Kenya Field Manager

Background: GiveDirectly is driving a re-evaluation of the assumptions underlying international philanthropy with a provocative model: we deliver donations directly to the extreme poor and let them decide what to do with them. 

This approach builds on two converging trends: the rapid spread of electronic last-mile payments solutions in the emerging markets, and the large body of experimental evidence showing that direct transfers are as or more cost-effective at reducing poverty than more traditional, top-down approaches. 

GiveDirectly’s field operations utilize state-of-the-art technology and business processes to deliver transfers securely, efficiently, and transparently. Our unorthodox approach – allowing the poor, and not the donor, to choose where they invest – has prompted debate in the popular press and among policy makers.

Overview:
 The Field Manager (“FM”) will play a central role in ensuring that GiveDirectly delivers a gold-standard product to donors and recipients. 

The Field Manager will own the overall enrollment process, including tracking performance of field teams; achieving targets; building a culture of mentorship and professional development; and identifying opportunities for risk mitigation and process improvement. 

The Field Manager will serve as the key “eyes and ears” resource on the ground for the Field Director and will be responsible for regularly synthesizing updates on operational health. 

The role will reward exceptional personnel management, organizational skills, high-quality judgment on operational challenges, and a strong commitment towards building a scalable and better-leveraged field org.

Responsibilities:

Workflow management / tracking
  • Create work-plans for field teams in collaboration with Associate Field Managers
  • Review weekly reports to track productivity and quality of service; own course correction if metrics are slipping
  • Formulate a plan for targeted monitoring/engagement while in the field
Org development
  • Reduce dependence on senior management and create more leverage for Field Director through capacity-building and delegation
  • Identify gaps in org chart and propose solutions to Field Director
  • Run performance reviews for direct reports and build their capacity to do the same for Field Officers
Risk management and process improvement
  • Anticipate areas of risk and create mitigation plans (e.g. coordination on complex research partnership, political instability, slow-downs from pilots, etc.)
  • Assist Field Director with response to “crisis” events (e.g. refusals, government shut-down, coordinated fraud, etc.)
  • Serve as the organization’s engine for continuous improvement of the enrollment process and recipient experience by identifying key opportunities and executing on various initiatives
Support for auxiliary projects
  • Assist Field / Country Director with communicating and executing new projects / pilots / technologies (e.g. messaging Segovia to field team, brainstorming options for community-based targeting, rolling out mobile app questions, etc.)
  • Assist Field / Country Director with hosting journalists, donors, and other external parties
Community engagement
  • Meet with local government officials to secure permission for GD to operate and keep them informed about GD’s activities
  • Liaise with community leaders (e.g. church, business and local NGO leaders) to problem-solve issues that arise in the field (e.g., refusals and false rumors)
Team-building / morale
  • Monitor team dynamics and own follow-up on barometer activities
  • Identify opportunities for morale-building (e.g. retreats, team events, incentive schemes, etc.)
Qualifications
  • Must have at least 2-3 years of management experience, preferably managing managers
  • Must have undergraduate degree. Post graduate degree is an added advantage
  • Exceptional leadership ability with demonstrated success in motivating and developing junior staff
  • Exceptional ability to problem-solve complex operational challenges in the field
  • Strong interest in shaping the field organization, including through revamping of current structures/processes
  • Strong attention to detail
  • Excitement about owning challenging management tasks, including mentoring and motivating direct reports and the broader field team
  • Demonstrated ability to work in a highly independent and self-directed manner, while effectively communicating upwardly about gaps and risks
  • Strong communication and relationship-building skills and the ability to represent the organization effectively to external parties
  • Strong analytical and technical skills, including a high level of proficiency with Microsoft Excel
  • Sense of humor and positive attitude

Role Overview: The Information Technology Officer (ITO) will support GiveDirectly operations by maintaining the computer systems and networks of the organisation. 

The ITO will install software and configure computer systems, set up new devices including data collection phones, diagnose hardware and software faults and solve technical and applications problems, either over the phone or in person.  

The ITO will also be required to generate report and rosters in support of field operations. 

The position will reward strong technical skills, attention to detail, and effective communication with staff.  

The role will report to both the Office Administrator and the Field Manager.

Job Description:

IT Systems Management

Equipment
  • Configure and deploy new equipment, including laptops, smartphones and peripheral equipment;
  • Install, troubleshoot, repair, update and maintain workstations and laptops and peripheral equipment;
  • Install, maintain, and troubleshoot printers/copiers as well as manage toner requests;
  • Setup and support audio/visual equipment for presentations and trainings on and off site;
  • Install and configure peripherals including scanners, external drives, monitors and other peripheral hardware;
  • Recommend the procurement of, and if approved, help procure replacement or specialist components, fixtures or fittings
  • Removal/disposal of non-functional equipment as approved by the Office Administrator;
Software
  • Take staff through a series of actions, either face-to-face or over the telephone, to help set up systems or resolve issues;
  • Install, maintain, troubleshoot, and update operating systems and user applications; recommend replacements as required;
  • Proactively schedule software upgrades and patching;
  • Make sure that all software on GiveDirectly equipment is licensed and keep record of licenses;
  • Track license and support contracts to include notification of renewal timeframe to management;
Network
  • Ensure office internet is always running smoothly
  • Test and evaluate new technology; provide support, including procedural documentation and relevant reports as necessary;
Systems Planning
  • Participation in research and recommendation of improved infrastructure processes and technologies to include growth planning;
  • Provide procurement assistance including, but not limited to, researching solutions, engaging with potential vendors, making recommendations for product purchases and evaluating bids as directed by the Office Administrator;
  • Work with ISP and other outside vendors to ensure dependable operations;
  • Test new equipment and applications and provide recommendations as needed;
Training
  • Assess user IT capacity and suggest areas for training; create materials and presentations for trainings;
  • Propose, and if approved, codify new policies for training, technical and ICT infrastructure and train new and current employees on the same;
  • Assess user capacity and suggest trainings and areas in need of improvement;
Data Management
  • Assist the Field Manager with the development, testing and implementation of new survey elements or protocols.
  • Responsible for Saturday Work polls and liaising with the HR Manager and Finance Manager to have that incorporated into payroll.
  • Work with AFMs to collate all data related issues and work with Data Management team to get these solved.
  • Produce enrollment and follow-up rosters for the field teams on agreed upon schedule
  • Create monthly reports on GiveDirectly operations for government and compliance purposes
Qualifications
  • Minimum of Diploma or Degree in a technical field.
  • Technical aptitude and basic understanding of internet technologies and operating / hardware systems
  • Demonstrated track record managing similar responsibilities at a competitive organization for minimum of one year.
  • Fluency in English; excellent written and oral communication skills
  • Strong interest in shaping the organization, including through revamping of current structures/processes

Responsibilities

Census team
  • Meet with the village elder and guides to understand village boundaries 
  • Working with a  partner, visit every household in the village, excluding no-one
  • Complete census surveys using ODK with accurate data
Registration team
  • Explain Give Directly’s program to eligible households
  • Provide cell phones and SIM cards as appropriate
  • Identify and eliminate ineligible households
  • Complete surveys using ODK with accurate data
Back check team
  • Explain safety and readiness information to recipients
  • Ensure someone in the household is ready to operate the phone to access transfers
  • Identify and eliminate ineligible households
  • Complete surveys using ODK with accurate data
A given FO will be a member of one of these three teams.

Requirements
  • Secondary school graduation, with a preference for diplomas and degrees in relevant fields
  • Previous working experience in the field with vulnerable communities (1-2 years minimum)
  • Empathy, honesty, and the highest standards of integrity
  • Strong interest in advancing the distinctive values and mission of GiveDirectly
  • Fluency in Kalenjin is a MUST
  • Excellent communication skills
  • Physical fitness and ability to cope with difficult weather conditions or terrain
  • Patience and good judgment in resolving recipient problems
