The
Office of the Governor, Murang’a County Government wishes to recruit competent
and qualified persons to fill the following positions as per article 176 of the
Constitution of Kenya 2010 and the County Government Act of 2012.
County Secretary
(One
Position) Job Ref: CS/1/7/2013
The County Secretary shall be the Head of the County Public Service and will be responsible to Governor for:
Duties and Responsibilities
- Secretary to the
County Executive Committee
- Coordinate
County state functions
- Ensure efficient
management of resources and coordination of County Government activities
- Interpret,
disseminate and oversee implementation of National and County Government
policies
- Communicate and
follow up the decisions of the Executive Committee to the appropriate
persons.
- Provide
direction and guidance to public officers in the County.
- Perform any
other duties as directed by the County Executive Committee.
Requirements
for Appointment
- Be a Kenyan
citizen
- Must have work
experience of not less than 15 years; ten of which should be in
administration and management.
- Have a
Bachelor’s Degree from a University recognized in Kenya
- Have a Master’s
Degree in Administration/Management, Human Resource Management / Development
management / strategic management, economics or equivalent qualifications
from a University recognized in Kenya.
- Must have
attended a course in Strategic Leadership
- Be conversant
with Government protocols and etiquette
- Be conversant
with the constitution of Kenya and Devolution Acts
- Have excellent
Interpersonal, Communication and Report Writing Skills
- Proven merit and
ability as reflected in work performance and results
- Be computer
literate
- Proven
experience in Public Finance Management.
- Satisfy the
requirements of Chapter Six of the Constitution
- Promote national
values and principles of government and values and principles of public
service referred to in Articles 10 and 232 of the Constitution of Kenya
2010.
Terms
of Service:
Contract 3 years renewable
Salary Scale: Ksh. 152,060-302,980p.m. House Allowance: Ksh.70,000p.m. Commuter Allowance: Ksh. 24,000p.m. Annual leave allowance p.a. Medical Cover.

- A relevant
Masters Degree is an added advantage.

delegated power and shall be responsible to the respective County
Executive Member for:

Administrative duties of a County Department.
- Implementation
of policies and development plans.
- Development and
Implementation of Strategic Plans.
- Formulate and
implement effective programs to attain Vision 2030 and sector goals.
- Promote national
values and principles of government and values and principles of public
service referred to in Articles 10 and 232 of the Constitution of Kenya
2010.
- Public Finance
Management.
- Other duties as
assigned by the County Governor.
Terms
of service:

Salary Scale: Kshs.120, 270 – Kshs.180, 660 P.M House Allowance: Kshs.56, 000 P.M Commuter Allowance: Kshs.20, 000P.M.
