The National Transport and Safety Authority (NTSA) is a State Corporation established under the National Transport and Safety Authority Act 2012. Its Overall mandate is to implement policies relating to road transport and safety.

The Authority wishes to recruit for the following vacant positions and invites applications from eligible Kenyan citizens who satisfy the requirements of Chapter six of the Constitution.

Senior Deputy Director, ICT

Ref: NTSA/SDDI/01/2014

The applicants MUST be persons of high integrity with demonstrable track record of exemplary performance and results.

Overall Objective of this Position: Provide strategic and innovative leadership and management of all Information and Communication technology related activities of the Authority.

This position shall report to the Director General.

Duties and Responsibilities
  • Prepare strategic and operational plans for information Communication Technology (ICT) department to ensure that all necessary ICT tools, processes and systems are in place to meet the requirements of the Authority and contribute to the achievement of its goals.
  • Oversee the implementation and maintenance of technology infrastructure in line with the Authority’s goals and changing technologies.
  • Manage and provide oversight for the implementation of an ICT system, ICT security strategy and disaster recovery plan that minimizes data loss or unauthorized access.
  • Ensure development, implementation and maintenance of all policies related to ICT services including procurement, distribution and assets management.
  • Develop and manage the planning and budgeting for the ICT department to ensure that resources are used to provide best in class ICT services that are in line with the Authority’s goals.
  • Develop new systems that will enhance access to priority information used by the ministry, the public, law enforcement agencies and other stakeholders.

Job Requirements:
  • Must possess a Bachelors degree in ICT, Computer Science or related fields.
  • Master’s degree will be an added advantage.
  • Team player with excellent interpersonal skills.
  • Possess good communication skills.
  • Have working experience of at least seven years five of which should be at senior management level in a recognized institution.

Terms and Conditions:
  • Appointments will be for a contractual period of three years renewable subject to satisfactory performance.

Director, Research, Planning & Projects

The applicants MUST be persons of high integrity with demonstrable track record of exemplary performance and results.

Overall Objective of this Position: Provide strategic leadership and management in the development and enhancement of policy and strategy that supports research and planning in the Road Transport Sector.

The position shall report to the Director General.

Duties and Responsibilities
  • Provide leadership in the development of policies and procedures for planning, research and managing projects
  • Initiate, monitor and evaluate all the Authority’s research and planning projects.
  • Generate proposals and supporting documents seeking funding for the Authority’s projects.
  • Oversee the development of the Authority’s strategic plan.
  • Identification and co-ordination of development partners and agencies.
  • Co-ordination and dissemination of research in road transport and safety sector and formulate linkages with other research institutions.

Job Requirements:
  • Possess a first degree in Planning, Statistics, Economics or any other relevant field from a recognized institution.
  • Masters degree in relevant field is mandatory.
  • PhD or post graduate course in a relevant field will be an added advantage.
  • Excellent interpersonal skills
  • Possess good communication skills
  • Proficiency in ICT.
  • Possess work experience of a minimum of ten years, five of which should be at senior management level in a relevant field.
  • Demonstrable experience of working with development partners will be essential.

Director, Technical and Infrastructure Services

The applicants MUST be persons of high integrity with demonstrable track record of exemplary performance and results.

Overall Objective of this Position:

Provide strategic leadership and management in the development and implementation of standards and certification in motor vehicle inspection.

The Director shall also undertake road design reviews and audits to ensure conformity to best road safety practices and standards.

Shall report to the Director General of NTSA

Duties and Responsibilities
  • Responsible for the development, implementation and enforcement of vehicle standards.
  • Conduct engineering reviews to ensure conformity to best road safety standards.
  • Management of the motor vehicle inspection unit.
  • Initiate the development of relevant regulations necessary to the achievement of the Authority’s goals.

Job Requirements:
  • Must possess a Degree in either mechanical or civil engineering from a recognized institution.
  • Qualified engineer registered by Engineers Board of Kenya.
  • Masters Degree will be an added advantage.
  • Proficient in ICT.
  • Team player with excellent interpersonal skills.
  • Good communication skills.
  • Possess work experience of at least ten years, five years of which should be in a senior management role in a relevant field.

Director, Road Safety

The applicants MUST be persons of high integrity with demonstrable track record of exemplary performance and results.

Overall Objective of this Position: Provide strategic leadership and direction in formulation, implementation and enforcement of road safety programs in line with the Authority’s Strategic plan.

The position holder shall report to the Director General, the Director shall be responsible for the co-ordination of stakeholders and other external partners to realize the Authority’s goals in road safety.

Duties and Responsibilities
  • Develop, promote and implement the Authority’s road safety strategy.
  • Monitor, investigate and analyze casualty data, advice on casualty reduction policies, strategies and initiatives.
  • Co-ordinate agencies involved in road safety programs and initiatives.
  • Initiate, conduct accident investigations and follow up implementation of recommendations thereof.
  • To undertake road safety research and audit.
  • Co-ordinate transport and safety committees at the county level.
  • Initiate and co-ordinate road safety awareness programs

Job Requirements
  • Must possess a Bachelors’ degree from a recognized university.
  • Master’s Degree in a relevant area will be a key added advantage.

Director, Corporate Support Services

We are seeking to recruit an individual for the position of Director, Corporate Support Services with exceptional transformational skills and broad experience in management.

Reporting to the Director General, the Director shall be responsible for the creation of structures which promote a results oriented culture and overall organizational.

The Director shall oversee the following key functions - human resource, finance, corporate communication and procurement functions.

Duties and Responsibilities
  • Develop a dynamic corporate strategy that is able to deliver exemplary services and results as envisioned in the strategic plan.
  • Develop the Authority’s budget with the approval of the Board and continuously monitor and evaluate its implementation.
  • Ensure effective and efficient management of the Organization resources including finances and assets.
  • Develop and implement a sound human resource policy.
  • Develop and implement sound procurement systems that ensure transparency, accountability and competitive procurement of goods and services.
  • Develop and implement a sound corporate communication policy.

Job Requirements:
  • A Bachelor’s degree in any of the following- Finance, Human Resource, Procurement, Logistics or any other relevant field.
  • Should have a master’s degree preferably a MBA from a recognized university.
  • Possesses a relevant professional registration or qualification from an applicable body.
  • Team player with excellent interpersonal skills.
  • Excellent communicator with negotiation skills and ability to manage multi-disciplinary teams.
  • Demonstrate exemplary leadership skills.
  • Proficient in ICT.
  • Possess experience in at least two of the following fields – finance, human resource, public administration and procurement.
  • At least ten years management experience in two of the following fields- finance, human resource, public administration, communication and procurement, five years of which should have been in a senior management position.

Director, Registration and Licensing

We are looking for a change and result oriented individual who is dynamic and committed to providing direction and strategic leadership to the Registration and Licensing Department.

Reporting to the Director General, the Director, Registration and Licensing will be responsible for the establishment of an effective departmental organizational structure that supports efficient customer service.

The Director will also oversee the supervision and issuance of number plates and registration books (logbooks) for all vehicles and modernization of the motor vehicle registry.

The Director shall also be responsible for motor vehicles transfers, regulation and licensing of drivers and driving schools.'

Job Requirements
  • Must be a holder of a Bachelor’s degree in Social Sciences from a recognized university.
  • Master’s degree in a specialized field will be an added advantage.
  • Should have at least ten years, five of which must be at a senior management position in a relevant field.
  • Demonstrate exemplary managerial skills.
  • Proficient in ICT.
  • Team player, customer focused and change orientated.
  • Knowledge and experience in motor vehicle registration, licensing and transfer will be an added advantage.
