procurement, customs clearance,
inventory management and distribution of supplies and equipment, in support of
the country programme implementation;
·
Develop Supply/Logistics capacity
development component of the Country Programme, including optimum capacities
for storage and distribution of supplies to all project sites.
·
Plan, design and conduct training for
UNICEF’s staff/consultants and counterparts in supply management, customs
clearance, distribution and inventory management of supplies and equipment in
order to maximize supply delivery
·
Provide effective coaching to the
staff/consultants on institutional service contract management: contract
planning, terms of reference and evaluation criteria, monitoring contract
deliverables, contract evaluation and closing contracts;
·
Provide advice to the Country Office,
government ministries, counties and other implementing partners on offshore
and/or local procurement policies and procedures, delivery and utilization of
UNICEF supplies and equipment; coordinate with the Supply Division, Copenhagen,
on supply policy and/or activities;
·
Coordinate with the Programme Section
on supply planning, providing technical advice on procurement specifications
and terms of reference; and supply and service administration as well as
providing advice on requirements in the development of the supply and
institutional service component of the Country Programme;
·
Coordinate with Programs, field
offices and counties on mechanisms for stock management and distribution,
end-use and field trips, training opportunities and materials, optimising
manpower and other resources for supply management.
·
Oversees and coordinates the overall
preparations for supply end-use monitoring and evaluation with
Operations/Programme Sections, Field Offices and counties to achieve best
monitoring results;
·
Ensures timely preparation of and
action on supply status & monitoring reports (including supply field trip
reports) required for programme reviews and analysis, annual reports, appeals,
etc;
·
Interprets monitoring reports and
makes recommendations to the country office for improvement of the supply chain
impacted offshore and local procurement and delivery.
·
Develop and maintain partnership and
collaborative relations with other UNICEF offices, Government, and other UN
agencies, multilateral and bilateral counterparts in supply and logistics
activities including distribution, monitoring supply inputs and inventory.
Requirements
·
Advanced university degree in
Business Administration, Management, International Economics, Engineering,
International Development, Contract/commercial Law or specialization in
directly related areas including credited courses in supply, logistics,
purchasing or contracting. Equivalent educational qualification in relevant
areas (transport or logistics operations/management, supply management, etc.)
·
At least Five years of relevant
professional work experience. Work experience in supply, logistics, purchasing,
contracting, administration and/or other related fields;
·
Work experience in emergency duty
station. Strong background in field monitoring and with government institutions
at central and local level.
·
Developing country work experience
and/or familiarity with emergency is considered an asset.
Fluency in English is required. Knowledge of a local language in the duty station is an asset.
