The Building Resilient Communities in
Somalia (BRCiS) Consortium aims at improving the resilience of vulnerable
communities and households in seven regions, 22 districts and 99 communities of
south and central Somalia, directly targeting 30,100 households.
The five years programme, at the
moment, is funded by DFID and DEVCO. BRCiS develop an approach based on
tailor-made, participatory programming.
The unique combination of short,
medium and long-term interventions together with the intense involvement of
communities ensures that long-term and sustainable impact is achieved,
supporting Somali people in becoming less dependent from external aid.
BRCiS is targeting several hundred
thousands of individual beneficiaries, with a particular focus to the South and
Centre of Somalia.
The purpose of this position is to ensure the Finance Manager will exercise financial oversight of the DFID and DEVCO funded projects by providing leadership in developing tools for successfully administering a consortium budget and providing financial analysis of the projects performance to inform decision making processes.

As a member of the lead implementing
agency, the Finance Manager will work with finance staff from all the
Consortium partner agencies and will oversee the coordination of reporting that
adheres to all agencies financial protocols.

Job Description
- Coordinate the financial aspects of the
multi-state, multi-year, multi-partner programs in line with DEVCO and
DFID requirements.
- Ensure all financial and accounting aspects of
project operations, strong internal control system, accurate and on time
submission financial report for donor.
- Ensure that financial management systems and
records for both BRCiS and DEVCO are effective and robust in order to
identify and protect the assets and interests of the consortium.
- Consolidate financial reports, fund requests
and budget amendments in a timely fashion throughout the life of both
DEVCO and BRCiS projects.
- Review and monitor budgets for both DEVCO and
BRCiS projects to support financial stability, efficiency and value for
money.
- Be the focal point for the DFID-BRCiS and
DEVCO projects budget preparation and budget revisions and occasionally
participate in any such consortium meetings to foster compliance and to
address any financial issues.
- Ensure that all procurements, payments and
other transactions are in line with DFID and EC financial guidelines,
rules and regulations for procurement, accounting and reporting
- Mentor and train both DEVCO and BRCiS project
staff, consortium member and partner staff in finance and procurement
procedures.
- Monitor and support budget/ revised budget
preparation to budget holder for relevant proposed projects during the period.
- Review partner’s financial report and make
sure their expenses comply with both DFID and EC donor’s requirement
- Organize for Peer reviews amongst the finance
personnel of both DEVCO and BRCiS projects partner agencies and draw
lessons learnt to improve financial oversight.
- Facilitate training sessions on grants
management, general accounting, internal controls and administrative
systems for both DEVCO and BRCiS projects partner agencies.
- Undertake periodic visits to the field in
order to support consortium members and put forward recommendations for
improvements where appropriate
Qualifications
- University degree in Accounting and Finance
- Certified Public Accountant (CPA), Associate
of the Chartered Institute of Certified Accountants (ACCA) or equivalent
- Masters Degree in Finance or Accounting will
be an added advantage
- At least 7 years of financial and grants
management experience in an INGO 3 years of which must have been a senior
Manager.
- Experience of managing a consortium project is
required.
- Must have experience in managing DFID and EC
funded projects
- Good communication and coordination skills

- Solid experience of work with windows based
computer software, and modern accounting-systems
- Good ability to plan for different sets of
scenarios in relation to budgets and plans
- Excellent project management, accounting and
expenditure verification attention to detail
- Understanding of issues in complex emergencies
and crisis contexts
- Strong communication, interpersonal,
analytical and negotiation skills
- Ability to work with stress and under high
time and other pressure
- Excellent ability to work independently with
very limited supervision
- Ability and willingness to work and live under
difficult circumstances
- Good fluency in the English language, both
written and verbal
