The Unclaimed Financial Assets Authority (UFAA) is a State Corporation established under the National Treasury pursuant to the Unclaimed Financial Assets Act No. 40 of 2011. 

The primary mandate of the Authority is to obtain unclaimed financial assets from the holders of such assets on behalf of the Government, safeguard and re-unite the assets with their rightful owners.

UFAA invites applications from a suitably qualified and experienced person to fill the following position:

Manager, Human Resource and Administration 

Job Ref: UFAA/01/2016

Purpose of the Job: The position is responsible to the Chief Executive Officer for development, review and implementation of Human resources and administration policies, strategies, programmes and procedures to support UFAA’s Strategic goals and objectives and to enhance individual and Authority’s performance.
 
Duties and Responsibilities
  • Providing professional leadership in developing and implementing human resource and administration plans and budgets and mapping-out activities to achieve strategic results
  • Conducting workforce analysis, determining optimum staff requirements and designing organizational structure to maximize synergies across functions to achieve the strategic plan;
  • Conducting job analysis, developing job descriptions and competency profiles to facilitate human resource planning, staff recruitment and selection;
  • Developing a performance management system, training and development plan, conducting job evaluation to design a pay structure and design a career development plan;
  • Assessing training needs analysis and baseline attitude, designing and implementing relevant training programmes to build capacity by equipping staff with the necessary knowledge, skills and attitudes;
  • Coordinating implementation of performance management system and ensuring that individual and team performance is continually monitored and measured against strategic targets
  • Implementing an effective human resource management information system for monitoring, tracking and evaluating employee activities including staff training, performance management, medical, insurance and welfare programmes;
  • Overseeing maintenance, storage and security of personnel records to ensure integrity of data and information related to human resources programmes as well as administrative support services;
  • Oversee provision of office services, comprising cost-effective mail delivery systems, office security, communication facilities and front office reception services; administering employee medical and insurance schemes including workers compensation through the appropriate benefit schemes such as NHIF, NSSF, and other employee welfare programmes;
  • Developing, coordinating and implementing motor vehicle transport systems, registration, insurance and licensing. Monitoring vehicle incidents and accidents and ensure that all vehicles are serviced in accordance to the maintenance schedule;
  • Ensuring that UFAA’s properties and assets are properly insured for damage and loss and assessing risk and lodge insurance claims to ensure that payment is made on time.
Qualifications
  • Bachelor’s degree in Social Sciences, Business Administration, Human Resource Management or any other related field from a university recognized by the Commission of University Education.
  • Master’s in Business Management or any other relevant field
  • At least seven (7) years relevant work experience, at least three (3) of which must be in senior management level.

Senior Strategy / Planning Officer

Job Ref: UFAA/02/2016
 
Purpose of the Job: Reporting to the Chief Executive Officer, the Senior Strategy / Planning Officer will be responsible for providing strategies for current and future growth of an organization by suggesting changes or improvements to current business plans, policies and procedures.
 
Duties and Responsibilities
  • Preparing the organizational performance contract
  • Justifying and providing evidence on behalf of the Authority the results of the organizational performance during evaluation
  • Preparing performance contracts for departmental heads
  • Monitoring and evaluating departmental performance
  • Providing expertise by assisting in the formulation, development, and implementation of strategies and policies that will enable the Authority achieve its objectives. He/she will ensure the continued growth and success of the Authority through strategically designing the organization to accomplish its strategic plan.
  • Creating the strategic culture necessary for the organization to accomplish its strategic objectives
  • Developing overall strategic intent for the organization and business modeling in line with relevant government policies and communicating to functional units
  • Providing support and expertise to all management, assisting them in establishing all set goals, objectives, policies, and procedures for all the organic functions of the Authority.
  • Playing a leadership function in charting the Authority’s course in business development and new business ventures.
  • Helping the Management Team to fully understand and achieve the goals set in the Authority’s strategic plan and performance goals.

  • Ensuring that the operational policies and procedures of the Authority provide for legal and ethical compliance with all regulations, laws and good operating practices.
  • Suggesting changes for the organization by providing comprehensive reports regarding Improvements or changes needed to achieve current and future goals. This can include suggesting additional funding for specific business units, or restructuring of the organization.
  • Producing policy direction reports and initiatives required in the establishment and management of the strategic reunification processes, including planning, governance and performance management.
Qualifications
  • Bachelors’ Degree in Economics, Finance, Accounting, Business or any other related discipline from a university recognized by the Commission for University Education.
  • Master’s degree in Business Administration (MBA) or any other related field will be an added advantage.
  • At least seven (7) years’ work experience in a Strategic Management role, at least three (3) of which should of at a supervisory level.
  • Working knowledge of good management as well as good judgment to plan and accomplish strategic goals

Senior Accountant / Finance Officer

Job Ref: UFAA/03/2016
 
Purpose of the Job: Reporting to Manager Finance and Accounting, the Senior Accountant / Finance Officer will be responsible for the efficient management of financial and accounting services in the Authority.
 
Duties and Responsibilities
  • Executing financial and accounting management and control systems in line with the Public Finance Management Act, 2012
  • Assist in monitoring and evaluating the Authority’s financial policies, systems and recommending necessary improvements;
  • Coordinate budget formulation, preparation, execution, accounting and reporting
  • Ensure that all laid down periodical financial reports/returns are prepared and disseminated as per laid down laws and regulations;
  • Ensure accounts analysis and reconciliations (including vendor and bank reconciliations) are performed as per laid down policy;
  • Coordinate management of the Authority’s cash and bank operations;
  • Liaise with other Departments so as to ensure that financial regulations and procedures are complied with and where applicable give guidance including dealing with any staff enquiries on any payment related matters.
  • Coordinate internal and external payments requests and ensure that they are in line with laid down policies and any related enquiries are addressed;
  • Coordinate internal and external financial controls and audits
  • Coordinate the handling and safe keeping of financial and accounting records
  • Management of receivables (receipting, banking, invoicing and reconciliations) and reporting on the same as per laid down regulations;
  • Coordinate tax management and adherence to laid down taxation laws and guidelines

Senior Investment Officer

Job Ref: UFAA/04/2016

Purpose of the Position:
 Reporting to the Manager, Unclaimed Financial Assets Line, the position will assist in the development and implementation of the Authority’s Strategic Investment outlook. 

The Senior Investment Officer’s responsibilities include; carrying out financial market research, portfolio modelling, monitoring, and reporting; asset allocation recommendations and analyses; capital market monitoring; and general investment management and due diligence. 

The Senior Investment Officer will identify and analyze potential investment opportunities and strategies, which could be implemented within the model portfolios. 
 
The overall responsibility of the position is to provide support to the Authority and assist in the design, testing, implementation, and management of model portfolios in accordance with the UFAA regulations. 

The Senior Investment Officer’s responsibilities will be heavily weighted towards investment research activities, but will also include some operational activities such as oversight of Authority’s trading and Client portfolio monitoring. 
 
Duties and Responsibilities
 
Investment Research
  • Supporting the Authority’s development of Strategic Investment Outlook;
  • Performing statistical analyses on models and market hypotheses;
  • Providing Authority’s specific investment recommendations;

Investment Operations
  • Monitoring & communicating model portfolio positioning and performance;
  • Monitoring model allocations to ensure compliance with Investment Policy Statements ;
  • Overseeing of the Authority’s trading activities.
Qualifications
  • Bachelor’s degree in Finance or Economics from a university recognized by the commission of University Education
  • MBA is an added advantage;
  • Professional qualification in Investment Analysis and Management
  • Strong understanding of portfolio theory, statistics, and capital markets;
  • At least five (5) years’ experience in investment field
  • Proficient in use of investment software & technologies;

Administration Officer

Job Ref: UFAA/05/2016
 
Purpose of the Job: The Administration Officer will be responsible to the Manager HR and Administration for provision of efficient fleet and facility management services that contributes to the achievement of UFAA’s strategic objectives. 

In addition, this position manages the administrative requirements of the Authority.

Duties and Responsibilities
  • Provide effective and efficient of administrative requirements at UFAA’s offices including cleanliness, facilities management, stationery and other administration inventory management as well as provision of relevant staff welfare services ;
  • Plan, organize, and direct the work of the section to meet objectives with the most efficient use of facilities and equipment including vehicles;
  • In Liaison with all staff to enforce compliance with security and safety procedures and liaise with law enforcement agencies over criminal and other security concerns;
  • Plan and organize for transport of UFAA staff, partners, visitors, and commodities from one point to another in line with Authority’s policies and procedures;
  • Develop and implement vehicle policies and procedures that will ensure efficient utilization;
  • Manage the Fleet Management systems;
  • Monitor fleet operations to ensure compliance to UFAA’s Administrative policies and procedures, safety rules, and government regulations;
  • Submit regular fleet reports to the Senior HR and Administration including break downs, accidents, fuel usage, vehicle running cost, vehicle usage and driver performance;
  • Prepare periodic cost analysis, management and operational reports of fleet and facilities;
  • Implement a preventive maintenance program to minimize cost and maximize use of Assets;
  • Ensure all vehicles and other assets are kept well insured;
  • Manage, develop, mentor and coach the team and raise their performance; and
  • Coordinate the movement of all UFAA vehicles
  • Other duties as assigned by management.
Qualifications
  • Bachelor’s degree in Social Sciences or related field from a recognized University
  • Master’s degree in Business Administration, Social Science or related field from a recognized University will be an added advantage.
  • Post graduate Diploma fleet management or property management will be an added advantage

Procurement Officer

Job Ref: UFAA/06/2016
 
Purpose of the Job: Reporting to the Manager Procurement, the Procurement Officer will be responsible for implementing procurement strategies, policies and procedures in line with the Public Procurement and Asset Disposal Act, 2015 and the related regulations.

Duties and Responsibilities
  • Assist the Head of procurement in developing and implementing procurement strategies, policies and procedures in line with the Public Procurement and Asset Disposal Act, 2015 and the related Regulations.
  • Assist in preparing the annual procurement plans for the Authority in liaison with divisional heads
  • Ensuring that the register of suppliers is updated annually.
  • Coordinating the internal monitoring and evaluation of the supply chain function
  • Providing the duties of Secretariat to Procurement Committees or as may be directed by the Head of Procurement.
  • Management of procurement records in accordance with the provisions of Public Procurement and Asset Disposal Act, 2015
  • Training and development of the supplies personnel.
Qualifications
  • An undergraduate degree in supply chain, procurement, business, commerce, economics or related field.
  • Graduate Diploma from the Chartered Institute of Purchasing and Supplies (CIPS) or its equivalent.
  • Must be a member of the Kenya Institute of Supplies Management (KISM)
  • Must have 5 years’ experience gained in reputable organization ; and
  • Thorough knowledge of Public Procurement Laws and Regulations.

Human Resource Officer

Purpose of the Job:
 Reporting to the Manager HR/Administration, the HR Officer is responsible for the development, reviewing and implementation of Human resources policies, strategies, programmes and procedures to support UFAA’s Strategic goals and objectives to enhance individual and organizational performance

Duties and Responsibilities
  • Implementing Human Resource Management policies, rules and regulations
  • Analyzing the impact of Human Resource Management Policies, Rules and Regulations on the staff in the Authority
  • Offering advice on, Human Resource Management Policies; Regulations and Guidelines
  • Developing and Implementing career and succession management strategies, Human Resource Planning and utilization of Human Resources;
  • Coordinating the implementation of Performance Management including Performance Appraisal System and the Reward and Sanction Framework

Auditor, Unclaimed Financial Assets (Claims)

Job Ref: UFAA/08/2016
 
Purpose of the Job: Reporting to the Senior Auditor (Claims), the Auditor (Claims), will be facilitating in the return of unclaimed financial assets to the rightful owners as may be surrendered to the Authority by the holders upon claim.

Duties and Responsibilities
  • Coordinating activities of the unclaimed financial assets claims office
  • Coordinating search for owners of unclaimed financial assets, or of deceased individuals leaving no known heirs/ beneficiaries
  • Providing appropriate information to claimants on assets held by the Authority
  • Receiving and directing processing of claims, according to results of investigation or other evidence of ownership from the reunification agents.
  • Preparing unclaimed financial assets claims annual reports
  • Any other duties that may be assigned.
Qualifications
  • Bachelor's degree in Accounting / Auditing from a university recognized by the Commission of University Education

Auditor, Unclaimed Financial Assets (Holders)

Job Ref: UFAA/09/2016

Purpose of the Job:
 Reporting to the Senior Auditor (Holders), the Auditor (Holder), will be responsible for protecting the interests and property rights of the beneficiary of unclaimed financial assets. 

He/she will promote and strengthen the unclaimed financial assets administration in order to enhance the return of such unclaimed financial assets to the rightful owners and provide a forum for the open exchange of information.

Duties and Responsibilities
  • Assisting holders of unclaimed financial assets with matters including compliance, annual reporting, developing policies and procedures, and consulting,
  • Auditing holders of unclaimed financial assets, which includes discussion with holders auditors and reviewing their requests and assessments.
  • Reviewing unclaimed financial asset compliance processes for holders.
  • Assisting audit teams with review and analysis of unclaimed financial assets
  • Researching and drafting technical memoranda regarding unclaimed assets compliance rules
  • Advising the holders of unclaimed financial assets on the processes to be followed in making deposits into the Trust Fund and arranging for auctions, depending upon nature of the unclaimed financial asset.

Claims Assistant

Job Ref: UFAA/10/2016

Purpose of the Job:
 Reporting to the Auditor (Claims); Claims Assistant will be responsible for providing high quality customer service to claimants by providing them with the necessary information and support regarding unclaimed assets.
 
Duties and Responsibilities
  • Receiving all claims lodged at the Authority and ensuring that they are fully supported as per the UFAA regulations requirements
  • Maintaining claim records of received claims
  • Assisting in processing of claims
  • Act as a liaison person between the UFAL department and other departments
  • Handling queries from claimants
  • Manning the operations front office desk
  • Providing appropriate information to claimants on assets held by the Authority

ICT Assistant

Reporting to the Senior Systems Administrator
 
Duties and Responsibilities
  • Overseeing the process of installation and configuration of new information Communication Technology hardware and software within the Authority’s offices,
  • Developing and updating application systems,
  • Carrying out systems analysis, design and programme specification in liaison with users as well offer ICT support/helpdesk services
  • Verifying and validating information technology equipment
  • Any other ICT related duty that may be assigned from time to time
  • Creating, changing, and deleting user accounts per request.
  • Repairing and recovering the hardware or software failures.
  • Updating and Maintenance of the IT assets database for the for ICT equipment purchased, surrendered for repair and those returned by users

Purpose of the Job: Reporting to the Administration Officer, the position is responsible for providing administrative support to the Authority and management through coordinating and conducting administrative tasks and duties including handling and receiving information.

Reporting to the Administration Officer, the position is responsible for driving duties.

Duties and Responsibilities
  • Driving allocated vehicles as authorized;
  • Maintenance of work tickets for vehicles assigned;
  • Ensuring that the vehicle is in good working condition;
  • Maintaining vehicles in presentable and clean state
  • Ascertaining the serviceability of assigned vehicle
  • Ensuring security and safety for the vehicle on and off the road;
  • Ensuring security and safety of vehicle and passengers and/ or goods therein.
Qualifications
  • Minimum of KCSE grade C Plain or its equivalent
  • A valid driving license free from any current endorsement(s) for class(is) of vehicle(s) an officer is required to drive;
  • Attended a First-Aid Certificate Course lasting not less than one (1) week at St. John Ambulance or Kenya Institute of Highway and Building Technology (KIHBT), or any other recognized institution;
  • At least 3 years driving experience in a busy organization and passed suitability Test for Drivers Grade III;

Reporting to the Administration Officer, the position is responsible for undertaking the Authority’s messengerial duties. 

The person will provide office support and administrative services.

Duties and Responsibilities
  • Undertake all messengerial duties
