Background

The International Peace Support Training Centre (IPSTC) is a Research and Training institution focusing on regional peace support capacity building to respond to conflicts through preventive, management, and peace building measures.

The centre is a key player in the African Peace and Security Architecture with its strategic focus in the Eastern African Region and wishes to engage a competent Information Communication Technology (ICT) and ICT systems expert in the area of Database Development and Management of ICT Systems.

The job holder will be responsible for maintaining IPSTC’s databases, entering new data, updating information, and working with the current developer and IPSTC staff to develop new databases and the maintenance of ICT systems.

Position Title: IPSTC Head of Information and Communications Technology

This position attracts a gross salary of Ksh 130,030.00

Management Arrangements

Reporting directly to the Director, the Head of ICT will also take direction from the Col plans and programs and will be required to work closely with other IPSTC staff to develop and maintain databases. 

In addition, the Head of ICT will supervise a team of IT officers in our two schools at PCSS, Karen and HPSS, Embakasi.
 
Duties

The job entails both Back-end (Database System) and Front-end (End User Development), maintenance of ICT systems and will undertake the following among other tasks.
  • Supervise ICT managers our two schools: PCSS in Karen and HPSS in Embakasi
  • Maintain existing IPSTC databases
  • Software development
  • Collect and organize information pertaining to training and management of IPSTC.
  • Definition and construction of required Logical Database models
  • Definition of database security, integrity and recovery
  • Determination of hardware and software requirements and the maintenance of ICT systems
  • Training of personnel in use of computer applications
  • Testing of databases
  • Definition of tools to be used for design and development of front end applications
  • Development of TMS application software for end user interaction with the database
  • Clean and enter updated and new data into TMS database, including addressing problems with data provided to TMS Installation of TMS application on user computers
  • Conduct end user training and technical manuals
  • Provide regular reports on the status of databases;
  • Modification of database structures, entry forms and reports as required;
  • Design and development of new databases;
  • Regular up-dating of IPSTC website
  • Planning the maintenance of ICT systems
  • Liaise with staff in other organizations to facilitate the flow of information;
  • Management of all IT and related equipment in IPSTC
  • Coordinate servicing of computers and IT equipments
  • Liaise with the procurement department for purchase of IT equipment and consumables.
  • Other duties as tasked by the Director or Col plans and programs
Qualification and Professional Experience
  • Degree in Computer Science and an advanced degree in Computer Based Information Systems
  • 5 years relevant experience in the area of database development and management and maintenance of ICT systems
  • Experience in design and development of complex software applications, multi user databases for both window based and Intranet/ Internet based programs
  • A strong knowledge of Oracle and SQL server or My-SQL DBMS products working HTML knowledge or web development program, ability to write JAVA script, working knowledge of TCP/IP and other networking protocols
  • Experience in Document management
  • Strong writing and presentation skills
  • Positive attitude towards working in a team and helping other people
  • Database certification and conventional computer programming language are an added advantage.

Position Title: ICT Manager at PCSS, Karen

This position attract a gross salary of Ksh 63,897.00

Job Purpose: -

He/ She will manage the IT function on a day-to-day operational basis & be responsible for technical support and office technical infrastructure and reports to the Head of Information and Communication Technology.

Principle Accountabilities: -
  • Training personnel in the use of computer applications.
  • Administer computer networks for the purpose of providing reliable communication applications.
  • Maintains computer hardware and software applications through the use of service contractors.
  • Monitors IT fund balances of assigned programs and related financial activity for the purpose of ensuring that allocations are accurate, related revenues are generated, expenses are within budget limits and/or fiscal practices are followed.
  • Purchasing of all IT related KIT for the Organization and for all the courses/conferences within the Organization.
  • Managing and running of the IT Department.
  • Evaluating and analyzing all IT requirements and deciding on the best choices for the Organization.
  • Guiding and giving direction to the Top Management with regards to IT related matters
  • Coordinating and maintenance of ICT systems
  • Offer IT support to all Organization Staff.
  • Setting up all IT for courses/conferences and offering IT support for the same.
  • Researches software applications and hardware requirements for the purpose of previewing products to provide recommendations regarding applications and purchases.
  • Coordinate priorities between the IT department and user departments
  • Approve and monitor major projects, IT budgets, priorities, standards, procedures, and overall IT performance
  • Oversee the development and maintenance of any IT plan.
  • Serves as liaison for the Organization to software/hardware providers for the purpose of conveying and/or receiving information and coordinating activities.
Qualification and Professional Experience

Academic/professional qualifications
  • University degree in computer science
  • Basic knowledge Linux server environments would be preferable;
Skills
  • Extensive knowledge of Microsoft environments;
  • Extensive knowledge of installing small office networks, routers / switches;
  • Basic knowledge of installing hardware and troubleshooting hardware issues;
  • Excellent proficiency in the English language
Relevant Experience
  • Minimum of 2 year experience in a similar position;
  • Experience working in a financial institution is preferable
