Main purpose of job: The Supply Chain Officer will provide technical assistance to the county government to strengthen county, sub-county and facility level commodity security and quality assurance for Family Planning / Reproductive Maternal, Newborn, Child and Adolescent Health (FP/RMNCAH) commodities. 

Working with the Sub-County Health Management Team (SCHMT) s/he will support a programme of work to prevent stock-outs, reduce commodity wastage, and reduce order lead time for essential RMNCAH commodities.
 
Main duties
 
Baseline development
  • Support the SCM component of the organizational capacity assessment (OCA), identifying capacity gaps
Capacity Development
  • Work in partnership with the county government to create a capacity development plan to improve SCM performance
Technical Support
 
Provide technical assistance, training and mentorship on specific technical areas, such as:
  • Quantification and supply planning, inventory management and stocking according to established stock control parameters
  • Development, utilization and scale up of inventory management tools, leveraging existing electronic systems as far as possible
  • Quality assurance of FP/RH/MNCH commodities at county level, good storage practices and patient/client safety

Qualifications
  • Degree or professional certification in Supply Chain Management, Business Management or related field
Experience
  • At least three years demonstrated experience at mid-level in operational experience designing and managing supply chain systems preferably in the health sector in Kenya.
  • Experience working with government or donor funded programs will be an advantage.
  • Demonstrated ability to work effectively with government representatives, for-profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level, preferably including demonstrated experience in building capacity in supply chain management.
Skills and attributes
  • Strong oral and written communication skills

Main duties
 
Baseline Development
  • Support the HRH component of the organizational capacity assessment (OCA), identifying capacity gaps
Capacity Development
  • Work in partnership with the county governments to create a capacity development plan to improve HRH performance
Strategy Development, Training and mentorship
  • Liaise with and leverage HRH support for the counties from existing and/or planned donor funded HRH projects (e.g. USAID national mechanisms)
  • Provide technical assistance, training and mentorship on specific technical areas, such as:
1.    HRH leadership at county level through a functional HRH TWG
2.    HRH strategy development
3.    HRH mapping
4.    HRH database development and use

Main purpose of job: The Health Management Information System (HMIS) & Data Use Officer will provide technical assistance to the county government to strengthen the quality and routine use of Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) data, with a focus on government systems. 

The purpose of the role is to promote the use of data driven decision making at all levels, to improve RMNCAH outcomes.

Main duties

Technical Support

  • Availability and utilization of new MOH data collection tools
  • Regular data use forums and other data use mechanisms (e.g. dashboards, scorecards, talking walls, etc.)

Main purpose of job: The Family Planning/ Reproductive, Maternal, Newborn, Child and Adolescent Health (FP/RMNCAH) Officers will be based at the sub-county level and provide hands on support and technical assistance to the Sub-County Health Management Team (SCHMT) to strengthen the quality and utilisation of reproductive, maternal, neonatal, child, and adolescent health services.
Main duties
 
Technical Inputs
 
Provide technical guidance, advice and support to project counterparts to effectively implement activities across a broad range of service delivery areas, including:
  • Quality improvement along FP/RMNCAH continuum of care
  • Maternal and Perinatal Death Surveillance and Response (MPDSR)
  • Respectful maternity care
  • High impact and locally appropriate interventions, such as KMC, birthing cushions, youth friendly services, post-abortion care
  • Treatment and management of STIs including HIV (eMTCT)
  • Integrated management of childhood illnesses (IMCI)
  • Improved inter-facility referral
  • Improved blood availability
  • Family planning service delivery including long-term methods (through static clinics and outreach)
  • Nutrition and Water, Sanitation and Hygiene (WASH)
  • Work with hard-to-reach or marginalised communities
Capacity Development
 
Promote the development of health workers and management staff capacity in the above areas through a broad range of approaches such as curriculum development and training, one-on-one mentorship and on-the-job training, supportive supervision, etc.
