icipe - African Insect Science for Food and Health, is an intergovernmental organisation funded by governmental aid agencies, UN organisations and private foundations to carry out research and training in environmentally sound and sustainable management of arthropods for improving health and agricultural productivity in the tropics.



icipe has 400 staff to support its research and capacity building programmes located at various sites in Kenya and Ethiopia.

icipe wishes to urgently recruit a suitable person to fill the position of Milk Value Chain Development Project Manager in the project entitled “Sustainable peri-urban milk value chain development in Somaliland” in the Capacity Building and Institutional Development (CB&ID) Programme.

The holder of the position will work in Hargeisa, Somaliland.

Overall purpose of the job

The overarching objective of this assignment is to assist the government of Somaliland, and in particular the Ministry of Livestock, in the development, implementation and monitoring of a sustainable peri-urban milk value chain in Somaliland in coordination with icipe and FAO.

Specific duties

The successful candidate will be expected to:
  • Oversee the day-to-day activities related with the implementation and monitoring of the project in Somaliland (including the dissemination of publications and communication materials, advertisement campaigns, project visibility, etc.);
  • Identify and bring together key partners and other stakeholders for project implementation at local and national levels, promote linkages and enhance coordination and monitoring mechanisms;
  • Assist in the establishment and functioning of platforms/processors’ organisations, etc.;
  • Follow up on the establishment and scaling up of technologies/innovations proposed by icipe and FAO and collect/manage monitoring data;
  • Draft framework agreements/contracts/TOR, etc.;
  • Provide instructions to consultants and contractors at local and national levels;
  • Assist with other project-related assignments;
  • Deliver expected outputs, work plans and technical and financial reports in a timely manner.

Other duties
  • Promote icipe’s position with donors, UN agencies, NGOs and other Somaliland-based stakeholders, e.g. policy makers and government institutions.
  • Supervise field staff in Hargeisa, Somaliland.
  • Knowledge required for performing the job
  • Proven experience, capacity and ability in the following: writing concise reports, preparing and delivering oral presentations, and negotiation with government officials, NGOs, technical and financial partners, and others.
  • Extensive experience in Somalia or other countries in the Horn of Africa.
  • In depth knowledge of the logical framework approach.
  • In depth knowledge in monitoring and evaluation of research and development projects.
  • Proficiency in English.

Requirements / Qualifications
  • Masters level education in either one of the following subjects: agricultural economics, animal husbandry, livestock production, veterinary medicine, or food industry, ideally with an additional project management qualification.
  • At least 5 years experience in implementing previous projects financed by the EU.
  • At least 5 years experience in value chain development.
  • Disposition
  • Good communication and interpersonal skills that establishes a good working relationship with customers.
  • Ability to multi-task in dealing with several different issues at a time.
  • Ability to work under high pressure, meet deadlines, monitor and follow-up on pending matters under minimum supervision.

This position reports to the Coordinator, Capacity Building & Institutional Development (CB&ID) Programme.
