VSO
was founded in 1958, and currently works in 23 countries in Africa, Asia and
the Pacific.
VSO started work in Rwanda in 1998 at the invitation of the Government of Rwanda and it focuses on programmes in Education, disability and youth/national volunteering.

livelihood, HIV/AIDS reduction, Education, Participation and Governance, Health
and Disability.

In 2015, VSO Rwanda Programme underwent a major restructuring process with the aim to improve effectiveness and efficiency to deliver on its mandate to the people of Rwanda at the community and district levels.

This
restructuring was also in line with the changing strategic orientations as
embodied in the new strategy with the continuous focus on the four thematic
areas of, Education, Livelihoods, Governance and Health.
Role Overview: VSO Rwanda Head of Finance and Grants reports directly to the Country Director. He/she is a member of Senior Management Team with high responsibility functions. These include strategic management, Financial Management, ensuring compliance to financial processes and procedures.

Technical
Accounting Expertise –
- Fully
Qualified Accountant: Certified Public Accountant (CPA) or Chartered
Accountant (ACCA) license with strong technical accounting skills. Skilled
finance manager with knowledge of financial management of restricted donor
funding, reporting, procurement procedures, grant management, and donor
rules and regulations for non-profit organisations.
- Experience
of capacity building, demonstrating clear results.
- Experience
of working in multiple foreign currencies and understanding of foreign
exchange hedging.
- Strong
leadership experience in budget management (including project budgets),
financial planning and analysis.
- Strong
knowledge of internal financial controls and year-end procedure. Knowledge
of Internal, External and Project Audits. Strong attention to detail.
- Proven
ability to prioritize in a demanding environment, multiple
accountabilities and to tight deadlines
- Excellent
interpersonal and communication skills ,writing clearly, accurately &
concisely
Key
Performance indicators:
Country Office finances, including budgets are managed effectively, are accurate and have met deadlines set for completion.
Global financial management policies, procedures and fund requirements are strictly applied and compliant with local law. Manual of Country Office procedures are up to date and changes communicated to relevant people. Financial records are kept in line with global policies and procedures.
Internal controls are in place, in line with global financial management policies and procedures.

Appropriate and relevant signatory limits are set and maintained within each Country Office.
Grants are managed in line with donor terms and conditions outlined in contracts. Loans and grants to partners and volunteers are effectively managed and monitored. Debts are monitored and followed up on a regular basis with debtors and bad debts managed.
Appropriate plans for risk management are in place.
Audit requirements are met. Issues arising, results of evaluations/audits are shared with Donor Manager for global learning and implementation of recommendations undertaken within appropriate timeframe.
Effective and efficient management of programme, project and office finances (restricted and unrestricted funds). Internal and external reports are timely, high quality and accurate. Team is able to advise confidently on financial policies and procedures.
Annual budgets and re-forecasts are produced in line with global timetable and formats. Budgets are monitored monthly and actions taken to address variances within overall budget limits.
This is a temporary role for three (3) Months and shortlisting/interviews will be done on a rolling basis. This job may be closed earlier if a suitable candidate is identified.
